(See Attachment A) This letter represents our formal report of the changos in accordance with 10 CFR 50.54(q). All of the changes to the plan, and the 10 CFR 50.59 ovaluation supporting the changes have been reviewod and approved by tho OSTR Reactor Operations Committee. As you can see from information provided in the oveluation and itomized in Attachment A, all of the changes involve typographical corrections or other relatively minor modifications necessory to keep the plan curront. In addition to the plan itself, a number of conforming.

changes were modo to the Emergency Responso Plan implementing Procedures (ERIPs)in order to keep them up to date.

To make it easy to updato your copy (s) of the plan, Attachment B includes oil of the current replacement pages for the plan. If you have any concerns or questions about the reported changes to the OSTR Emergency Responso Plan, please lot me know.

Boxes Numbered 1 - 5 Replace the Inventory Checklists with new, updated ones, SAFETY EVALUATION Adding the definitions with respect to frequencies makes the emergency response plan consistent with the OSTR Technical 5)ecifications and ANSI /ANS 15.1, it further clarifies exactly what is meant ay annual etc. in the emergency plan, and allows the operational flexibility necessary to schedule routine actions required by the plan.

Changing the very specific "14 channel" ARMS description to the more general " multi-channel" concept allows for the f act that- the ARM systems are in.the process of being replaced by newer, more up-to-date equipment, and accomodates the fact that the exact number of ARMS will change as this process occurs. There will still be about 10-12 systems operational, which more than adequately provides good area coverage. Safety will_ be increased because the new ARMS will be more reliable than the old ones.

Correction of typographical errors and updating the maps and floor plan have no safety significance. They just keep the plan current and correct.

The Corvallis fire Department is now the lead department- in HAZMAT Region #5 in Oregon. They have a new HAZMAT vehicle-and the orp #tunity was taken to revise and repack Radiation' Center emergency equipment and supplies normally kept at the fire department. The new system allows equipment to be accessed more easily and, therefore, increases safety. -

4 lhe inventory Checklists are revised from time to time to keep them current. Replacing them with the la W t lists just keeps the plan up-to-date.

l 1here are no safety-related changes to the inventories.

The emergency plan changes described above were reviewed and approved by the Reactor Operations Committee (ROC) prior to being implemented. ROC 1 approval included a review of this evaluation and the Committee's conclusion

that the changes did not require a change in the OSTR Technical Specifications and did not constitute an unreviewed safety question as defined in 10 CFR t 50.59(a)(2) (see over). This evaluation also included a review of applicable

, radiation protection aspects and was found to be consistent with the Radiation Center's commitment to Al. ARA.

3 CONF 0RMING PROCEDURAL CllANGES As a result of the training, emergency plan review and drill, the need

for e number of changer in the ERIPs was identified. These do not require a safety evaluation, and are included here for information and completeness.
