Subje: : Proposal submitted in response to the Commission's regulations requiring conversion of the OSTR from high enriched uranium (HEU) fuel to low enriched uranium (LEU) fuel, Gentlemen:

In accordance with the Commission's regulation contained in 10 CFR 50.64(c)(2), Oregon State University (OSU) hereby submits a proposal describing our current efforts relative to converting the OSTR from HEU fuel to LEU fuel. As described in previous proposals, OSU received funding for the preparation of an application for authorization to convert to LEU starting on June 15, 1992. The original contract was funded until December 14,1993, but this was later extended through June 14,1994.

As a direct result of our analysis, a number of difficulties were discovered with respect to the suitability of the potential replacement fuel. These problems were referenced in last year's proposal and were presented at the 1994 TRIGA User's Meeting and the Annual Meeting of the Test, Research and Training Reactor Organization (TRTR). Following several discussions with the fuel manufacturer, the USNRC and the USDOE it now appears that a solution to the technical and regulatory difficulties has been found.

On May 6,1994, OSU submitted a proposal to the USDOE for funding to continue the work towards the preparation of the scfety analysis for conversion of the OSTR to LEU. No official response to this proposal was ever received. However, we have been informally told that there l

is insufficient funding at this time to continue the effort towards refueling of the HEU-fueled TRIGA reactors. At the TRTR meeting in October 1994, the USDOE presentation showed the OSTR scheduled for refueling in 1997; with the comment that this date would probably be moved to 1998 or later.

It is our understanding that the USDOE is conduct ng scoping reviews on the effect of delaying the conversion of university research reactors, including the OSTR. News reports state that there were no funds allocated for FY-95 for LEU fu e and none have been budgeted for FY-96. ,

U.S. Nucigar Regulatory Commission Page 2 March 15,1995 I have made several efforts to solicit the necessary letter from the USDOE concerning the actual funding status, but to this point have been unsuccessful. I can wait no longer and still meet the March 27 deadline for this proposal, in conclusion, the status of the conversion effort of the OSTR is that the analytical work is more than half completed, but that all progress has currently ceased due to the unavailability of funding. Therefore, it is our proposal to take no further action regarding the OSTR fuel conversion at this time.

If there are questions regarding our current activities under the Commission's regulations in 10 CFR 50.64, please let me know.
