NOTE T0:
T. Novak. A/D for Licensing FROM:
G. Knighton. Chief. L8f3 SUSJECT: WATERFORD 3 SCHEmlLE As you know. LPR's schedule for Waterford 3 calls for issuance of a fuel load and low-power license in May of 1983. Specifically, the licensee projects a fuel load date of 5/12/83. with Initial criticality and 55 oower I
to be achieved on 6/27/83 and 7/11/83 respectively.
Recent delays en submittal of a large number of analyses and other document-atten needed to close out the russining open and confirmatory items. coupled i
with the slow rete of construction, leads us to believe that there is a very high probability that the May 83 fuel load date may slip unless imediate.

Positive management aghesis is placed on this project.
The following is a list of topics discussed by J. Wilson, the NRR Project i
Manager and R. Predes, the LPE Senior Licensino Enoineer in a discussion 4
on 1/21/83. Each of these topics represents an area where the licensee I
needs to submit foguel analyses or doceentation to NRC for review and l
approval prior to fuel loading. The analyses and documentation for a large neeer of these topics is new overdue, as far as previous commitments for submittal are concerned.
(New sdmittal dates, where known, are indicated parenthetically).

DRM T Mr. L. V. Maurin Vice President - Nuclear Operations Louisiana Power and Light Company 142 Delaronde Street New Orleans, Louisiana 70174
Dear Mr. Maurin:
On January 21, 1983, J. Wilson, the NRC licensing Project Manager, had a rather lengthly discussion with Mr. R. Prados. LP&L Senior Licensing Engineer, concern-ing the status of a number of items on the critical path for licensing of Waterford 3 which require action by LP&L prior to issuance of an OL.
These topics, in no particular order, are listed below, along with the dates on which these s'ibmittals are schedulad.
Fire Protection - 2 open items remain
- cable wrap (Feb. 15)
- emergency comunication (due Feb.1)
Equipment Qualification - need information on non-metallic materials (Feb. 22)
- need formal submittal of audit report, including new QDEFs and other supporting information handled informally at audit on January 4-6, 1983 (Feb. 1)
- need analysis of radiation data which was promised atEQaudit(Feb.1)
.ic Qualification - specific issues - one open item and two confire.atory items remain (Feb. 1. Feb. 7)
- generic issues - two open items remain, confirnation required on two other items (Feb.1, Feb. ??)
PSI, (ISI) - revised PS! plan not yet submitted (Feb.11)
- requests for relief not yet submitted
- (ISI can be handled in license condition at OL issuance)

FW Line Break - Cor.firmatory analysis on small line breets (Feb.1)
MS Line Break - Confirming that large line break is limiting (Feb.1)
':cids in Main Control Panels - seismic concern identified in Board flotification l'o.82-90A, LP&L will notify fiRC thether this problem af fects Waterfo d 3 or not (letter due Feb.4).
We understand that the schedule for these submittals will be confirmed in a future letter to NRC.
In view of the large number of items yet to be resolved, and the short length of time between now and the propiled fuel load date of May 12, 1983, I fell that it is of the utmost importance to place it:rtdiate positive emphasis on resolution of these items. Perhaps this could best be accortplished by a meeting here in Washington at which Ley rie:-bers of year staf f could get together with the NRC staf f rnen.bers responsible for the variout reviews to assure that LP&l adequately addresses all te;iortant ureelvd
in a tirrely canner.
