L8-3, Suzanne Black The Equipment Qualification Branch (EQ8) has reviewed the Louisianna Power and Light submittal of June 25, 1982 in response to questions issued January 18, 1982 from EQ8 concerning purge valve operability.
Following review of the June 25, 1982 subelttal the items indicated in Attachment I remain open. These itaas were diseussed with John Hart (et.al.) of Ebasco on July 27, 1982.

Seismic loads are to be considered in combination with the Design Basis Accident (08A) - LOCA loads for the Waterford 3 plant safety-related equipment.
The applicant's repsonse to the request for an evaluation of the operability of these valves under combined SSE and LOCA loads was that pipe break loads were not imposeo since the valves are located in a moderate energy system.
The aero-dynamic loads in a LOCA event however are likely to be a signi-ficant load in a 08A-LOCA + SSE event.
The valves were analyzed for LOCA and seismic testing was performed on the valve actuator separately. No seismic testing was indicated for the valve assambly.
The applicant should provide operability assurance of the valve assambly's ability to operate under a combined DBA-LOCA + SSE event.

The valve operability analysis under LOCA conditions is noted as using 1.5 "S" ("S" is the allowable stress figure found in Sec. tion VIII of the ASME Soller and Pressure Vessel Code), or for shear strength.75 "S", as allowable stresses.
These values are effectively the minimum yield strength of the material and may indicate no margin is available beyond the design loads.
A more conservative allowable (such as the Section III recommended.6 5 for shear stress) should be used.
Margins should be used.in the allowable stresses to account for deviations in manufacturing or design.

The applicant should verify, through the valve actuator vendor (Bettis), or through torque curves for the valve actuator model used, that the end-of-stroke torque availability is the minimum 1
torque availability for the actuators used.

The applicant should confirm the installation of valve travel stops to limit the opening of the valves to a maximum opening of 40*.
