The issue of loose parts in steam generators was addressed in IN 83-24. We see l
nothing basic to change or amend in the IN at this time.
Although Westinghouse was the annufacturer of the steam generators referenced in the IN, no manu-facturer was specifically mentioned and the IN is applicable to all steam generators.
l We feel that the matter of cracked welds for any steam generators manufactured in the future by CE could best be handled by the Vendor Program Branch.
Manufacturing defects of this type should have been caught by.the, vendors QC program.
By separate meno, we are requesting that the Vendor Program Branch include this item in their next scheduled inspection of the CE steam generator fabrication facility. This should reduce or eliminate the problem in any steam generators fabricated by CE either for replacement of existing equipment or for plants which any be ordered.in the future.
The regional offices should assure the inspection of any CE steam generators that have been fabricated and are now at the site of facilities not yet' operating. The enclosure to the referenced memo indicates that the licensee performed a thorough inspection of the WPPS 3 steam generators, but the extent of the inspections performed at Palo Verde is not' clear. We recommend that i
