i METB Comments and Questions on Proposed Changes to Waterford 3 Liquid and Solid Radwaste Systems 1.

Has the applicant entered into negotiations with a vendor to so;:ily a

demineralizer system for the treatment of liquid radwaste at the Watecro plant? If so, with which radmaste systems will this demineral tier syste a used? When will the system be operable?

2.

Will.v astes be solidified only in large. volume liners (50 f t ) or wili

.4 also be solidified in 55 gallon drums?

3.

The design bases fcr the SWMS should state that the building housing the ir-plant SWMS meets the scismic criteria of Regulatory Guide 1.143. that the i

components meet the quality group classification of Regulatory Guide 1.153, and that the quality assurance requirements of Regulatory Guide 1.143 are met.

4.

Section 11.4 should contain the expected quantities and activities of stent 4

resins, evaporator bottoms, filter cartridges, and compressible wastes to be treated by the SWMS.

5.

What type of solidifying agent will be used in the portable system and who will provide the system?

6.

Does Waterford intend to solidify ret. ins?

7.

Do the components of the spent resin transfer system meet the requirements of Regulatory Guide 1.1437 A

Your statement, in Section 11.4.11, that the rupture of a container would not result in liquid spillage is not correct if resins are going to be dewatered only.

1 9.

Will all wastes stored on the interim solid waste storage pad be placed in an "on-site storage container?"

10. Address how activated charcoal and HEPA filters are going to be treated with respect to packaging and shipment to a disposal site.
11. Provide in Section 11.4 a commitment to meet the burial ground requirements for free liquid.
12. Provide in Section 11.4 a figure detailing the location of the interim solid waste storage area. Include its dimensions.
13. Is there any intention to store the wastes in the interim solid waste storage ar'ea more than one storage container high?
14. Indicate whether all packaged waste will meet the criteria of 10 CFR Part 71.
15. Indicate in Section 11.4 whether the in-plant SWMS contains provisions to reduce leakage and facilitate operations and maintenance in accordance with Regulatory Guide 1.143 and BTP ETS811-3.

16. The applicant should commit to perform periodic direct radiation and.un xe contamination monitoring to insure that the levels are below the linits of 10 CFR 20.202,10 CFR 20.205, and 49 CFR 173.397 for the interim solid wast <

storage area.

17. Describe your provisions for sampling and removing any water found bet,een the disposable liner and the on-site storage container.
18. Will the on-site storage containers have hold down systems to secure tortainers during severe environmental conditions up to and including the design basis event for the plant?
19. Will container handling and personnel exposure in the interim dry compacted waste facility, the interim solid waste storage crea, and the portable solidi-fication facility conform to Regulatory Guides 8.8 and 8.10 positions?
20. ihe applicant should commit to maintaining inventory records of waste types, contents, dates of storage, shipment, etc. for all packaged wastes.
21. Will the contents of the metal waste boxes support combustion?
22. Does the concrete pad of the interim solid waste storage have curbs and drains to control spills of dewatered resins or filter sludges?
23. Will the process control program implement steps to assure that the waste con-tainer is protected from potentially corrosive products?
