SUBJECT:
HYDMLOBIC EMBINERIM REVIEW OF M4TERFORD MIST l
In response to yeer memorenha dated March 18. 1981. we have reviewed the Waterford Mist as given in Table 3.2-1 of the FSAR.
le its response to our geestian 371.06. (see enclosure 1) the applicant stated that to provost fhilure of the susp pimps. (in the cooling tower eress) esismice11y geslified sep pumps will be used. These pumps are not listed in 1hble 3.3-1.
There are else en softety reisted transformers and two motor control centers l
in the seeling teuer erees. These components are not listed in Table 3.2-1 either. Neuever, they ser be part of the Met and Dry cooling tower areas dish are feeledad in Table 3.3-1.
This twier uns done by R. Genales of the Hydrologic Engineering Section the een be reached at entensten 2B473.

Coc'slt_fyn 'M 171.06 Rega rding your respon'se' to (! nest,* nn 171.02, we do not consta r (2.4.2.3) the use of a 20 year storm coincident with an OBE to be adequate for a design basis fevent. In Regulatory Guide 1.59, Revision 2, " Design Basis Floods for Nuc! car Power Plants" and ANSI N170-1976, "$tandards for Determining Design Basis Flooding at Power Meactor Sites "- a Standard Project Storm (approximately one-half of the Prohable Maximum Precipitat f on) is used coincident with an OBE for seismically-induced dam failur, eanalysis. # Using this combination as s' basis, it is f our position that the flooding potential of the Nuclear Plant l Island Structure (NPIS) based on an OBE (which fails the sump
- pumps) coincident with a Standard Project Precipitation should I be a design basis event. Provide analyses of the effects of
\\ this combination of events on the NP15.
w-1 To prevent failure of the sur.p pumps due 'to the OBE, pumps and piping which are seismically qualified will be used.
%us the PHP with pumps operating, as discussed in Subsection 2.4.2.3,
,'is sufficient as the design Sasis event and envelopes the case i

Refer to revised FSAM Subsect ton 2.4.2.3.
