CRAWFORD said he was first hired in August 1976 and worked as a pipefitter

.during 1981. -

CRAWFORD testified he did not recall the 1981 concrete chipping incident as described by the reporting investigator. CRAWFORD saic it was possible he may leave been in the. valve room on.the day the incident occurred, but that.he sper.t most'of 1981 as a pipefi'tter on elevation E10 in the Safeguards builoing ir.

CRAWFORD said he was aware of BULLARD's repetttien 2t .CPSES as ar. intimidator. .CRAWFORD said it was his opinion that production pressure by* the supervisors had resulteo in the huge enount of rework that had taker.

OF Jerry Aller ENSIGN On March 20, 1984, Jerry ENSlGN, a Brown & Root mechanical start-up foreman at the Comancha Feak Steam Electric Station, was telerberically interviewed by NF.:

ENSIGN said it was possible that Joe EVANS had supervisec LEA ar.c: NEY durino the incicent in question.

REFORT OF INTERVIEW 0F Joe Cenr.is E' JARS 11 On March 22, 1984, Joe EVANS', .nd a forner Brown & Root piping foreman at the Comanche Peak Steam Electric Staticr.,

was interviewed by NRC Investigator H. Brooks GRIFFIN. EVANS stated he was hired at CPSES in August 1978 and was subsequently terminated for c).cessive absentceism in September 1981. .

EVANS was questioned about his knowledge of the concrete chippir.g incider.t which allegedly occurred in December 1981. EVANS said he did not recall the incident describcd by Investigator GRIFFIN, and said he suspected he had already been terminated when the incident occurred.

EVAh5 stated he was unaware of Dale BULLARD's winter 1981 productior; meeting with his (SULLARD's) crews or anj subsequert events related to the incident as oescribed by Investigator GRIFFIN. EVANS said he knew whc EULLAkD was1 _but that he had never had any contact with him.

Harcld Gene MORRIS On March 27, 1984, Harold Ge'ne MORRIS, a Brown & Root, Inc. start-up foreman at the Comanche Peak Steam Electric Station, was interviewed by NRC Investigator' H. Erocks GRIFFIN at the CPSES. MORRIS stated he had been employed at CPSES sir.ce February 1977 and that he had worked as a general foreman on a pipt crew during 1961. .

When MORRIS was given a description of the December 1981 concrete chipping incident by Investigator GRIFFIN, he stated he did not specifically recall the incider,t though be may have been involved. I;0RRIS stated that Dale BULLARD had a reputation for threatening to fire empicyees and that he had, over the ceurse cf the years, fired many good employees. MORRIS stated that it ucs his belief that when BULLARD threatened to fire an employee.BULLARD meant what he said.

MORRIS was questicr:ed by Investigator GRIFFIN about his knerledce of the 19E1 production meeting that BULLARD called for the welding cr'us e under his supervisicn. MORkl5 stated he was not aware of the nestines er BULLARD's statements regarding his expectations regarding prcduction cf the crews.

I;0RRIS also stated that he had never heard EULLAPO threaten to fire anyone, nor had he ever heard him instruct anyone to work out of procecure.

_On March 18, 1984,- James GOODE, a Quality Centrol inspector at the River Benc nuclear power plant, was telephonically -interviewed by NRL Investigctor H. Brcoks GklFFIN. G00DE ' stated that',he had worked -as ~ a. QC inspector at the CPSES from July 1979 until-September 1983.

GOODE was questioned about his knowledge of the December 1981 concrete chipping incident and he said he did not_ specifically remember this incident. GOODE said such conflicts between the crevis were common. GOODE said he remembered Rick KEY and Murray LEA, and also remembered Dale BULLARD. GOODE said he did not rechil ever hearing BULLARD threaten ar.ycne, nor did he remember ever having an argument with BULLARD. GOODE concluded that the ccncrete chipping incident may have occurred, but he did net rectil the incident.

GOODE said he did not recall attending or, hearing about BU' LARD's 1981_;,

production meeting with his iron crews as described by the reporting investigator. GOODE said he had r:o knowledge of BULLARD settirg a cucta fcr his welders or BULLARD threatening to fire his st.bordinates over production demands. .

GOODE said he s;as not aware if BULLARD had a reputation as being an intimidator 4

or for threatening employees.

On March 27, l'984, Steven N.i DUNN, a Brown & Root, Inc. structural ironworker

. general foreman at the Comanche Piak Steam Electric Station was interviewed by tiRC Investigator H. Brooks GRIFFIN-at the'CPSES. EUta stated he had been employed at CPSES for about 61 years. DUNN stated his ir.. mediate supervisor was

~ Dale BULLARD, the ironworkers' superintendent. DUNN stated that in 1981 he worked as a foreman on a structural iron crew, elso unoer BblLARD's supervisitt..

DUNN vas giver. a description of the concrete. chipping incident which occurrec in December 1981 by Investigator GRIFFIN, and DUNN stated that he did net specifically remember the incident. DUNN stated that such conflicts between crews were ccrron and that BULLARD regularly,used threat of termination to emphasize his orders. DUf31 stated BULLARD had indicatec to him that this technique of threatening certain unproductive cmplcyees was an effective method of n.aking ther ii.1 prove their performance. DUfal stated tnat BULLARD r.ay have threatened MILES with termination over the concrete chipping incicent in 1981, but that he cic r.ot specifically remember BULLARD r:akir.g any threat. DUhh stated he did not believe that BULLARD would knowincly isst,e ir.structions to his subordinates to work out of procedure or to conduct work imprcperly. DUNN offered the fact that Harold MORRIS would probably have been the pipe general foreman whose crew would have been working in the area described in the chipping concrete incident. DUNN was askea about his understanding of BULLARD's use of the term " corrective action." DUNN stated that what he believed EULLARD meant by corrective action was a change in personnel or the termination of the employee in question.

When DUNN was questioned by Investigator GRIFFIN concerning his krowleoge of, or attendance at, the winter of 1981 meeting called by BULLARD regardinc increasing welder prcduction on the crews under BULLARD's supervision, DUNN stated he did not believe he had attended the meeting. DUNN said he recalled that DVLLARD's crews were working on the switch gear curing that period and that he did not become involved in v ork on the switch gear until 19E2. CUUN stated he did not remember hearing that BULLARD had set a quote for his welders,, but he did recall that BULLARD did conduct a check of rod ccunts on specific velders.
