Dear Mr. O'Reilly:

SUBJECT:

Grand Gulf Nuclear Station Unit 2 Docket No. 50-417 License No. NPF-13 File 0260/15525/15526/16694.4 PRD-83/13, Unit 2, Load Shedding and Sequencing System Panels AECM-84/2-0007 References 1) AECM-83/0609, 9/21/83

2) AECM-84/0148, 3/15/84 On September 21, 1983, Mississippi Power & Light Company notified Ms. L.

Watson, of your of fice, of a Reportable Deficiency at the Grand Gulf Nuclear Station (GGNS). The deficiency concerns the incorrect operation of the Division I and II diesel generator load shedding and sequencing system panels

.!th the automatic test feature on-line.

MP&L had previously determined that this deficiency is reportable under the provisions of 10CFR21 for Unit 1 and reportable under the provisions of 10CFR50.55(e) for Unit 2. In our reference 2 letter it was stated that corrective actions for Unit 2 would be completed by April 27, 1984.

Corrective actions on Unit 2 involved the redesign and replacement of various cards -internal to the LSS Panels along with a shop functional verificetion test. It was planned to verify again the functional operation of the LSS Panels after they were installed on site. However, this site testing would require energizing permanent Unit 2 plant equipment. The decision has been made to defer the energizing and testing of Unit 2 equipnent until such time that a checkout and turnover organization, or similar type group, can facilitate such activities.

Information about the delay in testing'was given by telephone to Mr. Bob Carroll of your staff. He requested that this information be transmitted in a letter.
