" Diesel Generator Enhancements" Gentlemen:

In the above reference, the Nebraska Public Power District (District) submitted a proposed change to the Cooper Nuclear Station (CNS) Technical Specifications (TS) that would provide diesel generator (DG) enhancements to those TS. Included as part of this change were DG surveillance and Limiting Conditions for Operation (LCO) revisions that are consistent with the guidance provided in the Standard Technical Specifications (STS) NUREG 1433.

The District is currently assessing full conversion of the current CNS custom Technical Specifications to the Improved Technical Specifications.

In keeping with this philosophy the District is submitting this revision to incorporate the STS LCO for two DGs inoperable. In addition, the bases section clarifying the more restrictive LCO time for two DGs inoperable and time requirements for the plant to be in hot standby and cold shutdown for this condition are also included as part of this revision.

The applicable revised Technical Specifications pages incorporating the changes in both final and marked up forms are attached for consideration.
