GP-23 DIESEL GENERATOR CC7DGES l 1.0 REPOSE

'Ibe purpose of this s.-- tm is to provide the administrative -4.svls for removirq an energency diesel generator fran service Wienever the emergency diesel generators are required to be operable. 'Ihis s. ettre also provides the r:--- +y requi&_A to ensure ocupliance with Todt spec 3.0.D and 4.9.B.3. ,

2.0 PREPJDOUISTJES Procedure Use E i IE a. diesel p=retur has been declared inoperable, 21gE 'Dscil Spec's requires the performance of step 3.9 of this g - ettre DelEDIATELY. (Step 3.9 directs the perfonnance of ST-O-054-950-2, "Offsite Ibwer Breaker Alignment and Voltage Check". Only steps 6.1, 6.2.1 and 6.3.1 of ST-O-054-950-2 needs to be performed within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br />.)

2.1 This vp ettm should be performed prior to removing an emergency diesel generator frun service for scheduled Inaintenance 2 within one hcxtr of declaring an emergency diesel generator irarr.rable e for unscheduled cutages. This ensures ocmpliance with Tedi spec 4.9.B.3.

2.2 Section 3.0 is applicable to all four emergency diesel generators AND )

shall be performed prior to intentionally renoving a diesel fran an  ;

operable status. Additionally, this s ucedure contains four P rate l appendices Wiich are specific to endi diesel v a-reter being remcned l from service. 1 2.3 This g etire is H2r intended to be an all inclusive list of every load supplied by a specific diesel generator or its a - 4=ted  ;

=ai-spq buses, but rather is intended to provide the rwmaaavy l administrative controls to permit a diesel generator to be renoved j frun service while meeting the requit ta of 7kd1 Spec 3.0.D and '

4.9.B.3. Certain loads (e.g. ISW booster punp, RHCIT pung, etc.) cri diesel generator buses were specifically excluded fran this g wirre 5 l because of their design tw=a or application and need not be reviewed d 1 prior to removing a diesel frun service. Therefore, this prdtre P should not be used as a diesel generator load list. C ,

l 2.4 Since this 3.- two is administrative in nature, steps may be '

l acoceplished in any logical ceder provided all steps have been either  ;

otapleted, marked not applicable, or a variance h=wited in the "GP-23 Procedure Variance Form" prior to intentionally removirg a  ;

dis W fram service.

2.5 1his r. #tre is cmly required to be parfamed man for endt dinaal p- h outage based on the assumption that all equipment / trains will reesiin in the same operable status as idian this wh ides .i' first performed. However,.if any Tech Spec equipment's operability status should change during the dinaal p--i.us outage, it is rMle that the required Tech Spec action will be dictated by a  ;

ocabination of the inoperable diesel generator and the Tech Spec IID )

for the ir%.ble Tech Spec 9'iM. '1herefore, this 3.- two i shall be referanood in order to determine the action required if any '

Tech Spec ami==rit's ep u.obility status should change prior to restoring the diesel generator to an operable status. - _

2.6 If Plant Status should change while the dimaal is cut of service (e.g. .

shutdown to refuel, potential to drain the vammal, etc.) star etaps )

that were previcusly not applicable may har== applicable. 'iherefore, l this p.- tma should be referenced if a plant status change which .

requires a diange in Tech Spec equipnent ei-obility is planned with ,

a dianal already out of service.  !

l 2.7 Only one Tech Spec, 3.2.F Instrument Failure, was a===ad in the

development of GP-23. Tech. Spec. Table 3.2.F Instruments were excluded frt
n GP-23 since a diesel cutage concurrent with sg33 ,

ir% ble redundant instrument, not pcuared off the ir.p.1..ble i diesel, would not result in a plant shutdcun in less than seven days, i.e., the instrument Ico would be bounded by the diesel IID. However, if .t3s redundant 3.2.F instruments were to har- ire ble in additics to the instrument supplied by the irw ble diesel, then it .)

is possible for the unit to be in an 100 note restrictive.than seven days. This situation is not addressed by GP-23. As a result, two inoperable 3.2.F instruments in conjunction with an ir.p = ble diesel should be reviewed to ensure ocmpliance with table 3.2.F.

3.0 PERFWMANCE S'IEPS E

. i NRC REQUEST #1 The Tech Spec should include:

Verification that the required systems, subsystems, trains, components and devices that depend on the remaining diesel generatort as a source of emergency power are operable before removing an EDG for preventative l maintenance.

Positive measures should be provided to:  !

Preclude subsequent testing or maintenance activities on these systems, subsystems, trains, components and devices while the EDG is inoperable.

l PECO Response:

Existing Tech Spec 3.0.D requires that we verify status of redundant equipment ,

before removing a diesel from service.

I Existing procedure GP-23 " Diesel Generator Outages" implements Tech Spec 3.0.D.

GP-23 provides a systematic and comprehensive mechanism to determine when a diesel can be removed from service based on availability of redundant equipment.

1 Existing Tech Spec required actions listed in GP-23 preclude the removal of l redundant equipment for testing or maintenance.

LCO 3.0.D provides an adequate, positive measure to account for redundant equipment status during diesel outages. Therefore, no additional T.S. changes are necessary.

e

  • / ,, o Tech Specs involved Operability definition  ;

A system, subsystem, train, component, or device is OPERABLE or has OPERABILITY when it is capable of performing its specified function and all instrumentation, controls, normal and emergency electrical power sources, cooling or seal water supplies, lubrication systems, and other auxiliary equipment that are required for the system, subsystem, train, component, or device to perform its function are also capable of performing their relatsd support function.

Limitir.3 Jondition for Operation 3.0.D When a system, subsystem, train, component or device is determined to be inoperable solely because its emergency power source is inoperable, or solely because its normal power source in inoperable, it may be considered OPERABLE for the purpose of satisfying the requirements of the Limiting Condition for Operation, provided: (1) its corresponding normal or emergency power source is OPERABLE; and (2) all of its redundant systems, subsystems, trains, components and devices are OPERABLE, or satisfy this specification. Unless both conditions (1) and (2) are satisfied, the unit shall be placed in HOT SHUTDOWN within 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />, and in COLD SHUTDOWN within 36 hours4.166667e-4 days <br />0.01 hours <br />5.952381e-5 weeks <br />1.3698e-5 months <br />. This specification is not applicable in Cold Shutdown.

1 The licensee also noted that the alternate train EDG testing proposed by the staff seemed to run counter to staff positions in Generic Letter (GL) 84-15 and several recent Peach Bottom specific license amendments. The staff provided a detailed history of staff positions in GL 84-15. The staff indicated that it would further consider the information provided by the licensee and would respond to the licensee in the near term.
