OCT 6 1986 EP-101 CLASSIFICATION OF EMERGENCIES PURPOSE: To define the method of classification of an event or condition into one of four emergency classifications as described in the Emergency Plan. Additionally this procedure details the method of de-escalation from one emergency classification to another. RESPONSIBILITIES: 1.0 Shift Supervision shall be responsible for recognizing and classifying the emergency situation.

  • 2.0 Upon declaration of any emergency situation contained in Appendix EP-101-1, i

the Shift Supervision shall assume the duties of the Emergency Director. 3.0 The Manager, PBAPS or designated alternate shall relieve the Emergency Director, assume the duties of Emergency Director and continue to implement the various emergency plan implementing procedures, when available. j C

EP-101 Page 3 o'f 4, Rev. 16 2.0 FOLLOW-UP ACTIONS: [ 2.1 If event is classified as Alert, Site Emergency, or General Emergency, the Emergency Director shall: 2.1.1 Periodically evaluate the event classification as listed on attached Appendix EP-101-1. Based upon results of corrective action taken to recover from the emergency situation, escalation or de-escalation of the emergency classification will be decided upon by the Emergency Director. (It is preferable, but not mandatory, to obtain concurrence from the Site Emergency Coordinator and Corporate Headquarters prior to classification reduction). The NRC and appropriate off-site authorities at the Emergency Operations Facility shall be informed of the decision to move from one emergency classification to the next. All agencies or personnel listed in checkoff lists of EPs 102, 103, 104, and 105 shall be informed as a minimum. 2.1.2 Provide written summary within eight hours to the NRC

     ,                                              concerning basis and circumstances surrounding reduction of emergency classification or closeout of the emergency.

2.2 The Emergency Dire.ctor shall monitor boundary degradation, radioactive c]. material release, environmental, and other appropriate EAL conditions, in order to identify situations or trends which, in his judgement. - yj .% . indicate that escalation of the classification is prudent or l.] (d' .) essentially inevitable. 2.3 Once an event is classified, the Emergency Director shall periodically evaluate the event classification as listed on attached Appendix EP-101-1 and escalate or de-escalate the emergency classification if necessary. All appropriate agencies or personnel shall be notified using the appropriate checkoff lists of EP-102, 103, 104, 105. 9

EP-101 Page. 4 of 4, Rev. 16 , 2.4 When the emergency has been mitigated and the affected unit and ~ 3 auxiliaries have been placed in a safe shutdown condition, only then / will a decision be made as to whether a recovery phase is justified. To enter the recovery phase af ter the emergency or accident situation is considered no longer in effect, the concurrence of the Site Emergency Coordinator Emergency Director, and the Emergency Support Officer is required, if all have been activated. The recovery phase is a departure from an emergency situation. The Site Emergency Coordinator, if activated, and Emergency Director evaluate plant l " operating conditions as well as the in-plant and out-of-plant radiological conditions in this decision. The Site Emergency Coordinator shall direct that notifications are made to the various individuals and agencies that the recovery phase has been implemented. RESPONSIBILITIES: 1.0 Shift Superintendent or designated alternate shall assume the role of the Emergency Director when an Alert Classification is declared, and shall perform the necessary steps in this procedure. 2.0 The Station Manager or his alternate when he arrives, shall assume the duties of_the Emergency Director, report to the Control Room or Technical Support Center and relieve the Shift Superintendent of the responsibilities as the Emergency Director. - P U

This. procedure shall be implemented when an event occurs that is classified as a Site Emergency per EP-101, Classification of Emergencies. PRECAUTIONS: Planned radiation exposures should be limited to the Administration Guide Levels in EP-211. Emergency Radiation Exposure Guidelines and Clintrols. PROCEDURE: 1.0 IH4EDIATE ACTIONS 1.1 Emergency Director shall: 1.1.1 Verify the emergency classification as determined in EP-101, Classification of Emergencies unless determination has just been made. l 1.1.2 Fill out Appendix EP-104-1, Site Emergency Notification Message, sign it, and give it to the Communicator. l 1.1.3 Direct the communciator to complete notification of the appropriate parties as specified in Appendix EP-104-2, Site Emergency Phone List (Initial Notification) or Appendix EP-104-3, Alert Phone List (Escalaton or Oe-escalation) within 15 minutes. t

EMERGENCY PLAN IMPLEMENTING PROCEDURE I b EP-317 DETERMINATION OF PROTECTIVE ACTIVE RECOMMENDATIONS Purpose To provide guidelines for determining Protective Action Reconsnendations to be made to appropriate state or local authorities. " RESPONSIBILITIES:

1. Dose Assessment Team Leader shall determine protective action l recommendations based on dose projections and/or plant conditions and is responsible for making the protective action reconsnendations to the Emergency Director or Site Emergency Coordinator.
