Dear Mr. Knuth:

This letter is submitted to clarify and amplify information contained in my letter to you of March 25, 1974 concerning the exposure of forty (40) individuals to radiation doses in excess of 3 Rem per quarter.

Page 2, paragraph 4, add the following: "Certain supervisore or individuals who had reached 2500 mrem, and who had a specialized skill which was necessary to complete the job, were authorized to enter the controlled area. They were ,

instructed to do their explicit job and then leave the controlled ared. These individuals were given an upper limit of 2800 mrem adjusted dosimeter reading.

This permission was given verbally to the contractor supervisor after rechecking -

the adjusted dosimeter totals."

Page 2, paragraph 3 at the bottom of the page should be changed to read the .

following: "During November and December,1973, all individuals read and recorded their own dosimeter readings, a procedure used at that time by all Rochester Gas and Electric Corporation and contractor personnel. During January .

1974, because of a decision to refuel earlier than expected, it became necessary to complete as soon as possible the repairs to the spent fuel pit. The work sched-ule was increased to two-shifts, including weekends, with considerable overtime.

Due to the increased numben of personnel in controlled areas, a separate control point was established in the Health Physics spaces and a full-time guard assigned at this location. Commencing at this time, the dosimeters of the spent fuel pit workmen were read and readings recorded by RG&E Health Physics personnel.

This procedure provided improved monitoring supervision at the control point but -

reduced the continuous surveillance and direct control by RG&E employees of the men while working in the spent fuel pit area."

Page 3, next to the last paragraph, add the following: "Upon being informed of the over-exposure of these 40 individuals, the Ginna Station Superintendent issued verbal orders to the Supervisor of Chemistry and Health Physics that all contractor .
