SPENT FUEL ROUTE SAFE HAVENS

Dear Mr. MacDonald:

'Public Service Company of Colorado (PSC) requested in Reference 1 that the Nuclear Regulatory Commission evaluate and reapprove a route for highway transport of Fort St. Vrain spent reactor fuel in accordance with 10CFR73,37(b) (7), This letter -forwards a request from the State of Wyoming to delete certain safe havens from the approved list and recommends alternatives acceptable to Wyoming.

During _ a meeting with a representative of the Wyoming Governor's office on August 6, 1991, Wyoming informed PSC that they.have safety concerns about several safe havens previously approved by the NRC in Reference 2. Safe havens #1 and #2, as identified in the attachment, <

are not large enough to accommodate the semi-tractor trailer units used for spent fuel shipments without interfering with routine functions. During periods of severe winter weather, safe havens #3-and #4 are not identified by the state for priority maintenance.

Wyoming typically dedicates highway maintenance resources for maintaining safety on the interstate highways and other primary roads. These areas would not be plowed ant, sanded until after a storm had passed.

Therefore, if locations #2 and #3 are deleted, as requested by Wyoming, there will be no safe havens in the Laramie area. Wyoming recommends a new safe haven, #5 in the attachment, as a replacement.
