Dear Dr. Weiss:
This submittal is Public Service Company of Colorado's (PSC's) revised request to amend the Fort St. Vrain (FSV) Facility Operating l License and Technical Specifications to provide controls and limits i
appropriate for decommissioning. The attached Decommissioning i Technical Specifications (DTS) have been revised from PSC's original submittal (Reference 1), to reflect changes described in our-Reference 2 response to the NRC's request for additional information in Reference 3.
The attached proposed changes to the Facility Operating License and Technical Specifications are intended to supersede and replace PSC's Reference 1 submittal. Accordingly, this submittal includes much of the same information previously provided, for completeness. 'To assist in your . review, changes from the Reference 1 submittal have been marked in the left hand margin and are explained in -Attachment 1.

The attached DTS are consistent with the FSV Proposed Decommissioning Plan and they provide suitable controls to ensure that decommissioning activities are conducted _ safely, with potential '
radiological exposures of the public maintained within regulatory guidance.
PSC requests that the proposed Facility License and Decommissioning Technical Specifications be approved for- implementation at the beginning of decommissioning activities, after all nuclear fuel has ,
been removed from the Reactor Building and after the NRC has approved the Proposed Decommissioning Plan, The attached DTS are intended to supersede and replace in their entirety the current FSV Technical Specifications and Environmental Protection Plan (Non-Radiological),
Appendices A and B, respectively, to the FSV Facility Operating License.
