RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION l

- REGARDING PROPOSED AMENDMENT TO TECHNICAL SPECIFICATIONS l FOR ACCIDENT MONITORING INSTRUMENTATION By letter dated February 9,1995, the Nuclear Regulatory Commission staff requested additional

- information regarding the subject proposed amendment to the Vogtle Electric Generating Plant

. (VEGP) Units 1 and 2 Technical Specifications (TS) (Georgia Power Company (GPC) letter LCV-0192). Specifically, the staff made the following requests:

1. "Please provide an action statement to address the condition when the indication of both containment isolation valves for the same penetration becomes inoperable." i i
2. "In Appendix M of NUREG-1137 Supplement No. 2, the staff accepted redundant containment isolation valves with single position indication per valve as Category 1 instn2 mentation. On Page El-5 of your March 18,1994, submittal, containment l isolation valve position indication was referrred to as Category 2 ins'.rumentation. '

L, This appears to be in conflict with NUREG-1137. Please provide a clarification."

l l- In response to question 1., revised pages from our March 18,1994, submittal are attached. The revised pages provide an action statement that addresses the case where the indication of both isolation valves for the same penetration is inoperable consistent with NUREG-1431. The l: attached change to our submittal of March 18,1994, does not affect the conclusions of the '

(' evaluation pursuant to 10 CFR 50.92 provided therein.

- In response to question 2., GPC accepts the NRC position that the containment isolation valve position indication meets Category 1 criteria with the exception of single position indication per

- valve. . Our acceptance of this position is reflected in the fact that the containment isolation valve

position indication is listed in TS table 3.3-8 with the other Category 1 instrumentation, and we - ,

are not proposing to remove that parameter from the table.' GPC is also evaluating a change to the Final Safety Analysis Report Update to reflect the NRC position with respect to the j containment isolation valve position indication.
