Letter from G. R. Horn (NPPD) to U.S. NRC Document Control Desk dated July 20,1994. " Control Room Emergency Fil.ter System Commitments" Gentlenien:

On July 22, 1994, the Nebraska Public Power District (District) and representatives of the Nuclear Regulatory Commission (NRC) discussed, by phone, the above referenced letter.

During this conversation, the NRC requested a copy of the assumptions contained in an Engineering Design Calculation (No. NEDC 94-071). This calculation addresses Contrcl Room Operator dose due to inleakage in the Control Room at Cooper Nuclear Station (CNS) during the design basis radiological event. The District subsequently transmitted a copy of the assumptions associated with this calculation, via facsimile, to the NRC representatives.

The purpose of this letter is to provide a formal transmittal of NECD 94-071, Rev. 2, " Control Room Operator Dose due to Inleakage to Control Room." This information is attached for your review and use. Also attached is Stone & Webster calculation 13095.16-PR(D)-001 " Dispersion Coefficients (X/Q's) at the NPPD Cooper Nuclear Station Control Room for Accident Stack 5 Releases of Radionuclides." This was also transmitted via facsimile and provides the basis fcr i the X/Q values used in NEDC 94-071. Plr ase call if additional information is needed on this topic.

Please note that centain portions of NECD 94-071, Revision 2, have been determined to be proprietary in nature, and have, therefore, been expuns;ed from the enclosed copies. These include pages 16 through 25, and a mortion of page 26. If the NRC requires any of the expunged information in order to comp ete their evaluation, please contact me at this office, and we will submit a proprietary version in accordance with the requirements of 10CFR2.790.
