Dear Mr. Keppler:

This letter serves as the second report pursuant to 10CFR50.55(e) on the potential significant deficiency concerning HHA relays supplied to Perry Nuclear Power Plant by the General Electric Company (GE) for use in Unit 1.

Mr. E. Riley of The Cleveland Electric Illuminating Company (CEI) originally notified Mr. P. Pelke of your office on August 18, 1982, that this potential deficiency was being evaluated by CEI. The Interim Report, dated September 17, 1982, contained a description of the deficiency and the method planned for completion of the evaluation.

This letter contains the results of the evaluation for the Unit I relays.

Evaluation of Deficiency The inspection of all HMA relays supplied for Unit 1, as required by GE Field Disposition Instruction (FDI) WNQB, was completed September 30, 1982. The evaluation revealed no occurrences of insuf ficient lead to terminal spacing in the relays. This indicates the identified potential significant deficiency is not applicable to Perry's Unit 1 HMA roiays.

The report for the Unit 2 HHA relays will be submitted by October 31, 1983.
