Dear Mr. O'Reilly:

In your letter of September 21, 1978, you forwarded a copy of IE Inspection Report 50-325/78-18 and 50-324/78-18 for the Brunswick Steam Electric Plant Unit Nos. 1 and 2. We have reviewed this report and find that it does not contain any information of a proprietary nature.

The report identified an item which appears to deviate from NRC requirements. An explanation of the infraction in Inspection Report 78-18 is addressed below.

Infraction Technical Specification 6.12.2 requires each high radiation area in which the intensity of radiation is greater than 1000 millirem / hour shall be provided with a locked door in addition to being posted as a high radiation area and barricaded.

Contrary to the above, on August 9, 1978, the inspectors determined that a door into Unit 2 condenser room was unlocked although the radiation levels in the room were posted as 1,500 milltrem/ hour. These levels were confirmed during the review of radiation survey records of the room.

CP&L Response Presently, about ene-half of the high radiation (> 1000 mrem /hr) access doors require relocking after each entry. In an effort to avoid leaving these doors unlocked, self-locking spring loaded door locks will be installed. Also, doors limiting access to high radiation areas (> 1000 mrem /hr) will be painted yellow (approximately 50 doors) as a reminder to plant personnel that doors must be maintained locked. New metal doors are being installed to replace the wooden doors, limiting access to each of the main turbine n.....,c.. ...n e . , -

,' Mr. James P. O'Reilly October 17, 1978 areas. A memorandum from the Plant Manager was issued for review with all plant employees concerning the requirement that high radiation doors (> 1000 mrem /hr) must remain locked at all times except when being used for access.

The spring loaded door locks have been ordered and are expected to be on-site within 90 days. Full compliance will be achieved when lock instillation and door painting is completed by March 1,1979.
