In accordance with Brunswick Steam Electric Plant (BSEP) Technical Specification Section 5.6.2, Carolina Power & Light (CP&L) Company submits the enclosed Radiological Environmental Operating Report for 1998, for BSEP, Unit Nos. I and 2. A copy is being forwarded to the North Carolina Division of Water Quality per the . National Pollutant Discharge Elimination System (NPDES) Permit No. NC0007064.

Enclosure 1 provides a list of regulatory commitments. Enclosure 2 provides the report which is

. contained in three volumes. Volume Iis the report body. Volumes II, and III are the Sample Analysis Data for January 1,1998, through June 30,1998, and July 1,1998, through December 31,1998, respectively.

1 Committed Commitment date or outage This report will be supplemented to provide the results of the June 26, l investigation and proposed corrective actions as to why, upon compiling 1999 l the Environmental Cross Check (Interlaboratory) Program results, that i four of 61 analyses exceeded the 3 sigma action level. The supplement i to this report will be provided within 30 days of the completion of the investigation, which is currently scheduled for May 27,1999.
