DPR 71 & DPR 62 TECHNICAL SPECIFICATION INTERPRETATION EVALUATION OFFSITE/ONSITE DISTRIBUTION SYSTEM Gentlemen:

On February 2,1990 (NLS 90 026), Carolina Power & Light Company requested a vaiver of compliance for five Technical Specifications (four originally identified by the NRC an.. one additional issue included by CP&L).

The NRC granted the requested waiver of compliance on February 14, 1990.

The one issue which was included by CP&L is associated with Technical Specification Section 3/4.8.1.

The existing specification requires two offsite power sources to a shutdown unit if the other unit is in Operational Conditions 1, 2, or 3 and provides an allowable out of service time of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> for either the Unit Auxiliary Transformer or the Startup Auxiliary Transformer.

In Operational Conditions 1, 2, and 3, there is no difficulty in meeting the existing specification. Only infrequently, when a unit is in an outage and transformer maintenance in excess of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> is planned, does the existing specification present a problem.

Pending resolution of lessons learned from the incident at Georgia Power Company's Vogtle Plant, CP&L intends to delay submittal of a permanent change to l

Technical Specification Section 3/4.8.1.

This will avoid multiple I

revisions to this Technical Specification Section as further guidance is provided.

1 Reload 7 outage currently scheduled to begin in September 1990 A one-time license amendment to extend the allowable out of service time is being prepared as a method for dealing with the situation.

CP&L will submit this license amendment request by June 29, 1990.
