OUALIFICATION OF A FIFTH OPERATING SHIFT

Dear Mr. Ebneter:

In the. telephone conversation on June 10, 1990, between Mr. ' S ,

D.-Ebneter and'Mr. R. A. Watson approving the startup of Brunswick Unit's 1 and~2, Carolina Power & Light Company (CP&L) committed to provide a schedule for qualifying a -fifth operating crew. CP&L has p? reviewed the previous training and testing results of crew "C"'and has determined that this crew will be prepared for-NRC testing by July 23 and 24 to provide the.fifth crew. This testing schedule was selected to support continued training'for the upcoming " hot license examinations" and Licensed Operator Retraining requirements

for the remaining portion of this year.

CP&L has reviewed the results of the training provided to crew "C"'over the.past three weeks and the results of.the Operational Evaluation,- and believe that this crew is properh trained' and -

corpetent to stand watch in the control room. This is based on the successful completion of two evaluated scenarios. This crew was

' determined to'be unsatisfactory based on the final minutes ~of-a third' scenario which'did notLdevelop as written. Discussions with your.-staff have indicated that CP&L may rebut the results of this

-scenaric, and that-if this rebuttal is successful,-crew "C" nay be.

immediately - restored . to licensed duties. CP&L is currently reviewing- this option and will- notify your staff if additional-considerations are desired. monitored, but also that these parameters are conveyed to other members of the crew. This training will concentrate on the i Emergency Operating Procedures and will consist mainly of simulator I operations and manipulations.

This schedule has been developed to . provide an additional function. In addition to assuring crew "C" is prepared for the NRC  ;

operational Evaluation, it is intended to prepare an additional crew for testing.. Upon successful completion of the Operational Evaluation, crew "C" will be assigned as the fifth operating crew.

Upon successful completion of the Operational Evaluation by the additional crew, these crew members will be reassigned to the five operating crews to provide additional qualified personnel on shif t.

Qualified personnel provided by this dditional crew and from the ,

upcoming initial Reactor Operator and Senior Reactor Operator licensing process are expected to provide a minimum of five-SRO's and five RO's on each operating shift.
