UPDATE ON STATUS OF THE REVIEW 0F THE NUPLEX 80+ DESIGN By letter dated July 23, 1993, I provided you with the status of the Nuclear Regulatory Commissien (NRC) staff review and general assesment of the NUPLEX 80+ control complex for System 80+ design certificati m. ihe review is now essentially complete, and the staff is preparing its safety evaluation report.

All issues identified in the July 23, 1993, letter except plant emergency procedure guidelines that have not yet been fully reviewed and the technical specifications for digitally-based instrumentation and control systems (I&C) have been acceptably resolved. ABB-Combustion Engineering (ABB-CE) and the NRC staff have reached agreement on the basic approach for completing the technical specifications. This takes into account the advanced design features, such as continuous automatic testing and enhanced four channel designs that allow relaxation of the limiting conditions for operation (LCOs) and surveillance requirements.

Acceptability of the NUPLEX 80+ was based on the following key issues that would also be applied to any design seeking USNRC licensing approval today:

- Control room design conforming to current human factors engineering standards for a thorough well-documented design process, including verification and validation.

- Utilization of modern man-machine interface technology that improves operator awareness and coping capabilities through functionally oriented it. formation presentation, dynamic graphic displays, and alarm overload management.

Improved channel independence and main control room / remote shutdown room independence using advanced technologies such as fiber optics, to enhance fire and sabotage protection.

- Protection for common-mode software failure in digital systems, including a defense-in-depth and diversity assessment.
