SUBJECT:
INSPECTIONS, TESTS, ANALYSES, AND ACCEPTANCE CRITERIA (ITAAC)-
SUBMITTAL AND REVIEW SCHEDULE Valuable experience has been gained through the recent industry review of the ABB-Combustion Engineering, Inc. (ABB-CE) System 80+ draft ITAAC.
It is important that this experience be factored into the System 80+ ITAAC before the Nuclear Regulatory Commission (NRC) staff conducts its acceptance review of the proposed System 80+ ITAAC. As we have discussed, it is more important-that the proposed ITAAC be of the highest possible quality rather than submitting incomplete ITAAC on our previously agreed to schedule of March 31, 1993.
I believe that taking the time now to incorporate industry review comments and lessons learned from the advanced boiling water reactor (ABWR)
ITAAC review efforts will result in a higher quality System 80+ ITAAC,' as well as a more efficient use of ABB-CE and NRC staff resources. Avoiding unnecessary iterations of the System 80+ ITAAC will also result in'the best possible design review and certification schedule.
I suggest that some or all of the System 80+ ITAAC that have completed the industry review effort be finhlized by ABB-CE and submitted to the NRC for review and comment before any = further ITAAC submittals are made.
These sample ITAAC, and the NRC comments would then form the basis for completing the System 80+ ITAAC and revising the ITAAC that-have been previously submitted.
Based upon discussions between our staffs during the week of-February 1, 1993, I propose the following schedule:
ABB-CE submits sample ITAAC for NRC review...... March 1,1993 NRC completes review of sample ITAAC............ March 26, 1993 NRC, ABB-CE meeting to discuss comments......... Week of March 29, 1993 ABB-CE develops ITAAC submittal schedule........ April 5,1993 49
