Dear Sirs:

This letter transmits the final version of the System 80+ Design Control Document (DCD). This final version conforms with the Commission's guidance for the System 80+

Design Certification Rule (Reference). An affidavit for this transmittal is attached. All pages containing revisions needed to conform to the Commission's guidance are identified with the date (1/97). Please note that each section or chapter of the DCD has an elTective page listing, wherein pages revised since the first printing of the DCD (in December,1994) are identified with the date of revision.

In the process of addressing the Commission's guidance, we confirmed that the ITAAC do cover all structures and systems within the System 80+ design scope.

At the request of the NRC Project Manager, we are transmitting herewith four sets of the DCD in paper form enclosed in notebooks. A fif& set has been shipped directly to the NRC's System 80+ Project Manager at his request. Tour copies of the DCD in compact disk (electronic) fbrm will be provided separately in approximately four to six weeks.

Similarly, three sets of the Combustion Engineering Standard Safety Analysis Report for Design Certification (CESSAR-DC), which has been revised to correspond to the DCD, will be transmitted in approximately six to eight weeks.
