REVIEW 0F HUMAN FACTORS PROGRAM PLAN AND OPERATING EXPERIENCE REVIEW FOR SYSTEM 80+ DESIGN The Nuclear Pmiatory Commission (NRC) staff and its contractor, Brookhaven National Labo: -ory (BNL), have reviewed the material on the subject issues, as indicated in the enclosures. is the Draft Technical Evaluation Report entitled, " Review of the ABB-CE System 80+ Human Factors Program Plan (BNL Technical Report E2090-T2-1-3/93)." Evaluation Report entitled, "P.aview of the ABB-CE System 80+ Operating Experience Review (BNL Technical Report E2090-T2-5-3/93)." The Operating Experience Review (0ER) submitted by ABB-Combustion Engineering (ABB-CE)

responded to an open item in the NRC staff's draft safety evaluation report review. This item was closed with your submittal; however, the staff's review of the OER has identified technical issues which need to be resolved. We l
request that you address and resolve the issues ident1Md in the enclosed l
reports within 60 days of the date of this letter. is a technical report entitled, " System 80 Operating Experience Issues Based upon Interviews with System 80 Operators (BNL Technical Report E2090-T2-4-3/93)." As indicated in the title, this report is based solely on interviews with operators of System 80 plants (predecessor to System 80+).
These operators are not familiar with the System 80+ design and no effort was made to familiarize them with the design. The staff recognizes that the System 804 design resolves most of their concerns, but it would be beneficial to document these resolutions.
For any items which may have not been incorpo-rated in design considerations, ABB-CE has the opportunity to report a resolution at this time.
