Dear Mr. Hoyle:

i This letter requests your authorization for ABB Combustion Engineering (ABB-CE) to conduct a narrowly focused review of the design certification rule for System 80+ before it is sent to the Office of the Federal Register (OFR).

By the referenced letter, General Electric (GE) summarized aspects of the recent history l I

and current status of the design certification rules for the ABWR and System 80+. GE noted that, although the Commission's December 12,1996, SRM resolved all policy l j

issues regarding the ABWR design certification rule, neither the SRM nor other cited documents identified specific language to implement the policy resolutions. GE therefore l requested the opportunity to perform a review that would focus solely on ensuring that the l language of the ABWR rule accurately and clearly conforms with the policy resolutions specified by the Commission.

ABB-CE is similarly interested in confirming that the implementing language of the System 80+ rule conforms with the Commission's resolutions of policy issues relevant to System 80+. The substance of GE'sjustification for reviewing the ABWR rule language l is also applicable to an equivalent ABB-CE review of the System 80+ rule.
