SUBJECT: NRC INSPECTION REPORT NO. 50-219/93-21

This letter transmits the report of the resident safety inspection conducted by Mr. D. Vito for -

f, the pericxi August 10,1993, through September 20,1993, at the Oyster Creek Nuclear

Generating Station. The inspection consisted of document reviews, ' personnel interviews and

observations of activities important to the health and safety of the public. Inspectors

discussed the findings with you and members of your staff after the inspection. Inspector

observations during this report period indicate that activities were conducted safely and

conservatively.

We note that during this inspection, your staff implemented two activities (cleanup system

.

operation at reduced flow; and defeating a recirculation pump trip) without_ thoroughly.

1 ' regarding the 4kV bus undervoltage relays appeared to have been delayed although sufficient

information was available. Additional management emphasis may be warranted to ensure
