lO b I1 Week Ending October 1,1982 Lacrosse After a prolonged refueling outage which began on April 9,1982, the plant resumed power operation on September 27, 1982.

Arkansas Nuclear One, Unit 2 Recent fuel inspections conducted during the plant rt:rueling outage have indicated that the gap between the top of the fuel rods and the bottom of the upper flow plate on some of the group "C" fuel assemblies has decreased faster than previously predicted by Combustion Engineering. Assemblies will require modification in order to ensure that sufficient clearance is maintained during the next fuel cycle. A meeting is scheduled for October 16,1982 to discuss this event, fuel modification requirements, and generic concern of how the event impacts on other CE operating plants.

Monticello While the plant is in' a refueling outage, increased inservice inspection testing of welds indicate cracks in the end cap of the jet pump riser header.

Northern States Power Company is considering three options for repair: 1) cut off and put a new end cap on; 2) repair without replacement; and 3) show that the plant can start-up and repair the cracks at the next outage in October 1983.

Currently start-up is scheduled for October 14 to 18,1982.

Three Mile Island, Unit 2 GPU Nuclear, in response to a letter from H. Denton, has announced its plan to seek Public Utility Comission approval for obtaining more cleanup revenue from ratepayers. Total projected T?iI-2 cleanup funding in 1983 and 1984 is

$76 million and $95-100 million, respectively. GPU will also provide NRR by October 8 schedules for radioactive waste removal and by February 1,1983 defueling schedules.

Emergency Exe mise On October 5,1982 a Headquarters Interface Exercise will be held to evaluate the final draft planning guidance for Headquarters coordination of abcut a dozen Federal Agencies.

FLECHT-SEASET Westinghouse has completed 15 out of 20 tests planned for the 163 Red Blockage i

Task. The remaining tests are expected to be completed by October 8,1982.

LOFT The final ATWS test in NRC's LOFT test program was ran successfully on i

September 24, 1982.

l Salem Units 1 and 2 - Issuance of Exemption for Appendix E to 10 C'FR Part 50 On 5 ptember 23, 1982, an exemption to a requirement of Appendix E to 10 CFR 9

Part 50 was issued that allows the next full-scale emergency preparedness exercise to be deferred until on or about September 29, 1982. The date for the Salem exercise was deferred because of schedular problems caused by the recent strike at the Salem site.

Big Rock point i

At the end of the first ASLB hearing session on expansion of the Big Rock Point spent fuel pool in June 1982, one major issue which remained unre-solved was the structural integrity of the pool at boiling temperatures.

The licensee had withdrawn testimony on that subject during the hearing and indicated that further analysis was necessary. After several months of further analysis and several meetings among the staff, licensee, and the licensee's contractors, Consumers Power Company sent the staff a let-ter dated September 16, 1982 committing to upgrade the spent fuel pool make-up system at Big Rock Point. The upgraded system is intended to ensure that the pool temperature stays below 150*F if normal pool cooling is lost.

l While further analysis will be necessary to completely resolve the issue, CPC's commitment represents a major breakthrough on one unresolved issue for the hearing.

Browns Ferry Nuclear Plant, Unit 1 At approximately 1:00 a.m. on September 28, 1982, the line to the C-2 mois-l ture separator between the hign pressure and the "C" low pressure turbine i

blew out.

power was reduced to 810 MW (approximatley 2/3 power) and Unit 1 centinued operation at reduced power.

Repairs are expected to be completed about midnight September 28, 1982.

l At 1:40 a.m. on September 28,1982, the 5-3E and F annunciator panel became ino: erat 4ve when the inverter supplying this panel from the 480V batteries failed. TVA stationed personnel at local panels to monitor instrumentation panels and were in communication with the control room.

Power was restored to the annunciator panel in about one hour. Another inverter had failed last week. Still another inverter failed about six weeks ago. We advised t"e licensee that we would expect the apparent deterioration of inverters to be addressed in its 14-day report.

2-Arkansas Nuclear One, Unit 2 l

Recent fuel inspections conducted during the ANO-2 refueling outage have indicated that the gap between the top of the fuel rods and the bottom of the upper flow plate on some of the group "C" fuel assemblies has decreased faster than previously predicted by Combustion Engineering.

It has been determined that 39 of the 56 group "C" assemblies will require modification in order to ensure that sufficient clearance is maintained during the next fuel cycle (cycle 3). The required modification will consist of machining j

new CEA guide tube posts in order to allow the upper flow plate to be moved up one-half inch.

The new fuel to be loaded into the core is not expected to experience a similar growth rate due to the use of cold-worked Zircaloy-4 instead of annealed Zircaloy-4 for the CEA guide tubes. Fuel groups other than "C" that will remain in the core have not developed similar growth problems due to a different fuel assembly design.

A meeting is scheduled for October 16, 1982 in Bethesda in order to discuss this event as well as.the fuel modification requirements. The generic con-cern of how the AND-2 event impacts on other CE operating plants will also be discussed. Representatives from NRC, Arkansas Power and Light Company _,

and Combustion Engineering will be in attendance.

Lacrosse Boiling Water Reactor After a prolonged refueling outage which began on. April 9,1982, the Lacrosse Boiling Water Reactor resumed power operaticn on September 27, i

l 1982. The outage was extended due to unanticipated maintenance required on the generator rotor and the high pressure core spray header. At 12:00 l

p.m. on September 29, 1982, the plant was operating at 44% power, increas-ing power at a rate of 5% per day.

Monticello Nuclear Generating Plant l

Monticello is presently in a refueling outage. As a result of pipe crack concerns, Northern States power Company has increased inservice inspection (ISI) testing of welds, including the recirculation system piping.

Pre-l liminary UT tests indicated cracks in the end cap of the jet pump riser he: der (22 inch diameter). The cracks have been confirmed by radiograp1 One crack, one and a quarter inch in size, is located in the heat affected zone, perpendicular to the weld, interconnected with three additional cracks (" crow's foot" configuration); all confined within a three-inch circle.

GPU Nuclear, in ' response to a September 8,1982 letter from NRR's Director, Harold Denton, has announced its plan to seek Public Utility Commission

approval for obtaining more cleanup revenue from ratepayers. To expedite the cleanup the licensee will request a total annual share of $25 million from Metropolitan Edison ratepayers and $12.5 million from Per.elec ratepayers.

New Jersey regulatory officials have already approved a $12.5 million annual contribution from Jersey Central Power and Light Company ratepayers. Mr.

Denton's letter to Robert Arnold, President', GPU Nuclear, expressed concern about limited cleanup progress and requested updated schedules for. completing l

major cleanup activities.

Specifically Denton's letter stated that "... cleanup deiays, if they are permitted to continue, will increase the likelihood of incidents involving radiation leakage and the possible exposures of workers l

and the public." The schedules. requested included activities related to removing highly radioactive waste from the' site and defueling the reactor.

Radioactive waste removal schedules will be provided by October 8,1982, and defueling schedules, including identification of funding related con-straints, will be provided by February 1,1983 GPU Nuclear has projected TMI-2 cleanup funding in 1983 and 1984 at $76 million and $95-100 million respectively.

Lehigh Post-CHF Heat Transfer A meeting was held between NRC, Lehigh University, and Westinghouse on September 23, 1982 for Lehigh to present its 9-rod bundle design to Wes ti nghous e. W is heavily interested in the Lehigh post-CHF bundle experiments for supporting an in-house program on post-CHF heat transfer and LOCA margins.

Both the NRC and Lehigh were hopeful that W could provide some valuable suggestions and experience regarding heat transfer experiments in a multi-rod bundle. The meeting was very successful as l

Lehigh received both recommendations, lessons learned, and re-enforcement of particular questions in the design and operation of the bundle.

l Penn State Non-Invasive Liquid Level and Density Detector l

l On September 20, 1982, Penn State presented its final results on the feasibility of utilizing excore neutron detectors to monitor liquid level and density.

Penn State tested a detector package in their 1-Pegawatt TRIGA reactor in addition to performing neutronic code calculations to learn if the detector readings j

could discrininete and be sensitive to a transient condition of liquid density change or liquid level change. Their results are very encouraging.

However, the detector package and methodology has not been experimentally verified in thE real-life reactor environment. Penn State has proposed a six-nonth extension to show application in the LOFT reactor.

1 2-Semiscale The study performed following the semiscale feed / bleed tests was presented to the ACRS/ECCS subcommittee. Key points of the study are that there are atypicalities in the semiscale design and test. However, the test results were accurately predicted by the RELAP-5 code. The same code was used to predict a large size PWR (RESAR) and indicated favorable results with feed /

bleed usage needs to be examined on a plant-by-plant basis.

LOFT Following two single-day delays caused by INEL offsite power-dips, the final ATWS test in NRC's LOFT test program was run on September 24, 1982.

The test was initiated by an assumed loss-of-offsite power and all control-rods were held out to prevent an automatic scram.

The loss-of-offsite power assumption meant a loss of the primary coolant and secondary feed water pumps together with a loss of the use of the Power Operated Relief Valve (p0RV). The first result was an increase in core coolant temperature and a consequent reduction in power generation from an initial valve of 50 MWt to about 10 MWt. Next, the primary system. pressure rose from 2170 psia to about 2500 psia, when the safety relief valve automatically cycl e d.

Although the auxilliary feed water continued to supply some water to the secondary side of the steam generator, it eventually emptied. This caused a reduction in natural circulation of primary coolant, a rise in core coolant temperature and reduction in power to below 1 MWt. As the decay heat dropped, the auxilliary feed flow exceeded the core energy generation late and the primary pressure rapidly dropped when the system was brought under control.

Preliminary indications are that the test predictions were quite good and that all test objectives were achieved. -

The meeting was convened to discuss areas of ongoing and proposed cooperation, including the KORI I fuel failure problems on which the Koreans are seeking NRC advice and assistance.

Foreign Visits to NRC Mr. Karl-Heinz Narjes, Conmission of the European Communities (C.E.C.)

Commissioner in charge of nuclear safety, accompanied by his (nief of Staff Mr. Heinrich von Maltke and Mr. Francois Lafontaine. First Secretary for Science and Technology at the Delegation of the C.E.C. in Washington, met with Commissioner Roberts on Wednesday.

They discussed nuclear safety, licensing problems, the U.S. nuclear program, collaboration in the framework of Super Sara and an agreement on general information exchange.

l On Friday a four-member delegation from the German Federal Ministry of Interior (BMI) began a one-week visit to examine the policy, research and legal aspects of safety goals. During this time the delegation is meeting with IP, OPE, RES and ELD representatives and will also participate in similar, concurrent discussions between the ACRS and their Counterparts, the RSK.

Representatives from the Department of State met with IP and NMSS staff members on September 29 to discuss the proposed import of an Iridium 192 source by the USSR Embassy for use in construction radiography. State sought NRC comments on the types of licenses which might be needed for the import, possession and use of the source by the USSR contractors. The U.S.

previously had experienced some difficulty in transporting a Cobalt-60 source to the USSR for construction purposes and State expressed its desire that con-siderations of reciprocity as well as health and safety issues be factored into any import authorizations.

OFFICE OF STATE PROGRAMS ITEMS OF INTEREST WEEK ENDING OCTOBER 1, 1982 Need For Power and Cacacity Planning Workshop Darrel Nash attended a workshop on September 27 and 28 at the National Regulatory Research Institute (research arm of the National Association of Regulatory Utility Commissioners) in Columbus, Ohio where computer models I

of electricity demand forecasting and generating capacity planning were presented. About 20 officials from State utility commissions and energy offices attended, in addition to workshop staff. The demand model was developed by Oak Ridge National Laboratory through funding from NRC. The presentation was part of the overall NRC effort to improve need for power evaluations done by States, so that NRC can place greater reliance on States in NRC construction permit proceedings.

Low-Level Radioactive Waste Disposal Symoosium Technical representatives from the seven low-level radioactive waste inter-state compacts and the unaffiliated States of California and Texas participated in the joint NRC/0RNL symposium on the disposal of low-level radioactive wastes at the Capitol Holiday Inn, Washington, D. C., on September 29-30, 1982. As part of the symposium, NRC staff met with the representatives to discuss informational needs with NRC and DOE staff.

Significant items identified include briefing materials for State legislators pertaining to the issues of transuranic wastes and decommissioned reactors.

l A continuing forum for interchange of ideas among the compact representatives and with Federal agencies was discussed.

As an enclosure to a letter dated September 23, 1981, Mr. Wells Eddleman filed PRM 2-11 requesting that the Commission amend its regulations in 10 CFR Part 2 to require: (1) for nuclear power reactors, no single operating license (0L) hearing shall authorize the operatic 9 of more than one power reactor; (2) for each power reactor at a given site, a separate OL hearing shall be held before any OL for that reactor shall issue; and (3) for each hearing, a variety of safety, environmental, and other issues must be relitigated or introduced for determination.

Under authority delegated in 10 CFR 1.40(o), the EDO is denying petition for rule-makin, PRM 2-11 on the grounds that the requested amendments are unnecessary, con-trary to sound administrative practice, and inconsistent with existing law.

Value Impact Analyses with the modifications noted below.

Cc=missioner Gilinsky abstained and indicated that he would wait and see how the new cost analysis group performs.

The Commission's ce=ments and modifications to the guidelines are as follcws:

1.

The Ccmmission noted that inclusion of the word " annual" in Section II.A.a. could be quite restrictive.

2.

Sectica II.A.b. should be revised to read:

"A significant impact en health, safety or the environment, or".

3.

Section II.A.c. should be revised to focus on costs to NRC licensees and State and local government impacts i

(e.g., with regard to emergency planning).

The NRC should not become expert in rates and other aspects of utility finances.

In Section III.A.2.

(first sentence), the Commission believes the " significance" must primarily be safety significance not cost, while understanding that a rule or generic requirement of small saf ety significance and large potential costs should also be rigorously analyzed.

In Section III.A.3 change the last sentence to read, "The extent to which costs and benefits should be assessed for alternatives is to be determined by the responsible office director.

7.

In Section III.B.4.b. "the effect of an alternative on all other NRC programs and requirements, as well as those of other government entities and licensees, should be considered." must be treated with common-sense to avoid such consideration becoming a major research effort.

E.

Section III.B.6.a. should not be read as requiring the NRC to design the engineering solutions.

9.

Revise the title of Appendix A to read " Analysis Required to Support imposition of Information Collection Requirements."

10.

The Draft Implementing Directive (Enclosure 2 to SECY-82-187) should be revised so that the present second paragraph indicates that much less is required for these "other rulemaking actions and non-rulemaking generic requirements."

The paragraph should also be j

relocated to follow the present third paragraph so that the reader doesn't believe the complete guidelines are for the "other" actions.

11.

The Commission decided during the budget review to put the ecs group in the Office of Resource Management.

12.

The Commissien would like a report from you on the implementation of the revised guidelines in approximately six months.

The one document, a consultant report from P. Jenning to Commissioner Gilinsky was approved for release.
