h-HIGHLIGHTS OF WEEKLY INFORMATION REPORT Week Ending October 8, 1982 l

h R.E. Ginna Rochester Gas & Electric Corporation (RG&E), while performing inspections of the steam generator tubes, discovered a rupture in a steam generator tube plugged in January 1976. Earlier this year this tube was characterized as having outer surface damage but did not require removal. RG&E plans to remove the ruptured tube October 7 and have the plant back on-line October 10 or 11.

ITEMS OF INTEREST Week Ending October 8,1982 R. E. Ginna Nuclear power plant Rochester Gas & Electric Corporation (RG&E) has been performing inspections of the steam generator tubes and has discovered a rupture in a previously plugged steam generator tube at its R.E. Ginna Nuclear Power Plant. The rupture is a fish mouth opening facing the steam generator wrapper. It is 1.25 inches long 3/8 inch at the widest opening and begins 3.5 inches above the top of the tube sheet. The ruptured tube is a tube that was plugged in January 1976 and is in the B-steam generator hot leg (R39-C69). During video examinations as a result of the January 25, 1982 steam generator tube rupture, this tube was characterized as having outer surface damage but the damage was not considered significant enough to require removal..The rup-ture was found by video inspections being performed during the present steam generator inspection outage that RG&E had committed to prior to restarting in May. Eddy current testing during the outage has shown no degradation of i

tubes in the periphery of t' M eam The video inspection also revealed a small piece of a.1 rod (generators.about 4 inches long) in each steam generator.

Arkansas Nuclear One, Unit 2 A reeting is scheduled for October 6,1982 with Arkansas Power & Light Com-pany and Combustion Engineering concerning the decreased shoulder gap dis-covered during recent fuel assembly surveillance activities for ANO-2 as discussed in a recent Daily Highlight. Items to be discussed include fuel codification recuirements, the impact of this event on other CE operating plants, and the basis for continuing under CFR 50.59(a) provisions.

Point Beach Nuclear plant, Unit 1 On May 27, 1982 Wisconsin Electric Power Company (licensee) informed the NRC staff of their intention to replace the Point Beach Unit 1 steam genera-ter major components during the fall 1983 refueling outage. The licensee intended to initiate these repairs pursuant to 10 CFR 50.59.

By letter dated July 6,1982, we informed the licensee that we did not agree with their determination that repairs of that scope and magnitude could be conducted pursuant to 10 CFR 50.59 without prior NRC review and approval.

We further informed the licensee of our consideration of its letter as an application for amendment (in accordance with the licensee's request) and of our prenotice in the Federal Register of this action.

Work items completed during this outage included refueling,10 year ISI, Appendix R and NUREG-0737 modifications, and modifications to the AFW system to retire in place the internal headers and installation of external AFW headers.

l Erunswick Steam Electric Plant, Unit Nos. I and 2 l

Brunswick 2 resumed power operation on October 3,1982, concluding a refuel-ing outage which began April 24,1982. Major safety-related work areas included control rod drive system modifications, scram discharge volume valve and instrumentation modifications, Mark I containment modifications, installation of two-stage safety relief valve operators, and rebui.lding of the main steam isolation valves. The outage ran about ten weeks longer than planned because of the need to complete a short-term improvement pro-gram designed to correct numerous, significant deficiencies in the licensee's technical specification surveillance, Appendix J local and integrated leak rate testing, and in-service inspection and test programs for both Brunswick units. The licensee's long-term improvement program is continuing.

The licensee expects that Brunswick 1, which has been shut down since i

July 15, 1982 pending completion of the short-term improvement program, I

will resume power operation on October 7,1982.

Issuance of License Renewal for the University of Viroinia On September 30, 1982, the Office of Nuclear Reactor Regulation issued a 20-year renewal of the operating license for the University of Virginia research reactor. This reactor is located on the campus of the University at Charlottesville, and is used in their research and training programs.

To prevent any leakage, the plugs of the two adjacent tubes will be seal welded.

6 West Valley On September 16, 1982 Nuclear Fuel Services, Inc.

(NFS) and the New York State Energy Research and Development Authority (NYSERDA) jointly submitted a notice to the Commission that a settlement date (and concurrent settlement) had been reached for West Valley in their dispute in the U. S. District Court in New York. By this action, the third, and final, condition of the tems of the Provisional Operating License for West Valley, as amended February 11, 1982, has been met, and the authorities and responsibilities of NFS under the l

license are terminated. NYSERDA continues as licensee under the current tems I

of tne license wnich provide the Department of Energy with possession and control of the facility to conduct the high-level waste solidification demon-stration project at West Valley. NYSERDA will reaquire the facility at the completion of the DOE project.

Traininc of Recional Personnel On October 4,1982 the Material Licensing Branch began a four week training program to qualify personnel as Material Licensing Specialists. This training is being conducted as a part of N!*5S' regionalization program. The majority of the trainees are from Regions II, IV and V.

During 1983, these regions will assume the same licensing authority as Regions I and III.

The action is based on numerous violations in the electrical area and demonstrated the licensee's failure to exercise adequate oversight and control over their principal contractor to whom they delegated the work of establishing and executing quality assurance programs.

Prompt Public Notification Systems - On October 5,1982, letters were issued to Haddam Neck, Millstone, and Rancho Seco advising them that civil penalties would not be imposed for their failure to install and test by February 1,1982 a system for alerting and providing prompt public notification in the case of an emergency situation at the licensee's site. This action to mitigate the civil penalties is based on careful consideration of the circumstances surrounding each case which included the results of NRC regional inspections, dates of licensee installation, local and state requirements, and operational status of the reactor between February 1,1982 and date of installation of this system.

Specifically, the Licensing Board reconsidered all previously admitted contentions and " determined whether the originally proffered contentions and their bases were stated with reasonable specif-icity, whether the contention itself [was] likely to be important in answering the Commisrion question to which it [was] directed, whether it challenge [d] the Reguistions, and in the case of contentions directed to Question 2, whether each [ met] the two-pronged test. In its Order, the Licensing Board: (i) reformulated two previously admitted contentions; (ii) rejected three prior contentions; (iii) established five Board questions to be addressed by the Staff and Licensees; and (iv) retained without modification five previously admitted contentions. The Licensing Board also deferred ruling on all emergency planning contentions.

On October 7, tne staf f, along with representatives from other interested agencies, met at DOE to consider details of the arrangements provided by the Japanese. At the present time, a draft cable, with input from the different agencies, is to be prepared and provided to and discussed with tne Japanese Emoassy in Washington prior tc being forwarded for appropriate consideration in Japan.

The letter from the Comptroller General states that the payroll design ar.d implementation are in conformity with GAO prescribed principles and standards for pay, leave, and allowances of civilian personnel.

In evaluating the system and testing its operation, GA0 representatives i

examined the manual and automated aspects to determine their consistency with accounting and payroll requirements.

As a GAD approved system, the NRC payroll system could become a model for other federal agencies of the same size and similar mission.
