g I HIGHLIGHTS OF WEEKLY INFORMATION REPORT l Week Ending November 5,1982 1 1 Recional Volunteer Placements On June 29, Regional Administrators were constrained regarding outside hiring when NRC Headquarters employees are well qualified and available. Since then, Regional Administrators have announced 27 employees have been reassigned. A total of 164 Headouarters staff members remain on the register of individuals interested in Regional assignments. TMI Effluent and Environmental (Radiological) Information l During the period October 26, 1982, through November 4,1982, the effluents l contained no detectable radioactivity at the discharge point and individual effluent sources, which originated within Unit 2, contained no detectable radioactivity. Quality Assurance Procrams The Director, IE, Deputy Director, IE, and Director, Division of Reactor Programs met with representatives of Management Analysis Corporation (MAC) on Novereer 3 4, 1982 to discuss cuality assurance programs. Foreice Visitors to NRC During this week Dr. Michael Brown and Mr. Peter Hague from the U.K. Atomic Energy Authority ( AEA) toured LOFT and PBF, in conjunction with other discussions at IhEL. National Association of Counties Steve Salomon, OSP, met with the National Association of Counties, November 1, to explore issues of mutual interest. The transportation of radioactive l materials appears to be the problem area of most concern to the counties at this time. Transoortation of Radioactive Material in Washington State The second year study for the period September 1980 to September 1981, "Trans-portation of Radioactive Material in Washington State," NUREG/CR-2949, has been issued. Inadvertent Loss of Reactor Coolant Events at the Seoucyah Nuclear Plant, Units 1 and 2, AEOD/C206 The report recommendations concern: (a) reducing the likelihood of inadvertent opening of single valves retaining the reactor pressure during RFR operation; and (b) ensuring that procedures and training are available to operators for mitigating a LOCA during RHR operation and for minimizing other transients, particularly overpressurization during recovery. OFFICE OF NUCLEAR REACTOR REGULATION ITEMS OF INTEREST 1 Week Ending November 5, 1982 i TMI-1 OTSG Repair Status As of October 28, the licensee (GPU Nuclear) has completed the first 151 tube kinetic expansion demonstration test in the TMI-1 "B" OTSG. Subsequent to the expansion, preliminary Eddy Current Test (ECT) results for 142 tubes using the 8 by 1 probe has shown 9 potentially new indications (not yet confirmed as defects or as to % thru wall). Based on qualifications testing the new indications, if confirmed, are probably due to the opening of previously tight cracks which were below' ) the threshold of ECT detectability. The new indications are within the 6" qualification zone and will require consideration in our evaluation j prior to restart. GPU Nuclear is assessing the impact of this finding-and will keep us informed. Mi11stene 3 Northeast Utilities tendered an operating license application on i October 29, 1952 fer Millstone Nuclear Pcwer Station, Unit 3. The acceptance review will begin as soon as the NRC staff sections receive j the appropriate portions of the application. Construction of Unit 3 is i approximately 53% complete, with fuel loading scheduled for November 1, j 1985. l Brunswick Steam Electric Plant, Unit No. 2 j i During a routine visual inspection, plant personnel discovered leakage from a 20 inch diameter shutdown cooling system carbon steel pipe by observing escaping steam. Subsequent radiography revealed a 5 inch circumferential crack in the weld material. A 1/4 inch segment of the crack is thru-wall. This particular weld was last examined in 1979. The licensee is still determining the failure mode and has not yet proposed a repair / inspection plan. Bio Rock Point On October 29, 1982, the Atomic Safety and Licensing Board which is considering the Big Rock Point spent fuel pool expansion amendment issued an initial decision on criticality issues. This decision covers the criticality issues in the proposed pool expansion which were addressed during the hearing in Michigan in early June of this year. The Board concluded that neither the licensee nor the staff had done an adequate job of showing that K in the proposed expanded pool would not exceed 0.95 under any condN, ions, including extremely low densities of water. Principally, the issue is criticality calculations for the pool under boiling conditions where a significant amount of the pool water inventory could be lost. Environmental Protection Apency (EPA) Environmental Data 1 I The EPA Middletown Office has not received the environmental Kr-85 results for the samples which were taken after October 8,1982 from the EPA's Counting Laboratory at Las Vegas, Nevada. These results will be included in a subsequent report. No radiation above normally occurring background levels was detected in any of the samples collected from the EPA's air and gamma rate networks during the period from October 27, 1982 through November 4, 1982. 3. The main electrical power line was attached to I the polar crane and functional checks of control circuits were started. Decontamination of the reactor building is continuing in parallel with the polar crane refurbishment. Polar crane refurbishment and testing is scheduled to continue for the next several months. The crane will be refurbished to the extent necessary to disassemble the reactor. The trane was designed as a Following the refurbishment, the crane will be 500 ton capacity crane. requalified to 170 tons (the reactor vessel head weighs approximately 160 tons). Crane mcbility and control will be limited to the functions necessary to remove the missle shields, the reactor vessel head, and the plenum assembly. The crane refurbishment schedule is based on supporting reactor vessel head removal in mid 1983. Three reactor building entries are scheduled next week (week of November 7,1982), to continue polar crane refurbishment. 4 SDS Vessel Disocsal Preparations. This testing, which is being concucted on a non-radioactive SDS liner, is an i operan cr.al cercnstrau ct cf the specially cesigned vacut,n drying and l The catalytic recombiner lcacing system that was provided by the DOE. LRv05 will be used in the snipping preparation of spent SDS liners to assure non-combustible cas mixtures will be maintained during 505 snipments and storace at the DOE facility in Richland, Washington. The LRV05 provides remote handling capabilities with the SDS vessels maintained at the normal operating depth of water in the Unit 2 spent fuel pool. The system coerations features includes: (1) removal of approximately 995 of the free water in the SDS liners, (2) insertion of catalytic recombiner pellets into the liner vent port, (3) gas inerting of the liner with nitrogen or argon, anc (4) monitoring and sampling the SDS liner to assure sufficient catalyst exists to recombine the hydrogen anc oxygen produced by radiclysis of the water remaining in the liner. After the completion of the non-radioactive functional test, the licensee plans to perform a full scale demonstration on an actual spent SDS vessel This which contains approximately 53,000 curies of radioactivity. acceptance testing is tentatively scheduled in late November 1952 and will de closely monitored by the TMIPO staff. EPICOR II Prefilter Status. Two EPICOR II prefilter shipments were made 5. this week f rom IMI to the Idaho National Engineering Laboratory (INEL): PF-45 in the CNS-8-120 cask (11/2/82) and PF-46 in the HN-200 cask (11/3/82). In both shipments the EPICOR liner and shipping cask cavity were inerted with nitrocen gas. The PF liner hydrogen gas composition will be maintained at less than 1.0% during the handling and shipping periods. Currently, eight in a group of 49 EPICOR II prefilters have been shipped from TMI. On November 8,1982, Dr. Bernard J. Snyder will speak to a subcommittee of the National Association of Regulatory Utility Commissioners in Boston, Massachusetts. 2. On November 9,1982, the NRC Commissioners will hold two public meetings to discuss the potential restart of TM1 Unit 1. OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest t Week Ending November 5, 1982 GA0 Review - Barnwell Nuclear Fuel Plant An entrance conference was held with a representative of GA0 concerning a GAD review of issues related to the Barnwell Nuclear Fuel Plant. The stated objec-tives of the GAO review, requested by Congressman Ottinger and Congresswoman Boaquard, are to (1) evaluate the R&D projects funded at Barnwell over the last five years, and (2) determine the status and potential of the Barnwell plant becoming operational. Representatives of the Division of Fuel Cycle and Material Safety (FC), Division of Safeguards (SG), ELD and OIA attended the entry conference. The GA0 representative explained that most of the review would be performed at DOE, but that GA0 was interested in any infor-mation NRC might have regarding the safeguards R&D projects conducted at Barnwell (funded by Congress through DOE) as well as information on the licens-ing status and process for the Barnwell plant, including technical issues. The GA0 reprcsentative noted that the review with NRC will not be an audit, although l it is co ;ceivable that some recommendations affecting NRC could result. The i review ir expected to be completed by late December or early January. Future contacts for the review were established in FC, SG and ELD. Region 11 was provided background information and informed that a contact may be made from the GAO Atlanta office later in November to discuss inspections made by Region 11 over the cast few years under the Barnwell CP. j General Electric - Wilmington, North Carolina On November 2,1982 members of the FC staff met with Mr. Charles Vaughn of General Electric's Wilmington, North Carolina, fuel fabrication facility to discuss a proposed major amendment to the General Electric license. The changes wculd include the installation of a new rad-waste treatment system for processing the liquid effluents and a new uranium scrap recovery and purifica-tion system. CRBR Fuel Cycle Environmental Review The final version of the Supplerent to the FES (FSFES) is scheduled for distri-bution next week, as is Amendment XVI to the Applicant's Environmental Report and intervenor's testimony on contentions 4 and 6 covering safeguards and fuel cycle. A deposition by NRC staff on changes in the FSFES scheduled for the week of November 1 has been postponed to the week of November 8. Low Enriched Uranium (LEU) Material Control and Accounting (MC&A) Reform Amencments NRC staff met with a representative of the State Department to discuss the possible impacts of the proposec LEU MC&A Reform Amendments on international* policies and cemnitments. Agreement was reached on a statement regarding international issues which will be published in the Federal Register when the proposed amendments are published for public comment. 0FFICE OF NUCLEAR REGULATORY RESEARCH Items of Interest i Week Ending November 5, 1982 i pBF Severe Fuel Damace Scoping Test i At approximately 5:00 s.si., October 29, 1982, the first severe fuel damage scoping test in the Power Burst facility (PEF) at the Idaho i National Engineering Laboratory was successfully completed. The major objectives of this experiment were to check out the test train system design, the hydrogen and fission product monitoring i system, experiment controllability, and the feasibility of future tests. All objectives were satisfactorily met; the monitoring systems performed as planned; the test train operated within the limits specified; and the planned akximum rod tamperatures of 2200-2300 K were obtained. As expected, the PWR type fuel rods ruptured in the temperature, I range of 1200-1500 K releasing the-fission gases which were moni-tored. As the temperature was increased further to the 2200-2400 K i regime, further hydrogen and fission product releases were successfully monitored until planned termination of the experiment by rapid quenching of the 32-rod test bundle. i Analyses of the time-temperature history, the hydrogen and fission l l product release history, and the general behavior of the test l bundle are currently underway. These data will be used to assess the validity of current models on these phenomena and to improve our capability for severe transients. ,BWR FIST Shakedown testing has indicated poor performance of one of the FIST jet pumps. Inspection using a Storz 1 ens has indicated a possible crack in the jet pump drive line. A section of the vessel must be removed for further inspection and repairs. A delay of one week is currently estimated. This would place the estimated date for start of testing during the second week in December 1982. The only other remaining major shakedown item is application of bundle power. Assuming successful resolution of the jet pump problem and satisfactory bundle performance, testing should begin on schedule. . Vapor /Liouid Flow Northwestern University has completed a survey report entitled 'A Review of the Flooding Phenomenon with Particular Reference to Steam-Water Flow." This report provides a sumary of the codels proposed for countercurrent flow limitation for vapor-liquid flow and provides a comparison with representative data. Thermal Fluid Mixinc Creare Incorporated has completed a preliminary draft report entitled " Survey of Literature on Themal Mixing and Heat Transfer in Buoyant Flows." This report sumarizes the literature on the i heat transfer and fluid dynamics coolant water into the cold legs of a nuclear reactor vessel. In addition to this work, Dr. Theofanous of Purdue University, has provided a paper which outlines a method for predicting the temperature decay of the downcomer fluid as it mixes with the buoyant HPI plume. This work was perfomed in support of the pressurized thermal shock issue. 2D/3D JAERI completed the forced-feed flooding test series in the Slab Core Test Facility (SCTF). The preliminary data analysis suggests the following conclusions. The flow blockage (60 percent) implemented in two of the a. eight bundles has a very minor effect on core quench temperature and time. I. The extent of liquid carrycver from the core to the hot leg is substantial even before core is quenched. The two-phase mixture above the quench front effectively cools the core. This eventually quenches the core approximately 5 minutes after the lower plenum is filled, even though the collapsed liquid level is still below the top one-fourth or one-third of the core. The peak clad temperature was less than about 1000 K, c. well below their licensing limit, for the test conditions covered. The ECC flow rate varied from 5.3 to 9.4 cm/sec for accumulator injection period and from 1.5 to 4.3 cm/sec for LPCI injection period. d. The radial power variation gives rise to a flow circulating 4 pattern from the chimney effect, as expected. The cross flow between the bundles compensates the power e. variation in different bundles r.f p-d.'ces nearly unifom temperatures and liquid levels in all bundles. However. the water accumulation in the upper plenum progressively 5 g2 increased toward the hot leg exit. ENCLOSURE E f
. Semiscale EG&G is preparing a reconenendation on areas for pmgram cuts to meet the budget reduction discussed in last week's report. Major reductions are expected to be in the test program (from 17 to 14 tests), instrument develomnt and administrative work (which includes Technical Editing and Q/A). Final disposition of the reconnendations must be made in December to meet the reduced budget for FY 1983. The systems operation test with the new pressurizer and broken loop pump began this week. The testing will center on the ability to control the system pressure with the new pressurizer. Unlike the old pressurizer, the new unit contains fully submerged heaters, a steam space spray, and is elevation scaled. The first of the loss of power tests, PL-1, is planned in about two weeks. Data Bank Data from Semiscale Test NC-08 were added to the data bank. These data are from Semiscale's natural circulation test series which examines various modes of natural circulation during a small break with ECC injection. Calculations for SBLOCA LANL has completed several calculations for SBLOCA recovery in B&W plants using TRAC-Pfl. A meeting has been scheduled with NRR on November 16, 1982 to present and discuss these results. RELAP 5 Main Steam Line Break The loop flow conditions for a Main. In its decision the Appeal Board reversed the decision of the Licensing Board and remanded the case to the Board with instructions to grant CRITFC's i petition to intervene, subject to the Board's finding of at least one admis-sible contention proffered by CRITFC. Waterford Steam Electric Station, Unit 3 On November 3,1982, the Atomic Safety and Licensing Board issued a Partial Initial Decision addressing intervenors' contentions concerning synergism and emergency planning. In its decision the ' Licensing Board concluded that subject to the imposition of four conditions, and the conduct of a further hearing on the subject of the Applicant's emergency planning brochure, "the emergency plans comply with 10 C.F.R. 5 50.47 and 10 C.F.R. Part 50, Appendix E, i and provide reasonable assurance that adequate protective measures can and will be taken in the event of a radiological emergency". The Licensing Board also concluded that the requirements of NEPA had been complied with in this pro-ceeding, and that the " Applicant and Staff did not err in not assessing synergistic effects, and such effects, if they occur at all, are insignificant". Finally, the Licensing Board stated that "the unresolved generic safety issues have been taken into account in a manner that is at least plausible and that, if proven to be of substance, would be adequate to justify operation. However, wi'h respect to unresolved generic safety issue A-45, Shutdown Decay Heat Rr.moval, we do so with misgivings. We commend our discussion of this issue to 4 th? Commission and urge that an in-depth assessment of the reliability of the Waterford 3 Shutdown Decay Heat Removal System be made by an independent laboratory". I National Association of Counties Steve Salomon, OSP met with John C. Murphy, Associate Director, National Association of Counties, November 1, to explore issues of mutual interest. The transportation of radioactive materials appears to be the problem area of most concern to the counties at this time. Deferral of GPU Short-Term Credit Payments I GPU announced on October 29 that it had negotiated a deferral of short-term credit payments due from the GPU parent company. part of the overall negotiations presently underway between GPU and its bank consortiums for renewal of credit agreements for 1983. Any further adjustments to terms of the present agreements would result from those negotiations. Terms for the current bank agreements were set about a year ago, based on expected restart of TMI-I sometime in 1982. GPU reports ' that its operating subsidiaries have repaid their short-term debt obligations sooner than originally anticipated. Transportation of Radioactive Material in Washington State i The second year study for the pericd September 1980 to September 1981, " Transportation of Radicactive Material in Washington State " NUREG/CR-2949, has been issued. Washington State Radiation Control personnel, under a NRC/ DOT contract, inspected essentially all incoming shipments of radio-active waste to the U. S. Ecology low-level radioactive waste disposal f acility near Richland, to assure compliance with apprcpriate DOT shipping regulations, State of Washington Radiation Control regulations, and the conditions of U. S. Ecology's radioactive materials license. Surveillance activities associated with this contract have shown that transportation violations have decreased significantly since 1979. Other than waste, essentially all other shipments of radioactive materials through and within the State are radiopharmaceuticals. Contract studies l involved inspections at all f acilities or opsrations in the State handling radioactive materials. Radiation exposure to transportation workers were determined not to be excessive. This study concludes the NRC/ DOT surveillance studies of the transportation of radioactive materials in the States that were started in 1973. Future action will be taken by the 19 States that have or are entering into DOT's State Hazardous Materials Enforcement Development Program. l OFFICE FOR ANALYSIS AND EVALUATION OF OPERATIONAL DATA ITEM OF INTEREST WEEK ENDING NOVEMBER 5, 1982 Inadvertent Loss of Reactor Coolant Events at the Seouoyah Nuclear Plant, Units 1 and 2, AEOD/C206 A case study was completed for two events at the Sequoyah Nuclear Plant which ~ resulted in loss-of-coolant accidents during cold shutdown. The safety significance of these events was that the design of the residual heat removal system and operator error resulted in a loss-of-coolant accident inside containment and could have subsequently resulted in the loss of decay heat removal redundancy or emergency core cooling recirculation capability for mitigation of the LOCAs. The report recommendations concern: (a) reducing the likelihood of inadvertent opening of single valves retaining the reactor pressure during RHF operation; and (b) ensuring that procedures and training are available to operattrs for mitigating a LOCA during RHR operation and for minimizing other transients, particularly overpressurization during recovery.
