Cook plant resulted in spurious signals at Unit No.1 which caused the reactor to trip. The licensee quickly realized that the signals were not real and realigned the plant. Quad Cities Unit 1 ) Cracks have been found in both 10" core spray lines of Unit 1. Leakage in both lines i is visible as weepag? in the first elbow out from the reactor vessel. Ultrasonic [ . testing is being done. United Nuclear - Wood River Junction NMSS assisted IE and PA in preparation of a public announcement concerning the likely source of groundwater contamination at the United Wood River Junction, Rhode Island fa cili ty. Staff concluded that the presence of strontium probably resulted from j the recovery of unused uranium from fuel used in low-power experiments conducted i by the former AEC and DOE. An NRC inspection disclosed that such fuel was processed I before and after 1976, even though their 1976 renewed license did not include such j autho rization. l NFS - Erwin, Tennessee During an investigation of the high-enriched inventory difference in September 1979 l at NFS-Erwin, an NRC-contracted EG&G helicopter overflight indicated higher than expected gamma radiation emission from an area generally north or northwest of the plant site. Amendment No. 8 of the NFS license issued on August 15, 1980, authorized l l the removal of this material to the restricted area on the NFS property. The most current analysis results are frc= sam-las taken on July 7.1980. In addition to the weekly water samoles, soil sarrples coilected durine the drilling of wells are being analy:ec. The ar.tlysis c.f a soil sa. ple obtained 22 feet below the surtoce during the drillin; of observation well (0W) 12 has revealed a tritium activity of 10.100 pCi/L. This is the highest tritium activity detected from any water or soil samole to date. OW 12 was drilled adjacent to l I the pt=ps and valves which transfer borated water rtorage tank I (BWST) water. Representatives of the Environmental Protection Agency t j (EPA) also participated in the meeting. Approximately 75 people r attended the meeting. 2. On Friday, Septec6er 5,1980, J. Collins, T. Elsasser and EPA representatives met with members of the Susquehanna River Basin Commission to discuss the contents in the PEIS. Future Meetings J i J. OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending September 5,1980 Environmental Assessment of the Dawn Minino Company Proposed Below Grade Tailings Management Plan Issued In response to a request for technical assistance from the state of Washington, Department of Social and Health Services (DSHS), the Division of Waste Management has issued an environmental assessment of the Dawn Mining Company proposed below grade tailings management plan. Based upon its evaluation, which included radiological impact assessment and evaluation of the proposed design in comparison with NRC's performance objectives for tailings management, the staff recomended specific conditions to be incorporated into the licensing ) action of DSHS. Round Robin Planning Meeting Sponsored by the Materials Characterization Center, Aucust 21, 1980 The DOE Materials Characterization Center (operated by Battelle Pacific Northwest Laboratories) held a Round Robin Planning Meeting at Germantown, Maryland, on August 21, 1980. The purpose of the meeting was to discuss a procedure that will be used by participating laboratories (DOE labs and universities) to perform static leach tests on standard samples and measure the quantity of material leached from the samples. The purpose of the Round Robin is to demonstrate the types of interlaboratory precision that is attainable. The results of the static leach tests at each of the participating labs are to be submitted to the Materials Characterization Center by January 1 l l l 1981. The sample materials will be silica glass to be provided by the National i Bureau of Standards and basalt to be provided by Hanford. The leach test samples will not contain radioactive materials. The Division of Waste Management and its contractor Brookhaven National Laboratory, were represented at the meeting. US/IAEA Safeguards Agreement Implementation Notification of the upcoming seminars (Lexington, Kentucky and Denver, Colorado) to be held to discuss the implementation of the US/IAEA Agreement was mailed to all licensees on the eligible list on Friday, August 29. i 1 Items of Interest 2 Material Process Control Final report on development of material process control system was received from the contractor and is being prepared for publication. This report covers the concept formulation phase and addresses feasibility, performance, instrumen-tation and cost of alternatives for prompt accountability of typical HEU fuel process, including wet scrap recovery. A classified contractor briefing for the staff is scheduled for September 5. Proposals for the detailed design, installa-tion and testing phases that will result in improved understanding of the benefits and limitations of this concept are to be received by September 8. NUREG-0725, "Public Information Circular for Shipinents of Irradiated Reactor F ue l A document has been prepared in draft form which shows spent fuel shipment routes approved for use by NRC licensees as of August 18, 1980. The document which will eventually be published as NUREG-0725, "Public Information Circular for Shipments of Ir adiated Reactor Fuel," includes map representations of spent fuel shipments routes, reports of safeguards incidents occurring during such shipments and amounts of material shipped during the one year period from July 1979 to August 1980. United Nuclear - Wood River Junction HMSS assisted IE and PA prepare a public announcement concerning the likely source of groundwater contamination at the United Nuclear Wood River Junction, Rhode Island facility. Staff concluded that the presence of strontium probably resulted fran the recovery of unused uranium from fuel used in low-power experiments conducted by the fomer AEC and DOE. The plant was authorized to process such fuel from May 1966 through July 1976. When the licensee applied for renewal of the license, permission was not requested to continue this operation. Accordingly when the license was renewed in 1976, it did not include such authorization. An NRC inspection disclosed that such ) fuel was processed before and after 1976. NFS - Erwin, Tennessee During the investigation of the' high-enriched' inventory difference in September 1979 at Nuclear Fuel Services plant in Erwin, Tennessee, the i NRC-contracted EG&G helicopter overflight indicated higher than expected gama radiation emission from an area ganerally north or northwest of the plant site. Further investigation indicated the area to be the former site of Banner Spring Branch stream bed which was diverted to its i present site in 1968. Preliminary surveys by the NRC indicated surface gama radiation intensities from background (v12 pr/hr) ground to i about 500 p r/hr. Amendment No. 8 of the NFS license issued on August 15, 1980 authorized the removal of this material to the restricted area on the NFS property. Removal of the contaminated soil comenced on August 18 and on August 28 a member of the NMSS staff assisted IE Region II personnel in performing a confimatory survey of the decontaminated property. i Items of Interest 3 Surveillance results indicated that the external radiation met the NRC criteria of 20 yR/ hour; however, gross alpha measurements did not meet the upper range of the limit specified (30 pCi/ gram). Accordingly, NFS is being required to isotopically analyze the soil samples for further evaluation. Proposed New Reculation for Disposal of Certain Tritium and Carbon-14 Wastes Following internal NRC review, a draft of the proposed amendment of 10 CFR Part 20 to cover disposal of certain tritium and carbon-14 wastes was sent to the Agreement States for their review prior to submission to the Commissioners for rulemaking action. The proposed amendment would allow licensees to dispose of liquid scintillation wastes and animal carcasses containing less than 0.05 microcuries of tritium or carbon-14 per gram without regard for their radio-activity. ITEMS OF INTEREST OFFICE OF INTERNATIONAL PROGRAMS WEEK ENDING SEPTEMBER 5, 1980 Reactor Vessel Vents in French Reactors In response to the Commission's interest in the status of reactor vessel vents in French reactors, IP reported to NRR that French CEA regulatory authori-ties have,ot taken any actions regarding vessel vents. Currently, the authorities are reviewing studies submitted to them by EdF, the French national utility. Additional details of the various studies performed by the utility will be obtained during the next few weeks with the assistance of Mr. B. Fourest, the CEA assignee to NRC. NRC-Japanese Arrangement IP, on September 4, received the awaited Japanese-language signature copies of the NRC-Japan Nuclear Safety Bureau-Agency for Natural Resources and Energy information exchange renewal Arrangement. We had been holding the English-language signature copies, at JNSB request, until receipt of the Japanese version in order to submit a complete package to the EDO for signa-ture, before transmittal to Japan. This will be done by week's end. Radiolocical Emeroency Response Course for Foreion Nationals Final DOE approval has been given for NRC to invite foreign nationals to attend a special offering of the Radiological Emergency Response Operations (RERO) course at the DOE Nevada Test Site from October 29 through November 7, 1980. The course will be very similar to the ones which have been given several times each year for U.S. State and local government personnel, under the sponsorship of the Office of State Programs. Organizations sponsoring participants in the foreign national session will be assessed $1650 per student to defray NRC's costs. The twenty spaces in the course are expected to be filled with participants from some fifteen countries which had expressed an interest in participating in any such special session. Foreien Visitors to MRC On Tuesday, Mr. Ian Hurley, a U.K. Atomic Energy Consultant to the Brazilian Utility, NUCLEBRAS, and Mr. Jorge Soitalnik, Chief of the Advisory Office for Fuel Cycle and Planning at NUCLEBRAS, met with P. F. Collins, Chief of the Operator Licensing Branch of NRR, to discuss operator training and qualification. On Tuesday, Mr. Atsushi Takahashi, Chief Engineer of the Tokyo Nuclear Services Company (a contract organization for the Japanese Atomic Energy Research Institute) met with L. Bell and R. !~ [ i f ,, Foreign Visitors to NRC Cont'd l On Wednesday, Mr. Zvi Boneh, Head of the Control System and Instrumentation Department of the Nuclear Research Center at Negev, Israel, met with repre-sentatives of the Tennessee Valley Authority and toured the Power Service i Training Center and the Sequoyah Nuclear Plant. On Thursday, Mr. Boneh toured the Hartsville construction site with a representative of the General Electric Company. I On Thursday, a 28-member group of young military engineers from the French National Institute of Amament toured the Indian Point Energy Education Center and the Indian Point Simulator. The group will be in the U. S. Visit-ing various industrial, economic and scientific establishments as part of a general orientation. Informal Exchange Arrangement on Tarapur r We have for sometime supplied the Indian Safety Review Comittee--which is similar in function to our ACRS and has several of NRC's functions as well-- with published infomation on safety of LWR's. In return, we have received s t good assistance from this Comittee when we requested it (e.g., when we asked about pipe crack experience). Several years ago, we asked whether the Com-mittee was interested in a formal cooperative Arrangement, and received no Recently, we asked whether they would be willing to send us abnormal { answer. occurrence reports on the Tarapur reactors, and in a letter of August 27 they l responded that "we will be pleased to send you this infomation." We will be exploring the extent of this comitment during the next few weeks (past and future reports, quantity and quality of reports available on current operations,etc.). This agreement in principle, which is not contingent on j any special comitment by NRC, means we now have working arrangements on exchange of operating experience infomation with all non-Communist countries currently operating LWR's. (We have a similar informal agreement with Finland, and a femal Arrangement with Finland will be signed by Comissioner Hendrie on September 26 in Helsinki.) Bill Menczer RSLO III and Region III FFMS representatives met with the Mayor and Town Council of Newburgh Heights. Ohio on September 4,1980 to discuss the results of a recent radiation survey at the McGean Chemical Co., disposal site. Following this meeting Bill participated in a public meeting to discuss the radiation survey findings. Frank Young and Andy Dobrzeniecki met with DOT to discuss the proposed Model State contract under which States would expand their present transportation surveillance contracts to include enforcement. This is to advise you that the Commission (with all Commissioners concurring) has approved release to the public of the semi-annual report containing inventory difference (ID) data, subject to the following comments: 1. The Inventory Difference (ID) section for the i Nuclear Fuel Service (NFS) facility at Erwin, l Tennessee should be updated to be consistent with the decision on classification contained in the i DOE letter of August 12, 1980. The ID reported in August 1979 should be more fully discussed -- within the new DOE classification restrictions but to some reasonable extent beyond the single sentence on page 30 and the two sentences that summarize i the special inspection (page 31). The ID section should be expanded along the lines of the relevant t paragraph in NRC's 1979 Annual Report to Congress I (see Enclosure 1). That statement should be updated in terms of the action taken by the Commission l l last February, as described by press releases at that time. i l l 2. The Fereword should mention the fact that although NFS ID data had been published in previous semi-annual public releases (November 1, 1967 - June 30, 1979), DOE has classified certain ID's at NFS-Erwin. 3. The ID section for the General Electric plant at Wilmington, N.C. should bring out that the annually reported ID was not affected by the January 1979 thef t of 61.3 kilograms of low-enriched uranium dioxide powder (UO,) because all such stolen SNM was recovered by the FBI and was placed back in i l inventory. Brief background information on that Abnormal Occurrence might be included in the ID section, e. g., similar to that in the other Significant Items section of the public release in January 1980 (see Enclosure 2) or to pertinent paragraphs on pages,1,39 and 171 of of NRC's Annual Report to Congress (see Enclosure 3). 4. The press release should be expanded to more fully inform the public about the aforementioned ID's at j NFS-Erwin and GE-Wilmington, and should mention the new DOE classification decision on certain i ID's. . 5. Note that the Inspection Results section states that the NFS-Erwin ID " exceeded regulatory requirements" I (page 31). Actually, the ID exceeded a 9-kilogram action threshold that was specified by a unique license condition for the Erwin facility (in contrast to any generic NRC requirement). 6. The release of the document should be coordinated with OCA to ensure appropriate notification of relevant Congressional committees. The Office of Inspection and Enforcement was informed of this action by telephone on September 2, 1980. It is our understanding that copies of the report can be available for wide distribution by September 19, 1980. B.
