I HIGHLIGHTS OF WEEKLY INFORMATION REPORT Week Ending August 27, 1982 l

North Anna, Unit 2 Af ter an unscheduled 47-day shutdown (repairs to SG's and removal of degraded sleeves), the plant restarted on August 21. The following day the plant shut down when a massive fault occurred in the main B-transformer. This fault is believed to be similar to the series of five transformer faults which occurred l

l earlier. The fault, believed to have started in the bushing, fractured the transformer casing in two areas. There is no restart estimate.

Wolf Creek, Unit 1 On August 20 Kansas Gas & Electric announced a delay in the commercial operation date of the plant from May 1984 to the spring of 1985. Delays are due to new Federal safety regulations and stricter quality requirements; increased costs will be about half a billion dollars.

1 Rancho Seco On August 20, the plant began a return to power operation following repairs.

Waterford, Unit 3 LF5L announced a delay in fuel load until May 1983 and in commercial operation

Washincton Public Power Supoly System (WPPSS), Unit 2 NMSS issued a r.aterials license to WPPSS for handling fuel assemblies for Unit 2.

4 0FFICE OF NUCLEAR REACTOR REGULATION ITEMS OF INTEREST Week Ending August 27, 1982 After an unscheduled 47-day shutdown (repairs to SG's and removal of degraded sleeves), North Anna Unit 2 restarted on August 21, 1982. On August 22,1982,' at 7:30 a.m., North Anna Unit 2 was at 30% power when a massive fault occurred in the main B-transformer causing immediate shut-down. This sixth fault is believed to be similar to the series of five transformer faults which occurred at North Anna Unit 2 during the fall and summer of 1980 and 1981, respectively. No fire occurred in this latest E-transformer fault; however, the transformer casing was fractured and split in two areas. The fault is believed to have initiated in the bush-ing. There is no estimate to when North Anna Unit 2 may be ready for restart.

Wolf Creek Generatine Station, Unit 1 Kansas Gas & Electric Ccmpany, in a press release. issued August 20, 1982, announced a delay in the " completion date for the plant" until the spring of 19E5. This is the new commercial operation date; previously the utility

rojected May 1984 as the commercial operation date. The reasons cited by the utility for the delay were "new federal safety regulations and continu-ally stricter quality requirements." The utility estimates that the change in the completien date will increase the cost of the plant from $1.9 billion to between $2.3 and $2.5 billion.

F.ancMo Seco ? uclear Generatino Station On August 20,19E2, the Rancho Seco facility began a return to power operation following a shutdown in April 1982 to repair cracks found in a nozzle safe-l end. The repairs included replacing the "A" and "B" noz:les and installing

modified thermal sleeves.

During the no::le repair shutdown, damage to the steam generator internal auxiliary feedwater headers was identified. The internal header was discon-nected, retired and replaced with an external feed system.

Waterford 3 On August 25 NRR was informed that local newspapers reported that LP&L has announced a delay in commercial operation of Waterford 3 until January 1984 and in fuel lead until May 1953.

Ef fluent anc Environmental (Raciolocica*.) Information Licuid effluents from the TMI site released to the Susquehanna River after processing, were made within the regulatory limits and in accorcance witn NRC reccirements and City of Lancaster Agreement dated Februa ry 27, 1950.

During the period August 20, 19E2, through August 26, 1982, the effluents centained no detectable radioactivity at the discharge point and individual effluent sources, which ori inated within Unit 2, contained no 3

detectable radioactivity.

Environmental Protection Agency (EPA) Environmental Data The EPA Middletown Office has not received the environmental Kr-85 analytical results for the samples which were taken July 31, 1982, through August 27, 1982, from the EPA's Counting Laboratory at Las Vegas, Nevada. These results will be included in a subsequent report.

No radiation above normally occurring background levels was detected in any of the samples collected from the EPA's air and gamma rate networks during the period from August 18, 1982, through August 26, 1982.

Licensee Radioactive Material and Radwaste Shioments On August 23, 1952, seven LSA boxes and one solidified Hittman liner was sni;;ed from Uni 1 to the Barnwell Waste Management Facility, Earnwell, South Carolina.

On August 24, 1932, seventy-one drums of Unit 1 and Unit 2 contaminated laundry were shipped to Interstate Laundry, New Kensington, Pennsylvania.

On August 25,19E2, a Unit 2 EPICOR 11 prefilter (PF-1) was shipped to EG55 Incorporated, Idaho Falls, Idaho.

On August 25, 1952, #ive sr.ubbers from the Unit 2 reactor building were shipped to Wyle Laboratories, Huntville, Alabama.

Maior Activities 1.

Submer;ed Demineralizer System (SDS). SDS processing of Batch 33 was stoppec Tuescay, August 24, 1952, after high strontium was detected in the effluent from the system. This is a normal indication that a cemineralizer vessel chance out is necessary. Processing of Batch 33

Peactor Building Entries. Three reactor building entries were conducted curing the past week (August 23, 25, and 27, 1982). During the entries an' attempt was made to uncouple the leadscrews from all the 61 control

{

rods and the eight axial power shaping rods. The uncoupling appeared successful in all but three cases. Three control rod leadscrews were left coupled to their spider assemblies after repeated attempts to l

uncouple the bayonet type connections were unsuccessful. Prior to reactor vessel head removal, the iendscrews are normally uncoupled from i

the spider assemblies and raised to a parked position inside the control rod drive mechanisms. Following the uncoupling attempts this week, all control rod housings were left vented to the reactor building to prevent accumulation of potentially explosive gases.

An attempt to inspect the reactor building below the 305 ft. elevation

~

with a closed circuit television camera was delayed due to camera transmission problems.

During the week of August 30, 1982, the licensee plans to initiate an 1

l experiment to measure the rate of gas generation in the rea'ctor vessel.

A manometer will be connected to the center most control rod drive mechanism to measure the rate of pressure increase (gas generation).

Additionally, the gas collected in the manometer connecting hoses will be sampled. Gas samples will also be taken from the pressurizer and the hot leg high point vents.

A reactor building decontamination program is scheduled to start in l

September. The proposed decontamination techniques are similar to those used during the gross decontamination experirent. The proposed program will incluce decontamination of the reactor building dome, the polar crane, anc inside the "D" rings.

4 EPICOR II Prefilter Shipment. On August 25, 1982, the second in a series f

of 49 EPICOR 11 Pref 11ters (PF-1) was shipped from TMI to the Idaho National Engineering Laboratory (INEL) in Scoville, Idaho. The PF-1 liner and shipping cask were inerted with nitrogen as an added safety precaution to insure no combustible gases would exist during shipment.

The gas compositien in the liner will be maintained at <2.5% hydrogen and

<0.St oxycen. Tne Department of Energy (DOE) took possession of this waste ensite and will ccnduct R&D testing at the INEL facility. The PF-1 i

liner is scheduled to arrive at INEL on August 30, 1982. GPU is currently making preparations for the shipment of EPICOR 11 PF-2 the week of September 7, 1982.

On Wednesday, September 1,1982, Lake Barrett will meet with the Concerned Mothers of Middletown to discuss the Atomic Safety and Licensing Board's decision on the examination cheating as well as Unit 2 cleanup issues.

On Tuesday, September 28, 1982, Lake H. Barrett will participate in a public meeting sponsored by the Hershey League of Women Voters to discuss TMI Unit 2 cleanup issues.

OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Endino Auoust 27, 1982 Plutonium Air Transport The staff has received a request from the Department of Energy (DOE) that i

operational controls pertaining to onboard location and special tie-downs for shipment of plutonium by air be deleted or modified.

i The operational controls are part of the qualification criteria the Commission certified to the Congress to satisfy Public Law 94-79 enacted on August 9, 1975 that a safe shipping container for air transport of plutonium had been developed and tested and that the container would not rupture under crash and blast-1 testing epuivalent to the crash and explosion of high-flying aircraft. The criteria received an independent technical review and endorsement by both the NRC Advisory Committee on Reactor Safeguards and the Aeronautics and Space Engineering Board of,the National Academy of Sciences.

The DOE indicates that there are significant problems of high cost and air carrier complications that affect timely transit of small-quantity inter-national safeguards samples. Shipments are to be made in support of International Atomic Energy Agency and the Treaty on the Non-Proliferation of Nuclear Weapons.

Washincton Public Power Supply System Materials License Issued Materials License No. SNM-1890 was issued on August 25, 1982 to the Washington Public Power Supply System (WPPSS) authorizing the receipt, possession, inspection and storage of fuel assemblies for WPPSS Unit 2.

The license also authorized possession and use of small quantities of SNM in Sb-Be neutron sources.

i. The Director, IE, the Director of the Enforcement Staff, IE and IE staff met with Region IV staff on August 26, 1982 in the Regional Office to discuss pending enforcement cases, ii. The Deputy Director, IE met with Region II staff and representatives from Carolina Power and Light Company on August 24, 1982 to discuss the licensee's corrective action plan, b.

Division of Emergency Preparedness

i. On July 28, 1982, INPO informed the NRC that the INPO evaluations of emergency preparedness programs called for in the coordination plan for 1983 would not be conducted separate from other INPO evaluations. Because of budget constraints, INPD proposes to add emergency preparedness areas to the scope of their current evaluation and assistance team visits. This formulation may not 6E2 ENCLOSURE D 0

, provide NRC the requisite information on licensee preparedness that would allow a reduction in the NRC inspection program.

Negotiations with INP0 will continue to see if additional resources will be made available by INPO to carry out the programs discussed in the coordination plan. INPO may be in a position to evaluate exercises in July 1983.

ii. Deputy Director, DEP and Deputy Director, EDO met with the Assistant Secretary for Health to discuss NRC and Health and Human Services (HHS) medical /public health liaison during an emergency as well as matters related to potassium iodide.

iii. Director, DEP met with the PNL staff on August 23-25, 1982 to discuss the 1983 Contractual Scope of Work and to review FY 82 accomplishments.

iv.

An Emergency Preparedness Appraisal Team began their inspection at the Shoreham facility on August 23, 1982.

Division of Reactor Prograns

i. The Director, DRP, the Chief of the Reactor Operations Branch and staff met with INPO representatives on August 24, 1982 to discuss the INP0 evaluation program and the coordination plan for INPO evaluations and PAT activities.

ii. The Director, DRP, the Chief of the Reactor Operations Branch

and staff briefed the ACRS Subconmittee on Reactor Operations on i

August 25, 1982 on the PAT and SALP programs.

iii. Division staff will visit the TVA Bellefonte site during the week of August 30, 1982 to September 3, 1982 to obtain construction status information in preparation for the Construction Assessment Team Inspection to begin later in September.

Division of Engineering and Quality Assurance

i. A neeting between representatives of IE, AEOD and RES was held August 24, 1982 to review draft revisions to 50.72 and 50.73 resulting fron industry comments and further staff review.

The two proposed rules are currently being compared for consistency.

The two rules will be forwarded in one commission paper to maintain that consistency. AEOD and IE are preparing the commission paper assisted by RES.

ii. A discussion was held with an INP0 representative on August 24, 1982 to discuss NRC/INPO coordination on potentially generic conmunications.

The potential benefit is conservation of IE and INPO resources thru reduction ir duplication of effort.

The report is now under review by RES and NRR. The results will be factored into RES plans for furture Semiscale facility developments.

LOFT In a pretest run to power, with control-rods positioned identically as in the last test. L2-5 fuel temperatures were measured to provide comparisons with those taken in L2-5. This data indicated that clad ballooning during L2-5 does not cause a safety concern. The reactor is now being brought to power in preparation for the first in a i,

series of L6-8 tests. This series, which will continue until about September 1 will consist of two control-rod withdrawal transients, three sets of maneuvers to recover.from a; simulated steam generator tube rupture, and one natural circulation test with primary system partially voided and a low thermal driving force.

Km. H. Zimmer Nuclear pcwer Station, Unit 1 On August 24, 1982 the Atomic Safety and Licensing Board issued a Memorandum and Order ruling upon the Applicants' Motion for Reconsideration and Clarification of the Licensing Board's Initial Decision of June 21, 1982.

In its Orcer the Licensing Board stated that its earlier decision did not authorize the issuance of an operating license for the Zimmer facility restricted to 5% of rated power in that there was pending before it a motion to admit eight safety-related issues. However, in that these issues have now been rejected pursuant to the Commission's Order of July 30, 1982, the Licensing Board concluded that it perceived "no bar to now authorizing the Director of Nuclear Reactor Regulation, upon making the findings prerequisite thereto, to issue a license authorizing fuel loading and low power operations not in excess of 5% of rated power." The Board stated, however, that its authorization was subject to any further action by the Connission pursuant to the Intervenor's pending motion requesting reconsifieration cf the Commission's Order of July 30, 1982.

On Wednesday Professor Jean Teillac, Hign Commissioner of the French Atomic Energy Canmission, toured TMI and met briefly with Lake Barrett, Deputy Program Director of the TMI Program Office of NRR.

On Wednesday Dr. M. J. Knight, Senior Lecturer in Engineering and Environmental Geology of the Australian University of New South Wales, met with G. F. Birchard, of the Waste Management Brancn of the RES Division of Health, Siting, and Waste Management, to discuss regulatory research on waste disposal.

Prcoosed Fetransfer of Secarated Plutonium from France to Jacan On August 26, staff members from IP and NMSS met with representatives from ACDA and the Departments of Energy, State and Defense to discuss physical Security and transportation arrangements for the proposed retransfer of 105 tonnes of plutonium (separated from the reprocessing of U.S.-origin material) fro France to Japan.

  • Applications for Import of Foreien Enriched Uranium for Domestic Use Florida Power and Light proposes to import 30,000 kilograms of European-enriched and owned uranium as reload fuel for its Turkey Point facility (Edlow International Company Application ISNhS2010). The Office of the Uranium Enrichment and Assessment, DOE, has exhibited interest in this proposal because of the effects the import of foreign-enriched materials may have on the domestic enrichment program. DOE has suggested further that the possibility exists that foreign enriched uranium may be dumped on the U.S. market at prices less than the cost of production.

In a separate, but somewhat related, application (ISNM82015), Phibro-Salomon, Inc.

recently made application for the import, over a 5 year period, of 500 tonnes of uranium, with enrichments up to 5 weight percent U-235, for possible use in unspecified domestic programs.

(The staff views the Phibro-Salomon application at this time as speculative, that is, one for whic.%.no confirined source of supply or end use is in place, but the license is reouested for use if an opportunity arises.) This application, too, has raised the interests of DOE as well as several private firms.

Conference of Radiation Control Program Directors The Executive Board of the Conference of Radiation Control Program Directors (CRCPD) met last week in Reno, Nevada, the site of the May,1983 annual meeting. Great concern was expressed regarding NRC's proposed changes in Part 35 regarding licensing of medical users of radioactive materials; an ad hoc committee was appointed to present comments to NRC.

Northeast Interstate Low-level Radioactive Waste Management Compact NRC reviewed and commented on the discussion draft copy of the July 7 Northeast Interstate Low-Level Radioactive Waste Management Compact in a letter dated August 17, 1982 to David Arnold, Executive Director, Coalition of Northeastern Governors (CONEG). The States negotiating under the auspices of the CONEG Low-Level Waste Policy Working Group are Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island and Vermont.

Northwest Low-level Radioactive Waste Compact U.S. Senator Gorton (Washington) introduced on August 12,1982, 52829, a bill granting the consent of Congress to the Northwest Interstate Compact on Low-Level Radioactive Waste Management. It was referred to the Committee on the Judiciary. The bill, as introduced, changes the effective date of the Compact from July 1,1983 to January 1,1986, thereby making the effective date compatible with the Low-Level Waste Policy Act.

$N Week Ending September 10, 1982 j

s San Onofre, Unit 2 On September 7 NRC issued an amendment to the operating license authorizing full power operation. The plant is scheduled to achieve 100% power for the first time in late December 1982.

Zion, Unit 2 The plant has been shut down to investigate another incidence of turbine blade failure, almost identical to an occurrence that happened about a year ago. It is expected to take a least two weeks to repair the turbine.

Davis-Besse, Unit 1 The plant started its third cycle of power operation on September 3 after a i

174-day extended outage--over double the length of outage originally scheduled.

1 Power operation at 100t is expected to be achieved by about September 11, 1982.

Femi, Unit 2 The Board of Commissioners of Monroe County, Michigan reouested leave to intervene in the operating license proceeding because of recently apparent cefects in offsite emergency planning at the local level.

NRR is preparing a response.

LOF-A series of six nuclear tests were cendui:ted in the LOFT facility at INEL to simulate acnormal or unusual occurrences in a PWR and to simulate the capability of plant protection systems or operator procedures to return a reactor to a safe shutdown conditien. Plant recovery was successful and systems functioned as expected.

A Comerce Department expert license application has been submitted for the proposed shipment of reactor equipment to South Africa. The Executive Branch is currently withholding its judgment on this application pending completion of a high-level Executive Branch review of nuclear export policy toward South Africa. NRC has been invited to participate as an observer in this policy review.

Nuclear Non-Preliferation Hearine At a hearing of the Subcommittee on International Security and Scientific Affairs and tne Subcomittee on International Economic Policy and Trade Executive Branch speakers indicated that adoption of proposed amendments to the Nuclear Non-Prolifera-tion Act would encumber the export-related review process and further enhance the perception of the U.S. as an unreliable trading partner.

l OFFICE OF ADMINISTRATION ITEMS OF INTEREST FEEK ENDING SEPTEMBER 10, 1982 First Circuit Court of Appeals Decision On July 19, 1982, the First Circuit Court of Appeals decided New Ennland power v. NRC concerning the assessment of fees for withdrawn applications.

ine Court held that applicants may not be billed for the cost of reviewing

withdrawn applications where the request for withdrawal was filed before November 6.1981, the effective date of the Commission's interpretative rule concerning this matter. On August 16, 1982, the Commission approved the OGC recommendation set forth in SECY-82-321 that further court review of the First Circuit decision not be pursued. As a result of the Court decision, and the Commission's action on this matter, outstandino invoices, for withdrawn f acility construtt1on permits and certain caterials acclications, totelling about $10.7 mil' lion are being cancelled.

The Davis-Besse Unit No.1 started its third cycle of power operation on l

i September 3,1982 after a 174-day extended outage. The refueling outage t

was scheduled to last only 75 days but was prolonged to repair damaged j

internal auxiliary feedwater headers in both once-through steam generators.

Major activities during the outage included: 1) fuel loading for a nominal j

230 EFPD cycle with Technical Specification flexibility to extend cycle to l

l a maximum of 278 EFPD, 2) eddy current testing of steam generator tubes, l

3) automatic reactor inspection system (ARIS) inspection of the reactor i

vessel nozzle welds, 4) replacement of numerous eleventh stage buckets on l

Reactor Buildinc Entries. Reactor building entries were conducted on Weonesday, Septemoer 5,1982 and Friday, September 10, 1982. The most labor intensive tasks conducted during the entries involved polar crane damage assessment and continued remote decontamination of th? 282 ft, elevation.

The weekly primary system water sample was taken. A gas sample was collected from the center control rod drive mechanism (CRDM), to determine the composition and the generation rate of gases from the core.

The center CRDM had been isolated and inerted with nitrogen on September 3,1982. A " Base Line" gas sample that was taken then indicated the following:

EPICOR II Prefilter Shiorent. Preparations are being completed for the sniprent cf a inirc un a series of 49) EPICOR 11 prefilters to Idaho hational Encineering Laboratory (INEL). On-site gas measurements anc nitrogen inerting of inis EPICOR 11 PF-2 waste liner have been completed.

The initial gas sanple indicated 4.5% hydrogen, 955 nitrogen and non-cetectable (<0,55) oxycen. The PF-2 liner, which contains approximately 1500 curies of r.ixec fission products, was inerted with nitrogen to recute the hydrcgen concentration to <0.25.

The hydrogen gas gereration rate in.PF-2 incicated an acceptable storage ano shiptent perico in excess of 70 days. Because of shipping cask availability delays, PF-2 will continue to be stored in the solid waste storage facility (SWSF) and is scheduled for shipment October 5,1982.

To expecite future shipments, the licensee is making preparation for sampling and inertine PF-6.

The PF-6 liner, which contains approximately 170 curies of fission products, will be placed in an existing SN-1 type B shipoinc cask (designed to withstand transportation accidents) to determine if this relatively low curie liner can meet the DOT /NEC dose rate recuirements. This demonstraticn is expected to be ccmpleted b., the end cf September 1982.

The major item discussed was possible modifications to the existing process monitoring system which would improve response actions and the reliability of alarus.

Edlow Internation Company - East Saint Louis, Illinois Soecial Nuclear Materials license number 1903 was issued to Edlow International Company on September 3, 1982. The license is for the receipt and storage of up to 1,500,000 kg of UF, enriched to 5% U-235. The material will be stored in l

30" cylinders in a waFehouse in East Saint Louis, Illinois.

Soent Fuel Cask The General Electric Company and Carolina Power and Light Company have suspended use of the Model No. IF-300 rail cask for shipment of BWR spent fuel. The weight of the BWR fuel basket was found to be higher than analyzed. The higher weight of the fuel basket effects the stability of the basket and its ability l

to provide nuclear criticality control following the 30-foot free drop. The IF-300 cask will not be used for BWR spent fuel shipment until compliance with the requirements of 10 CFR Part 71 is demonstrated to NRC.

A series of six nuchar tests were conducted in the Less-of-Fluid Test (LOFT) reactor during the period August 26-31, 1982 4

The tests at INEL were designed to simulate abnomal or unusual i

occurrences in a large commercial pressurized water reactor and to simulate the capability of plant protection systems or operator 4

procedures to return such a reactor to a safe shutdown condition.

Two tests in the stries simulated the unexpected withdrawal of reactor control rods, which control the power ou,tput of a nuclear fuel core. Two control rod withdrawal rates--one slow and the other fast-- were investigated. In both tests, withdrawal of the control rods resulted in an increase in reactor power and a subsequent increase in the reactor conling system temperature and pressure.

In the two tests, the automatic plant safety features safely shut l

down the reactor without relying on cperator intervention.

Three tests were designed to evaluate the effectiveness of operator i

recovery procedures when a small break in a pipe less than one inch 1

in diameter, occurs. The first two tests simulated a rupture 1

of a single tube in a steam generator. In the third test, a small

}

break in a pipe in the reactor's coolant system was simulated to

]

allow water to leak into the reactor containment building.

i The plant recovery procedures examined in each of the three tests were designed to reduce the primary coolant system pressure as rapidly as possible in order to minimize the leakage of radioactive water from the reactor vessel into the secondary coolant system, where it is more likely to escape into the environment. Each of the recovery procedures was effective in rapidly reducing the reactor cooling system temperature 2nd pressure.

The final tests in this six-test series investigated a plant recovery i

procedure after forming a steam bubble in the upper part of the reactor vessel above the nuclear fuel. In this case, the reactor SEP 101322 EnctosrRE E i

operators lowered the temperature of the reactor cooling system while injecting water from an emergency backup system to refill the reactor vessel. The procedure was readily accomplished without allowing the water level in the reactor vessel to drop below the top of the nuclear fuel.

During some period of the tests, certain system conditions such as pressure and power changed at rates which were faster or slower than had been predicted. The overall system functioned as expected and it appears that all test objectives were met.

The next test in NRC's LOFT test program is an A'nticipated Transient with Scram, initiated by a loss of all offsite power. This test, designated L9-4 is scheduled for September 22, 1982.

Semiscale The Semiscale report covering the primary feed and bleed test is being reviewed in draft form by RES and NRR. The report addresses the results of the feed and bleed test by comparing the results with a RELAPS test calculation, a RELAP5 calculation for a RESAR-3 plant, and the results of LOFT loss of feedwater tests which included feed and bleed cool down. Presentations ar'e being prepared for the ACRS on the test results.

Data Bank Data from Test 2201 of the GE Single Heated Bundle Facility were added to the data bank. Test 2201 was a refill-reflood performance

^ test.

RELAP5 As a result of independent assessment effort, some modeling deficiencies i

in RELAPS/ MOD 1 have been identified. Some of the RELAP5 code developers are currently fixing these deficiencies.

2D/3D Miniature flow turbine flow meters have been successfully used in the Japanese Cylindrical and Slab Core Test facilities to measure velocities of two-phase fluid. Hcwever, the stainless steel ball bearings used in these turbine flow meters had to be replaced j

every four tests, which became a significant maintenance item.

Also, with the stainless steel bearings the flow measuring range is only one decade; e.g.,1-10 m/s. Occasionally this constraint becornes significant because the upper limit of the measuring i

range is set by the worst case flow velocity in order to protect l

turbine from overspeeding and a decade from this upper limit may not extend far enough to cover all pf the interested range. EG&G is investicating whether improved graphite bearings can be used to extend the service. life and the measuring range.

Arrangement for the Exchange of Technical Information and Cooperation in l'

Regulatory and Safety Research Matters" in the Hague on Wednesday, September 15, 1982. Chairman Palladino had planned to sign this arrangement in the Netherlands, before his travel was cancelled.

The Swiss Federal Office of Energy (F0E) this week returned to IP the completed renewal of the "NRC-F0E Arrangement for the Exchange of Technical Information j

and Cooperation in Nuclear Safety Matters." It was signed by Dr. Eduard Kiener, 1

Director of the F0E, in Bern on August 10, 1982. The EDO had signed it for NRC in Bethesda on July 20. (See Items for weeks ending 7/23, 7/9, and 6/4/82.)

IP has sent the arrangement to SECY for certification.

On Monday Dr. Christopher 0'Farrelly of the Electricity Supply Board of Ireland j

presented a lecture to the NRC staff on the utilization of designed safety f

features in developing margins of safety in reactor operation.

staf f of NRR, RES, AEOD, and IP to discuss NRC representation on various Working Groups of the NEA's Committee on the Safety of Nuclear Installations (CSN!).

l i Foreign Visits to NRC Cont'd On Tuesday and Wednesday Professor Yasumasa Togo of Tokyo University, and Technical Advisor to the Japan Science and Technology Agency (STA), and Assistant Professor Hideki Kodaira of Tokyo University toured Sandia to discuss severe core damage in LWRs and FBRs and visited LASL to discuss accident sequence analysis and related computer codes. Due to a personal illness, the visitors were unable to come to NRC on Friday as scheduled.

On Wednesday Commissioner Oscar Jimenez Reynaldo of the Spanish Consejo f'

de Seguridad Nuclear (CSN) met with Commissioners Gilinsky, Ahearne, and Roberts as well as Messrs. R. B. Minogue and G. Arlotto, RES, and Messrs.

j T. Ippolito and W. Kane, NRR. Mr. Jose Villadoniga, a CSN assignee in NRR, and Dr. J. D. Lafleur and Ms. Donna Chenier, IP, also participated in the meetings.

House Nonproliferation Hearino On September 8 IP staff attended a hearing of the Subcomittee on International Security and Scientific Affairs and Subcomittee on International Economic Policy and Trade regarding proposed legislation to amend the Nuclear Non-Proliferation Act of 1978. Speakers at the hearing from the Executive Branch were James Devine, State; Kenneth Davis, DOE; A. Turrentine, ACDA; and B. Denysyk, DOC. -James She.

Director, IP, provided NRC viewson the proposed amendments.

The consensus of the Executive Branch speakers was that adoption of the proposed amendments to the NNPA would encumber the export-related review process and further enhance the perception of the U.S. as an unreliable trading partner.

l Review of 10 CFR Part 810

At the September 8 House hearing it was revealed by DOE that revisions to 10 CFR Part 81C (nuclear technology transfers) would u published in the Federal Reaister soon.

IP subsequently received, and is reviuang, a copy of the proposed revisions.

NRC had already indicated, in a July 22 letter to Congressman Zablocki, that it intends to support a proposed change that would tighten DOE's Part 810 controls 50 that they coincide with the export controls on nuclear material and equipment l

exercised by NRC under 10 CFR Part 110. Staff comments on the proposed revision will be forwarded soon to the Comission.

  • TMI Uoorade Exoort to South Africa A Comerce Department export license application has been submitted involving

'1 the proposed shipment of TMI upgrade health and safety-related reactor equipment to South Africa for installation in the Koeberg nuclear power station. The Executive Branch is currently withholding its judgment on this application perding completion of a comprehensive high-level Executive Branch review of nuclear export policy toward South Africa. NRC has been invited to participate as an observer in this policy review.
