Written notification has been received from DDE that they assumed possession l

and control of the West Valley facility on February 25, 1982, in accordance with the West Valley Demonstration Project Act and as permitted by the amend-ment of the facility license issued September 30, 1981 by the staff.

Uranium Milling and Mining (Nebraska)

By letter dated February 18, 1982, Governor Thane of Nebraska requested that I

the Commission reassert its authority over uranium mining and milling activi-ties in that State since the State does not have the necessary legislation or regulations to protect the public health and safety from such activities.

The State expects to receive a license application for such activity in the next few months.

i The Appeal Board (ASLAP) has completed its preliminary examination of recently prepared NRC staff and VEPCO written testimony regarding turbine missiles.

l Turbine missiles has been an open issue in the North Anna ASLAP proceedings l

since February 27, 1978.

The ASLAP has informed the utility that there is no necessity for an additional evidentiary hearing regarding turbine missiles. Absent further word to the-i contrary, the utility may now assume that the issue will be decided by the Board l

on the record as it now stands.

,i Crystal River Unit 3 (CR-3)

.At 8:40am on March 2,1982, CR-3 started operation following a one month shutdown to repair a leak in the makeup line to loop A reactor i

inlet line. The repair consisted of replacing the safe end, the thermal sleeve, the check valve and adding about 5 inches of pipe between the safe end and the check valve. In addition, strain gages, i

thermocouples and accoustic monitoring was added to the line. The minimum by pass flow through the makeup line was also increased from l

IGPM to about 15GPM.

g R. E. GINNA On March 1, 1952 members of the NRC staff met with RG&E to discuss the preposed recovery program for R. E. Ginna. RG&E presented results of its steam generator (S/G) inspections to date, including videotape of the damage l

sustained by seme of the peripheral tubes. RG&E presented an outline of its overall recovery program for the "B" S/G. They presented a written submittal j

re:;uesting permission to remove a small number of S/G tube sections for metallurgical examination in order to obtain additional information necessary 1

to finalize repair plans and to assist in determination of the failure mechanism.

The NRC staff concurred with the proposal and instructed RG&E to inform the NRC if additional tubes that might provide valuable information are to be removed.

Upon completion of the tube sample removal, RG&E will perform previously planned-maintenance to the upper portions of the steam generator while formulating its final course of action. The licensee expects to be able to return for a meeting with the staff to present its finalized recovery program in the next two or three j

weeks.

Later in the day on March 1,1982, the pilot hole was completed in the side of the "B" 5/G in the vicinity of the ruptured tube. Visual inspection through the hole showed that the two tubes (R43C55 and R44C55) in front of the ruptured tube (R42C55) are severed near the tube sheet.

River after processing, were made within the regulatory limits and in accordance with NRC requirements and City of Lancaster Agreement dated February 27, 1980.

During the period February 26, 1982, through March 4,1982, the effluents contained no detectable radioactivity at the discharge point and individual effluent sources, which originated within Unit 2, contained no detectable radioactivity.

Environmental Protection Agency (EPA) Environmental Data.

The EPA Middletown Office has not received tha analytical results for Kr-85 measurements around the TMI site from the EPA's Counting Laboratory at Las Vegas, Nevada. When these results become available, they will be included in a subsequent report.

No radiation above normally occurring background levels was detected in any of the samples collected from EPA's air and gamma rate networks during the period from February 24, 1982 i

through March 4, 1982.

Reactor Buildino Entries.

Four reactor building (RB) entries were concutted during the past week. Entries were originally scheduled l

for Tuesday, Wednesday, and Thursday (March 2, 3, and 4,1982).

Due to mechanical problems, all the scheduled gross decontamination experiment tasks were not completed during the entries and an additional entry was made on Friday in an attempt to get back on schedule.

On Friday, minor operational problems arose with the high pressure pump which supplies flush water to the RB and the entry was terminated.

Despite the problems, a low pressure flush of the 305 f t. elevation surfaces was completed and some decontamination was performed on the polar crane.

The pump leak is being repaired and it is expected that the gross decontamination experiment will continue next week.

Prior to the start of the gross decontamination experiment, the water level in the RS was pumped down to approximately six inches (s30,000 gallons) above the RB sump. The decrease in water depth from approximately eight feet to six inches did not produce a detectable change in the RB ambient radiation levels. The decontamination experiment in addition to removing some of the loose surface contamination, will dilute the radioactive water remaining in the RB basement. Several thousand gallons of water will be added to the sump during the decontamination experiment.

The sump water will be eventually processed with the SDS.

0FFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending March 5,1982 Korean Safecuards On February 25, 1982, a Division of Safeguards representative met with Dr. Kang, Director General of the Korean Atomic Energy Bureau, to discuss the status of material control and accounting regulations. The US has been providing assistance to the Republic of Korea in the development of a State System of Accounting and Control (SSAC) during the last several years. Dr. Kang indi-l cated that a final draft should be forthcoming in early CY83.

1 Exxon LEU Nuclear Material Control Licensing Section personnel met with Exxon managenent staff on February 26, 1982, to discuss proposed changes to the Fundamental Nuclear Material Control Plan for the low enriched uranium operations. Topics l

included the concept of a single material balance area, loss localization, l

and improving the item control program.

Exxon is expected to make a formal l

submittal of changes by late spring.

Clinch River EIS A meeting was held on February 26, 1982, with Paul Leech, Clinch River EIS Project Manager, and ELD.

Mr. Leech gave us the 1976/77 interrogatories, staff responses, and admissions related to safeguards and schedules were developed for reviewing and updating this material.

ELD agreed that our proposed approach of reviewing DOE's EIS at a general safeguards systems and performance capability level is appropriate. Subsequent meetings on CRBR were held with the NMSS technical assistant contractor (PNL) on March 1 and with DOE on March 2 to discuss the deficiencies in DOE's submittal.

Homer Lowenberg indicated that the fuel cycle and safeguards environmental review would be considered to have started on March 1,1982. We informed DOE that we would need all additional information, except the cost data, by March 10,1982, and the cost data by March 17, 1982, and that any delays in completion of their submittal would adversely affect our ability to meet our schedule.

2 Nuclear Fuel Services (NFS)

On February 25 a member of the Fuel Cycle Licensing staff attended a meeting at NRC's Region II office with the Region 11 staff and the Nuclear Fuel Services' (NFS) Erwin, Tennessee' staff. The meeting was called at the request of NFS to discuss the results of Region II's evaluation of the radiation safety practices at NFS. After the discussion NFS agreed to provide Region II with formal responses to the significant findings.

West Valley Written notification has been received from DOE that they assumed possession and control of the West Valley facility at 11:45 p.m., February 25, 1982, in accordance with the West Valley Demonstration Project Act and as permitted by the amendment of the facility license issued September 30, 1981 by the staff.

Formal notification of the transfer also is being transmitted by the co-licensees.

Spent Fuel Storace On March 1,1982 NMSS and NRR staff met with VEPC0 representatives to discuss spent fuel storage options being considered by VEPC0. These options include increasing capacity through re-racking of the North Anna 1&2 pool and construc-tion of a large capacity pool as part of North Anna 3.

VEPC0 also expressed interest in dry cask storage of fuel at its Surry site if trans-shipment of fuel from Surry to North Anna is not permitted. VEPC0 is considering such an application in 1984 to take advantage of staff evaluation of topical reports from dry cask vendors and the TVA demonstration of dry cask storage (TVA is expected to file for license authority in late FY83 or early FY84 for license authority for the demonstration). Timing of the license review on the VEPCO application was discussed because the Surry site is expected to lose full core reserve in 1985 and fill the existing pool in 1987.

Further reracking or rod consolidation at Surry does not appear feasible because of structural considerations.

On March 2, 1982 NMSS staff met with Ridihalgh, Eggers and Associates (REA) on a topical report to be submitted by REA for its dry spent fuel storage cask design. The topical report will describe the cask design selected by DOE for demonstration testing, probably at the TVA Browns Ferry site. The steel and lead cask will have a capacity of 52 BWR assemblies (10 MTU) or 24 PWR assem-blies (11.5 MTU) that have aged 5 years or more. The REA topical report was delayed as a result of the DOE proposal, but is now scheduled for submittal to NRC by July 1982.

3 Meetino with the Veterans Administration On Tuesday, March 2,1982, Dr. William Walker and Patricia Vacca of the Material Licensing Branch, Medical and Academic Section, m6t with Dr. James Smith, Veterans Administration's Nuclear Medicine Program Coordinator. They discussed the VA's electronic transmission system for remote nuclear medicine services. Diagnostic studies are perforred at a remote site and the resulting image is then transmitted to a large center for interpretation. Some problems of isotope user qualifications must still be resolved before the system can be expanded. The NRC staff proposed a solution involving additional VA sponsored training for the physician at each remote site. The VA will study the new proposal.

Discussions have been held with VEPCO, Duke Power, Northeast Utilities and General Public Utilities. Although varying somewhat in detail, each utility has invested significant resources in an effort to screen out candidates for employment with undesirable tendencies or records and to prevent employees from working who were under the influence of alcohol or a controlled substance.

Debris / Concrete Interactions Tests are being conducted at Sandia to evaluate the interaction of hot core debris with concrete and to determine the effects of pre-or post-A test, completed March 2,1982, consistgd of water flooding with water.

A stable added to a 10 inch thick bed of steel particles heated to 1340 pool of water was established over the debris bed. Erosion of the limestone concrete, downward and outward through the 4 inch wall of the crucible, occurred in a couple of hours. The debris bed was induction heated and consisted of 100 lb. of 3 m diameter steel particles.

The test was instrumented with numerous thermocouples, gas emission samplers, boiling and steam generation sensors, and upward heat flux measurement devices.

Preliminary results will be presented at the RES midyear review in the latter part of March.

NRC received a request for COBRA / TRAC code from Battelle Institute in Frankfurt, West Germany.

The RAMONA-3B code (which has 3-D nucleonics capability) was used at BNL, 4.

to calculate a postulated partial ATVS. Calculations of this test problem were performed in order to test and demonstrate the capabilities of the code.

The results show continuous relief valve cycling and oscillations of system pressure, core power with flow rate, voids, etc.

Critical heat flux conditions were not reached during these calculations.

These calculations and results will be presented in the RAMONA-3B Manual Report to be released to NRC by March 15, 1982.

On March 5,1982, the Commission issued an Order denying a request of Governor Brown that the Commission take direct review of the December 23, 1981 decision of the Licensing Board in this proceeding disallowing the l

Governor's contention that: "Neither PG&E's onsite plan nor the County or State offsite preparedness plans address the complications arising from l

attempting emergency responses during an earthquake situation." The l

Commission concluded that the request was an impermissible interlocutory appeal under the Commission's Rules of Practice.

Seabrook Station, Units 1 and 2 On March 3,1982, the Appeal Board issued a Decision on Remand regarding certain seismic issues which had been remanded to it by the Commission.

l Specifically, the Appeal Board addressed: (1) the question of the acceptability of Dr. Michael Chinnery's methodology for determining the maximum intensity earthquake which could be expected at the Seabrook site; and (ii) whether the staff's methodology for correlating vibrating motion with the SSE is consistent with Appendix A to 10 CFR Part 100. With regard to the first question the Appeal Board concluded that Dr. Chinnery's methodology has l

not been shown to be a credible means of predicting the maximum intensity l

of seismic motion at a particular site.

Concerning the second question, the l

Board determined that the Staff's methodology for correlating vibrating group motion was consistent with Appendix A to 10 CFR Part 100.

On Wednesday Mr. Marcel Berthier of the Civil Defense Division of the French

Ministry of Interior began a one-week program to participate in the NRC observation of the emergency preparedness exercise at the Oconee nuclear facility. Mr.

Berthier is one of several foreign regulatory personnel with immediate responsi-bility for emergency preparedness activities in their own countries who are being.

selectively scheduled to participate as a part of the NRC observation team in emergency preparedness exercises at U.S. facilities.

On Thursday a thirteen-member delegation, headed by the Japan Power Plant Inspection Institute, met with R. Serbu of the NRR Radiological Assessment Branch and R. Senseney of IP for an overview of NRC and radiation protection philosophy during accident and maintenance situations.

On Friday Mr. Esko Ruokola of the Finnish Institute of Radiation Protection met with F. Costanzi and S. Wastler of the RES Waste Management Branch to discuss the status of rulemaking for waste disposal (10 CFR Parts 60 and 61).

House Hearing on IAEA Safeguards Matters On March 3 a meeting of the Subcomittees on International Security and Scientific Affairs and on International Economic Policy and Trade was held.. The subject of the j

meeting was improving IAEA safeguards. Testimony was presented by Senator Gary Hart, Mr.

Myron Kratzer of International Energy Associates, Ltd., Dr. Lawrence Scheinman of Cornell University, Mr. Paul Leventhal of the Nuclear Club, and Mr. Henry Sokolski of the Heritage Foundation. Copies of the testimony are being made available to interested offices. On March 18 a meeting of these subcomittees will be held to hear testimony from Government witnesses, including State and NRC. Draft testimony for the Chairman to present was prepared by NMSS ELD, and IP.

On March 3, representatives of AEOD met with the ACRS Reactor Operations Subcommittee to discuss the proposed LER rule now before the Commission (SECY-82-3). Following the agenda provided by the Subcommittee, discussion covered: formulation and coordination of the rule to meet Commission-wide needs; design of the Sequence Coding and Search System (SCSS); plans for i

sof tware development to support trends and patterns analyses; and coverage l

of the rule and its relationship to NPRDS and current data gathering efforts.

On March 4, Dr. Mathias indicated to the full ACRS the Subcommittee's findings that the proposed LER rule was a substantial improvement over the present LER reporting requirements and that it should be issued without delay.

On March 1,1982, Mr. William B. Menczer, Regional State Liaison Officer -

Region III was in Elk River, Minnesota meeting with the Regional Assistance Committee, Region V, Northern States Power Company and the State of l

Minnesota regarding arrangements for the Monticello exercise.

On March 2,1982, Mr. Menczer was in St. Paul, Minnesota at the State Emergency Operations Center (EOC) leading a teem of federal observers during an exercise of State emergency plans in support of the Monticello Station.

During the exercise Mr. Henczer met with Governor Al Quie, Stanley Anderson, Acting Director, Division of Emergency Services, and other senior State i

officials to discuss the operation of State activities.

On March 3,1982, Mr. Menczer was in Buffalo, Minnesota neeting with the Regional Assistance Committee to consolidate observer comments on the exercise. Generally, the exercise demonstrated adeountely, the State's capabilities to respond to a radiological emergency. A major deficiency still existing is the lack of a single joint information center.

Infor-mation centers were located in Wright County, Sherbourne County and the State capitol and at the utility's headquarters office, resulting in confusion and lack of coordination among spokespersons.

On March 4,1982, Mr. Menczer was in Creston, Iowa meeting with local public officials regarding proposed rail shipments of spent fuel from the Cooper -

j Station to the General Electric-Morris facility. Representation from the Nebraska Public Power District, Burlington Northern Railroad, NMSS, General Electric Corporation, and the Iowa Office of Disaster Services served on a panel to explain their responsibilities to local officials. NRC repre-sentation at the meetino was at the request of U.S. Representative Thomas Harkin of Iowa.

l San Onofre DN 50-206 The plant shut down about midnight on the morning of 2/27/82, for a scheduled 12 to 14 week outage. Preparations for steam generator inspection and seismic upgrading of portions of the turbine buildino were initiated.

The modified safety injection system was satisfactorily tested on 2/28/82 and exhibited no measurable increase in valve opening forces.

The dose equivalent iodine concentration of the primary coolant appears to have decreased slightly or reached a plateau. The latest analytical results indicate a range of 70 to 80 percent of the Technical Specification (TS) limit. Cross specific activity is 45 to 50 percent of the TS limit, and steam generator leakage is now less than five gallons per day.

FEMA and the staff should develop quidelines for examining plans for flexibility and should identify measures which can be used to assure flexibility.
