It is expected that the Licensing Board will issue its partial initial decision on operator cheating and its implications in mid July.

Midland Units 1 and 2 NRC has been notified that the Government Accountability Project plans to give the media its views on problems at Midland based on prior interviews with people in the area.

Long Island Lighting Company (LILCO)-

NRC was informed that on June 9 the ASLB lifted its previous order staying the shipment of fuel (authorized under a material license issued to LILCO) to the Shoreham Nuclear Power Station. Unit 1.

Reactor Security Audit NRC staff discussed GAO's plans for an audit of security at nuclear power plants as a followup of the 1977 GAO security audit.

Hiring Constraints On July 29, the EDO moved to conserve the NRC's authorized staff years by issuing certain restrictions on hiring.

(See Enclosure A for specifics.)

Small Business teoislation A bill entitled, "Small Business Innovation Development Act of 1982" was recently passed and will be sent to the President following a joint committee hearing where it is expected to become law. In general, the bill would require Federal agencies by TY 1986 to allocate 1.25% of their R&D budgets to small business.

New Orientation program This fall NRC will be instituting a new program for orienting NRC non-supervisory employees interested in working toward a career as a manager or supervisor.

SES Candidate Development Program fGC has received 210 applications (171 from NRC) for the SES Candidate Development Program. It is expected that participants will be selected the first week in September.

A periodic security survey of the Battelle Memorial Institute, Columbus, Ohio, was conducted by a SEC staff member. A satisfactory security rating will be continued at this classified interest.

On June 25th, C. Norelius (Region III) stated that a GAP (Government Accountability Project) representative had called to notify him that GAP was calling a news conference on Tuesday (June 29,1982) at 9:30 a.m.

i in Midland, Michigan. GAP has been interviewing people in the Midland l

area for several weeks, ostensibly workers at the Midland plant. gap l

is to give the media its views on Midland and " lay out" what they had identified as problems at Midland.

North Anna Unit 1 (NA-1)

VEPCO and Westinghou~se (W) have now identified the loose parts found in the NA-1 SG's A&C as control rod guide tube support pin nuts.

The potential failure of control guide tube support pins was an issue two years ago when W informed the licensee of a potential for breakage due to stress corrosion cracking. All affected pins (solution heat treated at 1625'F) were removed from NA-2 prior to issuance of a low-p:wer test license.

VEPCO and W will conduct an underwater video inspection in the area of the upper core plate. If the video inspection reveals further breakage, the upper core internals will be lifted to conduct a visual inspection.

These objects have caused peening damage to the tube ends and tube sheet in SG's A&C. This damage is still being assessed.

Effluent and Environmental (Radiolecical) Information Liquid effluents from the TMI site released to the Susquehanna River after processing, were made within the regulatory limits and in accordance with NRC requirements and City of Lancaster Agreement dated February 27, 1980.

During the period June 25, 1982, through July 1, 1982, the effluents contained no detectable radioactivity at the discharge point and individual effluent sources, which originated within Unit 2, contained no detectable radioactivity, j

Licensee Radioactive Material and Radwaste Shipment No shipments of radioactive material or radwaste were made during this reporting period.

Major Activities 1.

Submerced Deminerali:er System (505). The processing of the third batch of reactor coolant system (RCS) water was completed on June 25, 1982.

Processing carameters for this 50,000 gallon batch are shown in Attachment I.

Subsequent to processing SDS Batch No. 30, there was a zeolite vessel changeout: the vessel in position lA was removed and placed in storage; the vessel that was in position 15 was placed in ENCLOSURE B f

-0 l position lA; and a new zeolite vessel was placed in position 18.

Processing of SDS Batch No. 31 (the fourth batch of RCS water),

consisting of approximately 50,000 gallons, began on July 1,1982; the anticipated completion date is July 9, 1982.

EPICOR II. The EPICOR 11 system is currently shutdown on a standby status.

Reactor Coolant System (RCS) Feed and Bleed. The fourth feed and bleed cycle of the RCS water began on June 28 and was completed on June 30, 1982. Approximately 50,000 gallons were cycled. The cycling included the water in the pressurizer, to clean the stagnant water in the pressurizer. One more RCS feed and bleed cycle is scheduled defore beginning the " Quick Look" experiment: this experiment will involve inserting a small television camera into the reactor to try 22 determine the condition of the core.

(Additional descriptions of this experiment will appear in future Weekly Status Reports.)

Reactor Building Entry. The following tasks were accomplished during the reactor culicing entry on Thursday, July 1,1982:

Two work platforts and the trolley / hoist rig were installed in preparation for the lead screw removal for the," Quick lek" experiment.

The interior of the "B" D-ring was decontaminated using a low-pressure water flush. Subsequent to this operation, a radiological survey team attempted to evaluate its effeciveness.

The beta monitoring instrument failed during the survey, delaying the evaluation.

The next entry is scheduled for Thursday, July 8,1982.

Groundwater Menitoring. The results from the test boring wrar samples inat were taken on June 8,1982, and sent to an off-site labattory for analysis have not been received. Water samples from test banngs 2, 3, 4, 10, 16, and 17, taken on June 15, 1982, were analyzed on-dte and compared witn the June 8,1982 samples that were also analyzef on-site.

These results show that the tritium concentrations have remated in the same range (order of me;ritude) as previously reported.

Leno Island Lichting Company LILCO As reported in the items of interest the week of May 27, 1982, Long Island Lighting Company (LILCO) was issued Material License No. SNM-1857 on May 19, 1982, authorizing the receipt, possession, inspection and storage of fuel assemblies enriched in the U-235 isotope for eventual use at the Shoreham Nuclear Power Station.

On May 20, 1982, at the request of Suffolk County (site of the LILCO Shoreham Reactor), the Atomic Safety and Licensing Board (ASLB) issued an interim order staying the shipment of the feel to LILCO until the Board had an opportunity to review the County's claim that their security contentions on the Part 50 operating licente also apply to the Part 70 license. The county claims it should have been notified before the Part 70 license was issued so it could have pressed its claim at that time.

The staff has recently been informed that on June 9,.1982, the ASLB lifted its order staying the shipment of fuel to the Shoreham Nuclear Power Station, Unit #1.

t FD-a.2 and 4.3 LMFBR Fuel-Disruption Experiments in ACRR Two experiments on irradiated-fuel disruption under LMFBR Loss-of-Flow (LOF) accident conditions FD-4.2 and FD-4.3 were performed in the ACRR test reactor, and analysis of the results is underway. Because of its reactivity effect, this fuel disruption strongly affects the subsequent development of the accident. These experiments are part of the ten-test matrix of the FD-2/FD-4 joint program between NRC and KfK (West Germany).

The NRC-supported FD-2 experiments are for the LOF power histories of the CRBR heterogeneous core, and the KfK-supported FD-4 experiments are for the LOT power histories of the German ShR-300 homogeneous core.

INPO Robert B. Minogue and Karl R. Goller met with E.P.Wilkinson, Zebroski, and other management representatives of INPO at their offices in Atlanta, Georgia, on June 28, 1982. The purpose of the meeting was to discuss ongoing areas of l

cooperation which involve NRC research activities and to discuss the possibility of additional cooperation. It was agreed to identify other specific areas for cooperation and to meet periodically, on a scheduled basis, to accomplish this.

j ORNL Robert B. Minogue and Karl R. Goller met with ORNL representatives at Oak Ridge, Tennessee, on June 29, 1982,to review the status of NRC-sponsored research programs at ORNL. The review focused on the programs on pressurized thermal shock, human factors, and safety implications of control systems.

PRA Reports Distribution has been made of two PRA reports of interest. They are NUREG/CR-2497, the ORNL accident sequence precursor report based on the LERs, and NUREG/CR-1659 Part 3 of 4, the last of the four reactor safety study methodology applications program reports (on Calvert Cliffs).

On May 28,1982, the licensee filed a Request for Exemption from 10 CFR 50.54(w).

Because the licensee had not provided sufficient information for the staff to conclude that a permanent exemption was warranted, the staff requested addi-tional information from the licensee in a letter dated June 24, 1982. Given the status of the reactor in cold shutdown, the possibility of a serious accident at Humboldt Unit 3 is unlikely during the time that the licensee is preparing its response and the staff considers the full exemption request on its merits.

Low-Level Radioactive Waste Compacts

The U. S. Department of Energy has requested additional assistance from NRC in the preparation of their report, " Status Report: Low-Level Radioactive Waste Compacts," which is being prepared in response t& a request from Senator McClure, Chairman, Lommittee on Energf and Natural Resources. DOE is planning to finalize the report by the end of July.

Western Governors' Conference Resolution The Western Governors' Conference recently passed a resolution on High-Level Nuclear Waste Disposal and has requested NRC comments. The resolution expresses the Conference views on State consultation and concurrence, environmental reviews, NRC licensing of interim and permanent disposal sites, impact assistance to State and local entities, military waste and aspects

It will be sent to the President foilowing a joint committee hearing where it is expectec to become law.

Using a grecuated scale from.2% in FY 1983 this bill would require Federal agencies by FY 1926 to allocate 1.25% of their R&D budgets to small business.
