OF WEEKLY INFORMATION REPORT Week Ending August 28, 1981 Pressurized Thermal Shock to Reactor Vessels Based on independent analyses and staff review of the PWR Owners Groups' responses and the PWR licensees' responses to NRC's letter of April 20, 1981 NRR had previously determined that all operating plants could survive a severe overcooling event for at least another full year of operation. However..for plants where neutron irradiation has significantly reduced the fracture toughness of the reactor i

pressure vessels (RPV), NRR has concluded that action should be taken now to resolve the long term problems. NRR requested further information concerning pressurized themal shock to the RPV from licensees of eight plants considered to be of higher priority.

Bailly Generatino Station Northern Indiana Public Service Company announced on August 26 that it had decided to terminate the Bailly project.

Low Level Waste Storace at Reactors Pennsylvania Power and Light Company has applied for authorization to store onsite low-level radwaste generated at its Susquehanna Steam Electric Station. The proposed storage facility would provide capacity for low-level waste associated with an estimated eight reactor-years of operation (2 units, 4 years each).

West Valley An application dated August 14, 1981 was jointly submitted by the New York Energy Research and Development Authority (NYERDA) and DOE requesting authority to transfer the West Valley facility to DOE to pemit implementation of the West Valley Waste Demonstration Project by DOE.

TMI-2 EPICOR II Wastes Starting in early 1982, DOE will take for research and development purposes the 49 highly radioactive EPICOR II prefilter liners that are currently stored at TMI.

Haddam Neck Plant Seismic events have been recorded near the Haddam Neck plant since the beginning of August by Weston Observatory, Boston College, monitoring stations.

DIVISION OF SECURITY WEEK ENDING AUGUST 28, 1981 Doeration DIALOGUE A member of the Division of Security attended a one-day training course entitled " Operation DIALOGUE," conducted by the Defense Intelligence School of the Defense Intelligence Agency (DIA). Senior officials of DIA, speakers at the course, raised the issue and concerns of U.S. technology transfer to foreign countries. Much of the transfer results from the contact U.S. persons have (particularly scientific and technical people) with foreign visitors and foreign students and the more or less unrestricted access foreign officials have in this country to U.S. people.

M*DD*M NECK PLANT Seismic events have been recorded near the Haddam Neck plant since the beginning of August by Weston Observatory, Boston College, monitoring stations.

4 crcximately 270 events were recorded during the oeriod August 3-7, 1981, with a maximum magnitude of 2.1 on the Richter Scale on. August 4,1981.

These events were located ab Ut 6 kiloreters northeast of the plant. After a cuiescent period, a second set of events have been recorded starting about l

August 13, 1951, with approximately 100 events recorded as of Wednesday morning, August 19, 1951. The maximum magnitude of these later events was 1.4 on the Richter Scale occuring on Sunday, August 16, 1981.

On Wednesday, August'19, an event of macnitude 0.8 on the Richter Scale occurred which was centered l

l about 4 kilometers northeast of the plant site.

Both events (the Richter l

1." and 0.E) were felt by people in the area. The licensee is aware of these j

events.

Geosciences Eranch is following the inforpation being obtained by I

Weston Observatory, Boston College.

PRESSURIZED THERMAL SHOCK TO REACTOR PRESSURE VESSELS On the basis of independent analyses and staff review of the PWR Owners Groups resconses and the PWR licensees' responses to our letter of April 20, 1981, NRR had previously determined that all operating plants could survive a severe overcooling event for at least another year of full power operation. However, for plants where neutron irradiation has significantly reduced the fracture toughness of the reactor pressure vessels (RPV), NRR has concluded that action should be taken now to resolve the long term problems.

Accordingly, under 10 CFR 50.54(f), licensees of eight plants (based on the reference temperatures of the RPV and system characteristics) were requested to provide further information concerning Pressurized Thermal Shock to the RPV. Specifically, 1

information related to 1) the Reference Temperature for Nil Ductility Transition (RTNDT) for the RPV and 2) operator action to prevent pressurized thermal shock and ensure vessel integrity was requested within 60 days. Also, we requested i

within 150 days information which would define actions and schedules for resolution of the pressurized thermal shock issue and analyses to support continued' operation.

The eight plants selected were: Fort Calhoun, Robinson 2, San Onofre 1, Maine Yankee, Oconee 1, Turkey Point 4, Calvert Cliffs 1, and Three Mile Island.

MEETING NOTICE There will be a meeting with the B&W Owners Group at 10:00 AM on September 4, 1981 to discuss system response to small break LOCA, overcooling transients and station blackout.

Effluent and Environmental (Radiological) Information 1.

Liquid effluents from the TMI site released to the Susquehanna River after processing, were made within the regulatory limits and in accordance with NRC requirements and City of Lancaster Agreement dated February 27, 1980.

1 During the period August 21, 1981 through August 27, 1981, the effluents contained no detectable radioactivity at the discharge point although individual efflue'n't sources which originated within Unit 2 contained minute amounts of radioactivity.

Calculations indicate that less 1 ten thousandths (0.0001) of a curie of tritium was discharged.

Licensee Radioactive Material and Radwaste shipments.

On Honday, Augurt 24,1981, a 40 ml Unit 2 reactor coolant sample was sent to Babcock and Wilcox.(B&W), Lynchburg, Virginia.

On Monday, August 24,1981, one 6' x 6' EPICOR I dewatered resin liner, (liner P-7) from Unit 1 was shipped to Chem-Nuclear Systems, Inco,rporated, Barnwell, South Carolina.

On Tuesday, August 25, 1981, 107 drums containing Unit 1 and Unit 2 contaminated laundry were shipped to Tri-State Industrial Laundries, Utica New York.

The station total (Unit 1 and Unit 2) for 1981, which represents that of 5,932 monitored individuals, is 180 man-rem (as of July 31, 1 981).

following an outage to incorporate minor system modifications.

Of, 27 procedures to be updated,19 have been received by the site TMI:PO. Of these,12.have been approved, 3 have been returned to the licensee to resolve comments, and 4 are undergoing review. A trial period of processing intermediate water is expected to begin during the week of August 30, 1981, and staging and processing of a small batch (approximately 15,000 gallons) of reactor building sump water is expected to begin shortly thereafter.

Reactor Building Entry.

Five teams, a total of eleven people, entered the Unit 2 reactor building during entry number fifteen on August 27, 1981. The first team entered the building at approximately 1

9:30 a.m.

The last team exited the building at 4:30 p.m.

The following tasks were successfully completed.

Measurements using a portable gamma spectrometer.

Closed circutt television maintenance.

Air cooler inspection and survey.

RB tool removal, clean-up, and inspection.

In July, the NRC ano Department of~ Energy (DOE) signec a Memorendum of Understanding to help ensure that TMI does not become a long-term waste disposal facility (see Weekly Status Report. August 3,1981).

Discussions between DOE, NRC and ~

GPU have led to the DOE decision to take, for research and' development (R&D) purposes, the 49 highly radioactive EPICOR II prefilter liners that are currently stored at TMI.

The liners contain approximately j

50,000 curies of radioactive cesium and strontium that were removed by the EpICOR II system from 500,000 gallons of radioactive water from the Unit 2 auxiliary building.

radon-measuring instruments and techniques could be tested and compared.

l The most recent measurements of radon releases at open-pit uranium mines in Wyoming were reported by Battelle Pacific Northwest Laboraory. The radon emission fluxes are lower than those previously measured and reported in the Appeal Board hearing on radon, but are generally within the range of variation expected in field measurements of this sort.

General Electric - Wilmington, North Carolina Facilty On Tuesday, August 25, representatives of General Electric Company (GE) met with NMSS staff mambers to discuss the addition of conditions that would be incorporated in their license as a result of the Environmental Impact Appraisal related to the expansion of their Wilmington, N.C.

West Valley An application dated August 14, 1981 was jointly submitted by the New York Energy Research and Development Authority (NYERDA) and DOE requesting authority to transfer the West Valley facility to DOE to permit implementation

LOFT 4

A modeling workshop was held last week in Idaho Falls to discuss the experience of modeling both LOFT and Semiscale by the INEL staff. The idea of a workshop was prompted by the difficulties vendors and labs have had in predicting tests run at both facilities.

The meeting, which was attended by more than two dozen analysts, consisted of descriptions of both facilities and a discussion of models which have been found to have significant impact on the results of computer calculations of tests. All meeting attendees expressed their belief that the session was useful.

Preparations are continuing on schedule for the September 24, 1981 L5-1 intermediate size break test. The test will simulate the rupture of a 14 inch accumulator.

Data Bank Processing of FLECHT SEASET data was incorporated into the Data Bank.

Test data from GE/TLTA-6441, and also 10 data tapes from the FEBA program, were received and are being processed for Data Bank use.

Additional ORNL BDHT tests data were also received.

The effort on the Data Bank Users Manual continued and initial contacts were made with two potential new Data Bank users.

Semiscale Test NC-6, with injection of N, while in the reflux mode, was conducted on August 19, 1981. PreliminaFy results indicate a significant influence on reflux behavior, with carryover of steam into the cold side of the steam generator essentially blocked. Adequate cooling was obtained during the test, which was teminated prematurely due to blowout of a thermocouple resulting in system depressurization.

Sufficient data were obtained that the test is considered a success.

The recently added test NC-10, which will provide data in additiori to tests NC-1 through NC-6, is estimated for the first week in September.

The Semiscale Review Group Meeting was conducted on August 18, 1981, and the Semiscale/ LOFT analysts workshop was conducted on August 19-20, 1981. Representatives associated with NRR, ACRS, the PWR reactor vendors, the major National Laboratories EPRI, several utilities and several other countries attended. All objectives were met.

The principal purpose of the session was to complete the " Working Draft Compact Statement," which was l

approved by the State negotiators on August 3,1981, for presentation to the applicable Governors at the Annual Southern Governors' Conference in September I

Three issues that may affect NRC are:

Possible requirement by the Compact Commission for generators to employ the best technolugy for waste reduction.

2.

Possible imposition by the Compact Commission of sanctions on generators, some of which may be NRC licensees.

Revised Reporting Reouirements The EDO has recently sent a paper to the Commission prepared by AE00 which recommends holding the Integrated Operational Experience Reporting System (10ERS) in abeyance, and proceeding at this time only to revise and improve

the LER reporting requirements via rulemaking. The principal basis for the recommendation not to proceed with 10ERS at this time is the recent decision l

by INP0 to assume the management, funding, and technical direction of the j

Nuclear Plant Reliability Data System (NPRDS). This decision provides a measure of confidence that the previous long-standing difficulties with a

f:PRDS, i.e., lack of strong central management and poor utility participation, will now be overcome. As a result, the staff believes that the NRC may be able to receive the data it needs without making the system mandatory.

ANSI /FIRR Committee Meeting On August 27, 1981 AE00 was the host for a meeting of the American National Standards Institute's Failure and Incidents Reports Review (FIRR) Committee.

4 FIRR reports to the Planning Committee of the National Standards Management Board (NSMB) and is responsible to feedback nuclear power plant operating experience into the national standards development efforts. The purpose of the meeting was to reorient the committee activities to the use of technically evaluated operational data, rather than raw event data, for developing recommen-dations for standards action. The committee members present represented INPO, 1

ANS, IEEE, ASME, the American National Standards Institute (ANSI), the American National Insurers (ANI), the Instrument Society of America (ISA), and the NRC.

AEOD is currently providing the NRC liaison representative. NRR, IE, and RES also participated in this meeting.

The procedures will enable the NRC to improve its collection of debts.

OFFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS ITEMS OF INTEREST Week Endino September 11, 1981 NRC/ DOE TECHNICAL INFORMATION EXCHANGE MEETING The NMSS Low-Level Waste Management Staff and the RES Waste Management Staff will participate in an NRC/ DOE Technical Information Exchange Meeting. The meeting will be held at the Oak Ridge National Laboratory on September 22 and 23, and at the Los Alamos Scientific Laboratory on September 24 and 25. The topic for the meeting is the design, construction, and maintenance of low-level waste burial trenches and their trench caps. NRC personnel, NRC contractor personnel, DOE personnel, and DOE contractor personnel will participate.

BABCOCK & WILC0X, LYNCHBURG, VIRGINIA SITE VISIT l

Texas Instruments, Inc. (TI) plans to complete its current contracts for the fabrication of test reactor fuel elements in the next few months and then will terminate its nuclear fuel production operations. The Babcock & Wilcox Company, Naval Nuclear Fuel Division (NNFD), Lynchburg, Virginia, is the successful bidder to continue the fabrication of the test reactor fuel elements I

formerly fabricated by TI. On Thursday, September 3,1981, N. Ketzlach (NMSS) and G. P. Coryell (IE, Region II) discussed the preliminary plans for the l

fabrication of the test reactor fuel elements with NNFD personnel and insoected the area within the facility being modified for the new a'ctivity. Plans for the submittal of an amendment application requesting authorization to fabricate i

the fuel were discussed. The NNFD is scheduled to submit the apv-ation in January 1982.

I A discussion was also held relative to a major amendment currently being l

reviewed which would authorize a new fuel fabrication process at the NNFD.

IAEA SYSTEF5 STUDIES SEMINAR On September 2 - 4, 1981, the International Safeguards Project Office (ISP0) held a seminar at Brookhaven National Laboratory to provide information, for new IAEA staff members in particular, on major system studies being Derformed under the US Program for Technical Assistance to IAEA Safeguards (POTAS). The IAEA summarized the status of the development of safeguards approaches and the application of new methodology for assessing the effectiveness of safeguards.

In addition to NMSS and IE, other attendees were from ACDA, DOE, ISP0, BNL, PNL, SAI, Sandia, ANL, and LANL.

MATERIAL CONTROL AND ACCOUNTING REFORM AMENDMENTS On September 4,1981, the Advance Notice of Proposed Rulemaking for the Material Control and Accounting Reform Amendments was forwarded to the Office of the Federal Register by the Office of the Secretary.

i September 9, 1981 On September 9,1981, activation of the Operations Center was simulated and Headquarters and Region II participated in a joint exercise held at the Browns Ferry facility. The State of Alabama and nearby Counties participated.

The Region II Director flew by charter aircraft to the site and a transfer i

of authority from Headquarters to the Regional Director was made.. Chairman Palladino participated in the exercise and subsequent critique and Comissioner Gilinsky was present as an observer.

A. Bivins of the AIF assisted in the critique of the Headquarters response. Comunications facilities at headquarters require improvement.

Improvement in information flow from the technical teams to the Executive Team was improved over previous exercises.

RSR/NRC Data Bank One FEBA test (Series 2, Run No. 29) and the LOFT test data from L6-7 was added to the data bank. The LOFT data will be password protected until the EDR is released.

Final review of the Data Bank Users Manual is in process. EG&G has selected Tcm Lotts (replacing Nora Scofield) to manage the data bank operations.

S'JR Full Inteoral Simulation Test (FIST) Program i

A Program Management Group (PMG) meeting was held on September 2-3, 1981.

The meeting consisted of: (1) review of the on-going Phase I program, 1

and (2) preliminary discussion of the proposed Phase II follow-on j

work.

The Phase I design is progressing on schedule and within estimated costs. An evaluation of the vessel regional scaling, individual components and instrumentation was presented. GE has also determined l

-5at the existing TLTA jet pumps can be modified for use in the FIST facility.

INEL staff are continuing to participate in the design effort. Major activities include review of scaling design reports and consulting with the instrumentation designers.

Preliminary negotiations for the follow-on Phase 11 program were also held. The PMG agreed on the details of facility upgrades required and i

a test matrix. A schedule for cost estimating, PMG review and management review was agreed to. If all goes according to plan, this schedule will result in a formal proposal from GE by December 1981.

Preparations are continuing on schedule for a September 24, 1981 intermediate.

0FFICE OF STATE PROGRAMS ITEMS OF INTEREST WEEK ENDING SEPTEMBER 11, 1981 During the week of September 14, 1981, State Agreement representatives will accompany Colorado inspectors during a State inspection of the Cotter Corporation Uranium Mill in Canon City, Colorado.

During the period September 14-25, OSP will be presenting its annual Orientation Course in Licensing Practices and Procedures for New Agreement State personnel.

Thirty State personnel will be attending.

For the first time Agreement State licensing staff will be giving some of the lectures, as well as NRC staff.

On September 23 and 24,1981, the Office of State Programs will conduct a regional meeting in Chicago, Illinois, for the Governor-appointed State Liaison Officers from Illinois, Michigan, Minnesota, Missouri, Ohio Indiana Iowa and Wisconsin to discuss mutual regul,atory interests. Subjects to be discussed include emergency planning, low and high level waste, regional low level waste compacts, new enforce-ment policy and spent fuel shipments and notification. Representatives from I&E, NKSS, RES, PA and FEMA will participate in the meeting.

Speaking Engagement Jerome Saltzman will address the AIF Nuclear Insurance Conference on September 21, 1981, on the subject of Nuclear Insurance, An NRC Perspective.

Office of the Controller Item of Interest Week Ending September 11, 1981 Proposed Rule to Establish Procedures for NRC Debt Collection On September 11, 1981, the Executive Director for Operations approved for publication and signed a Federal Register notice proposing to amend its regulations by adding a new Part which will establish the procedures which NRC will follow to collect debts which are owed to it except for civil monetary penalties for violation of a licensing requirement. The procedures are based i

upon the Federal Claims. Collection Standards issued by the General Accounting Office and the U.S. Department of Justice, as amended on July 31, 1981. The Federal Claims Collection Act of 1966 provides that these procedures ta issued as regulations. The procedures will enable the NRC to improve its collection of debts. The preamble to the proposed rule contains a statement that the Commission certifies that the rule will not, if promulgated, have a significant economic impact on a substantial number of small entities; interest and late payment charges imposed on a small entity will ordinarily not exceed $100 per year. The proposed rule affects small entities billed for hyproduct material inspection fees established under 10 CFR 170.32, Category 3, and for reproduction costs associated with Freedom of Information Act and camputer tape requests.

4 OFFICE FOR ANALYSIS AND EVALUATION OF OPERATIONAL DATA ITEMS OF INTEREST WEEK ENDING SEPTEMBER 11, 1981 Meetinos with the ACRS AE00 made presentations to and had discussions with the ACRS Subcommittee on Licensee Event Reports on September 9.

The subjects discussed included:

an overview and update on the AEOD organization and programs; method and procedure used to investigate the safety concern associated with the BWR Scram System Break Case. Study; AEOD screening process; purpose and status of development of the Sequence Coding and Search Procedure; and status of the proposed rulemaking to revise the LER reporting requirements.

On September 10, AEOD (C. Michelson, J. Heltemes, and T. Wolf) was invited to make summary presentations on selected topics to the full ACRS.

Revised LER Reporting Recuirements On September 10, the Commission approved the AE00 paper (SECY-81-494) which recorrended that the IDERS rulemaking be held in abeyance and that the staff proceed with a separate rulemaking to modify and codify the LER system. AE00 will now proceed as quickly as possible with the development and coordination of the proposed rule in accordance with Commission direction.

Second Quarter Abnormal Occurrence Report The draft A0 Report for the Second Quarter 1981 was forwarded to the Commission for review and approval.

i Commissioner Ahearne disapproved the proposed contract and provided the following statement:

"This represents a dangerous trend.

It appears to be an attempt to hire a non-national laboratory body shop to ' help with' [I think really, 'do'] licensing review for NMSS.

However, unlike NRR, where a work overload has required going outside to relieve the. backlog, NMSS will have only one applicant, for one license (at least in the 80's).

Hence the dangerous trend is to not build uo expert knowledge in the NRC but to count on contrac'ters to do the hard 7ork.

This is understandable in Research, where the NRC essentially is a contract monitoring agency.

I.t is una'cceptable in the licensing divisions."
