82 HIGHLIGHTS OF WEEKLY INFORMATION REPORT Week Ending October 29, 1982 CRBR Fuel Cycle Environmental Review The final NMSS input to the Final Environmental Statement Supplement Number 1 for CRBR was completed and given tw NRR. Publications of the FES supplement took place on October 29, 1982 for issuance according to schedule on November 1, 1982.

Implementation of 10 CFR Part 61 NRC Waste Management and State Programs steff members met with officials from the State of Washington on Monday, October 25, 1982 for discussions on imple-mentation of 10 CFR Part 61 and accompanying rule changes. These discussions reflect general agreement with the provisions of the rule and the implementa-tion schedule.

Themal Hydraulic Experimental Facility (THE*F)

Due to budget restrictions, the THE Facility cannot be funded at a level which permits effective operation. To meet the funding change the THEF program has been cancelled for this year. A decision will be made whether the facility should be mothballed or decommissioned.

TMI Effluent and Environmental (Radiological) Information Liquid effluents from the TMI site released to the Susquehanna River after processing, were made within the regulatory limits and in accordance with NRC requirements and City of Lancaster Agreement.

Four Significant Enforcement Actions were taken during the past week:

EN-82-20A, Sacranento Municipal Utility District (Rancho Seco) - An Order Imposing Civil Monetary Penalty in the amount of 5120,000 was issued on October 26, 1982.

EN-82-30A, Radiodiagnostic Imaging Affiliates of Virginia, Incorporated (Nashville, TN) - The Staff Decision on the August 27, 1982 Order to Show Cause and Order Further Modifying License was issued on October 26, 1982.

EN-82-31A, Orion Chemical Company (Provo, UT, General Licensee) - An Order Rescinding the September 3,1982 Order to Show Cause and the Order Temporarily Suspending License was issued October 26, 1982.

The Virgil C. Summer Nuclear Station achieved initial criticality today.

South Carolina Electric & Gas Company estimates that the plant will be prepared to enter Mode 1 (75% power) on or about November 11, 1982.

R. E. Ginna Nuclear power Plant l

The R. E. Ginna Nuclear Power Plant started up October 21, 1982, after completing a scheduled outage for steam generator inspections. During the outage that commenced September 25, 1982, Rochester Gas and Electric j

Corporation (RG&E) discovered a fish mouth rupture in a previously i

plugged tube as reported in previous daily highlights. The staff reviewed RG&E's program of repair and analysis of the problem and approved the restart of the Ginna Plent after incorporating a license 3

condition that RG&E reinspect the st. am generators during their next refueling outage (March 1983).

The steam generator repair program ves completed over the Columbus Day weekend, but problems with a containment purge valve, the boric acid pump recirculation line, leaking valves e ad a failed individual rod position indicator delayed restart. The Ginte plant is currently increasing power to 70-75% while repairing a feedwater pump recirculation valve.

Indian Point Unit 2 Preliminary results from UT inspecticns of the girth weld of all four steam generators at Indian Point Unit 2 have revealed indications of flaws in the weld. These incications are similar to those which eventually proved to be i

crscks in the equivalent weld at Indian Point Unit 3.

To date only a small section (2-3 feet) of each steam generator has undergone UT inspection. The licensee is still in the preliminary stage of its investigation and must first confirm if the indications are in fact cracks.

Indian Point Unit 2 is currently in a refueling outage.

Effluent and Environmental (Radiolocical) Information Liquid effluents from the TMI site released to the Susquehanna River after processing, were made within the regulatory limits and in accordance with NRC requirements and City of Lancaster Agreement.

During the period October 22, 1982, through October 28, 1982, the effluents centained no detectable radioactivity at the discharge point and indivicual effluent sources, which originated within Unit 2, contained no detectable radioactivity.

results for the samples which were taken subsequent to October 8, 1982 from the EPA's Countin9 Laboratory at Las Vegas, Nevada. These

No radiation above normally occurring background levels was detected in any of the samples collected from the EPA's air and gam.a rate networks during the period from October 21, 1982 through

October 28, 1982.

NRC Environmental Data The NRC air sampler was modified and was out of service from October 20 to October 27, 1982.

It was put back in service on October 27, 1982.

The results from the air sampler will be reported in the next weekly status report.

TMI Occucational Excesure The licensee has redistributed TLD (Thermoluminescent Dosimeter) data regarding TMI occupational radiation exposure; the following preliminary data was made available to the NRC.

3 On October 26, 1982, 67 LSA drums, boxes, and a liner from Unit 1 were shipped to Barnwell Waste Management Facility, Barnwell, South Carolina.

3 On October 26, 1982, 68 LSA drums, boxes, and a liner from Unit I were shipped to Barnwell Waste Management Facility, Barnwell, South Carolina.

On October 27, 1982, one container of five Unit 1 liquid samples (500 milliliter samples) was shipped to Nuclear Water and Waste Technology, San Jose, California.

On October 28, 1982, one Unit 2 EPICOR II Prefilter (PF-9) was shipped to the Idaho National Engineering Laboratory, Scoville, Idaho.

On October 29, 1982, 87 drums containing contaminated laundry from Units 1 and 2 were shipped to Interstate Uniform Services, New Kensington, Pennsylvania.

Major Activities 1.

Submerged Demineralizer System (SDS).

SDS is presently in a standby status, he water is reacy to ce processed.

2.

EPICOR II. The EPICOR 11 system is presently in stancby status. No water is ready to be processed.

3.

Reactor Building Entries.

Four reactor building entries were conducted curing tnis week, anc ine hands-on decontamination of the polar crane was completed.

(This was the primary activity in the reactor building.)

Three reactor building entries have been scheduled for the first week in November.

Installation of electrical power to the polar crane is scheduled to start on the first entry. Later in the week, the control circuitry to various drive components of the polar crane will be tested.

Electrical testing of the polar crane motors is scheduled for the latter part of Novemoer.

Decontamination of the 347 ft. elevation surfaces and remote decontaminatien of the D-ring interiors is also scheduled to begin.

4 EPICOR II Prefilter Shioment Status.

One EPICOR 11 prefilter shipment was mace f rom iMI to tne Icano hational Engineering Laboratory (INEL) this week: PF-9 (10/28/82). Two prefilters are scheduled to be shipped to INEL next week:

PF-45 and PF-46.

5.

TMI Aerial Radiological Survey. The aerial radiological survey of the Tnree M1ie Islanc area cegan on Tuesday, October 26, 1982. The island overflights are expected to continue for approximately two weeks.

On Friday October 29, 1982, Lake H. Barrett met with the Concerned Mothers of Middletown to discuss various TMI issues including the November 9,1982 Commission meeting. They expressed their concern that Unit i should not be restarted prior to completion of the Unit 2 cleanup.

Future Meetings 1.

On November 9, 1982, the NRC Commissioners will. hold two public meetings to discuss the potential restart of TMI Unit 1.

The first meeting will hear oral presentations from the parties involved in the formal TMI Unit i restar+ proceedings. This meeting will be opened for public attendance (rivt public participation) and will be held from 1

3:00 to 5:00 PM at the William Penn Museum Auditorium, Third and North Streets, Harrisburg, Pennsylvania.

The second meeting is scheduled in the evening to hear the views of 4

concerned citizens who are not parties to the formal restart proceedings.

The speakers for the evening meeting will be selected by Mr.

John E. Minnich, Chairman of the Dauphin County Board of Commissioners and also Chairman of the NRC Advisory Panel for Decontamination of TMI Unit 2.

He will select the speakers from a list of people who requested to speak at the meeting by calling the NRC's TMI office during October 21 i

through October 27, 1982.

On November 12, 1982, Lake H. Barrett will meet with the' Concerned Mothers of Middletown to discuss TMI related issues.

On Novemoer 17, 1982, the Advisory Panel for the decontamination of TMI Unit 2 will hold a meeting --open for public observation-- to discuss the current status of cleanup efforts and the disposition of processed water.

The meeting will take place at the Holiday Inn, 23 South Second Street, Harrisburg, Pennsylvania, from 7:00 to 10:00 PM.

On December 1,1982, Lake H. Barrett will present a paper on TMI to the New England Chapter of the Health Physics Society in Boston, Massachusetts.

On December 5,1982, Lake H. Barrett will meet with Friends and Family of TMI to discuss various TMI-2 issues.

l PBF Severe Fuel Damace Scopine Test At approximately 5:00 AM EDT today the first severe fuel damage test in the Power Burst Facility (PBF) at the Idaho National Engineering Laboratory was successfully completed. The major objectives of this experiment were to check out the test train system design, the hydrogen and fission product monitoring system, experiment controllability, and the feasibility of future tests. All objectives were satisfactorily met in that the monitoring systems performed as planned, the test train operated within the limits 0

specified, and the planned maximum rod temperatures of 2200-2400 K were obtained.

As expected, the PWR-type fuel rods ruptured in the temperature range of 1200-15000K releasing the monitored fission gases. As the temperature was 0

increased further to the 2200-2400 K regime further hydrogen and fission product releases were successfully monitored until termination of the experiment by rapid quenching of the 32-rod test bundle.

Analysis of the time-temperature history, the hydrogen and fission product release history, and the general behavior of the test bundle are currently underway. This data will be used to assess the validity of current models on these phenomena and to improve our predictive capability for severe transients such as occurred at the Three-Mile Island Unit-2 reactor.

The knowledge gained in this experiment will be used to guide future experiments in the PBF and in other NRC programs to provide the necessary data base for better understanding of fuel behavior in TMI-2 type transients and other transients involving very high fuel temperatures.
