1 On June 16 a fuel load and low power license was issued for Unit 1.
Fuel i
l loading actually began on July 1 while construction activities on Unit 2 l
were restarted.
McGuire, Unit 1 Unit I was shut down on June 24 for steam generator inspection to determine l
wear and defects. The inspection showed that thermal sleeves are present 3
in cold legs A, C, and D but are missing in leg B.
The licensee is determining the location of the themal sleeve and subsequent action required.
i Humboldt Bay 1
j On July 7 the Director of NRR denied a request that the Humboldt Bay plant be decommissioned. It was determined that the health and safety of the public are adequately protected from the plant in its present shutdown condition.
Turkey Point, Unit 4 l
NRC was notified that Unit 4 began developir.; a detectable trend in primary i
to secondary leakage on July 6.
The licensee initiated shutdown and will l
discuss proposed corrective action with the NRC prior to startup.

LOFT A proposed LOFT Consortium test plan has been prepared by DOE and reviewed by NRC. It will be discussed in Munich at a meeting on July 15-16, 1982.

OFFICE OF NUCLEAR REACTOR REGULATION ITEMS OF INTEREST Week Ending July 9,1982 Grand Gulf On June 16, 1982, a fuel load and low power license was issued for the Grand Gulf Nuclear Station, Unit 1.
Fuel loading began at 6:00 PM on Thursday, July 1,19S2. The delay in fuel load was duc to finishing l
punch-list construction items and delay in the Plant Safety Review Com-l' mittee write-off. Construction activities on Unit 2 have been restarted with a work force of about 650.
PcGuire Unit No.1 Unit No.1 was shutdown on Jur.e 24, 1982 for steam generator (W Medel D2) inspection. Early and inccmplete information regarding the EET inspection snowed wear / defect indications. Following are the incomplete results:

1/2".

Cn July 7,19E2 the Director of NRR denied a request under 10 CFR 2.205 from Mr. Ron Guenther of Fort Bragg, California that the Humboldt Say plant be decommissioned. The denial was based on consideration of infor-mation provided in letters from Mr. Guenther and from others on the same subject and on a finding that the health and safety of the public are ade-cuately protected frcm the facility in its present shutdcwn condition, j

before Monday, July 12, 1982. The license requires that the findings and the proposed corrective action be discussed with the NRC prior to startup after a shutdown because of steam generator leakage.
Coccer Nuclear Station (CNS)
CNS ccamenced its Eth cycle of operation on July 7,1982, after a 46-day refueling outage.

E' fluent and Environmental (Radiological) Information Liquid effluents from the TMI site released to the Susquehanna River after processing, were made within the regulatory limits and in accordance with NRC requirements and City of Lancaster Agreement dated February 27, 1980.
' During the period July 2,1982, through July 8,1982, the effluents contained no detectable radioactivity at the discharge point and individual effluent sources, wnich originated within Unit 2, contained no cetectable radioactivity.

Environmental Protection Agency (EPA) Environmental Data The EPA Middletown Office has not received the environmental Kr-85 analytical results for the samples which were taken June 12, 1982, through June 25, 1982, from :ne EPA's Counting Laboratory at Las Vegas, Nevaca. Tnese results will be included in a subsequent report.
No radiation abOve ncrrally occurring background levels was detected in any of the samples collected from the EPA's air and gamma rate netwerks during the period from June 30, 1982, througn July 8, 1962.

Submer;ed Deminerali:er System (SDS). Processing of SDS Batch 31 (consisting of approximately 50,000 gallons), which began July 1, 1982, was completed July 8, 1982.

' EPICOR II. The EPICOR 11 system is currently shutdown on a standby status.
3.
Reactor Coolant System (RCS) Feed and Bleed. The fifth feed and bleed cycle of tne RCS water is scneculea to begin July 12, 1982. This batch will consist of approximately 30,000 gallons.
It will be the last cycle before beginning the " Quick-Look" experiment (refer to paragraph 4),

Peacter Evilding Entries.
Three reactor building entries have been scheduled for next week (July 12, 14, and 15, 1982). During these entries the primary system will be vented and depressuri:ed in preparation for inserting a closed circui: televisicn camera into the reactor through a control rod drive mechanism (the " Quick-Lock
- experiment). The camera insertion and televisien inspection of the reactor vessel upper internals is scheduled for July 21, 1982.
Primary system venting and depressurization is scheduled to commence,on July 14, 1982. Measurements basec on primary system compressibility indicate that there are 370 standard cubic feet of free gas in the primary system. This information, corrolated with primary system water-l samole data, indicates ina: 30 curies of krypton-85 gas and 145 standard cubic feet of hydrogen may te released to the reactor building during the venting. The reactor building purge (approximately 20,000 cubic feet per minute) will be operating during the primary system venting. Calcula-tions incicate that the krypton discharge to the envircnment during the purge will be well below regulatory limits. Provisions have been made to dilute the gases at the vent points to minimize any ha:ard to the personnel assigned to manipulate the vent valves.

CRBR Fuel Cycle Environmental Review Written testimony for the LWA hearing is in preparation. The Environmental Impact Statement is still in / reparation by NRR. Renewed consideration is being given to recirculating the statement for comment. In the event that this course of action is taken, additional NMSS activities in responding to comments and preparation of a final EIS will be required.
Scent Fuel Reorocessing Mr. Lowenbe 9, in company with two members of OELD, had an informal meeting with l
00E personnel to initiate a dialogue with that agency on its plans to promote a fuel reprocessing activity. The DOE proposed plans were outlined relative to making limited use of the Barnwell facility. The DDE focus appears to be on early licensing of this one reprocessing plant, not on a large scale industry including several f acilities. The NRC representatives indicated the relationship between the ceneric proceeding (GESM3) and the specific BNFP proceeding. The need for a well tnxgnt out plan for facility operation and product utilization was stressed for ccst/ bene +i talance and justification purposes. Potential _ licensing issues and re:;uirements were reviewed. The DOE personnel clearly need a better understar. ding of the licensing crocess.
It was noted tnat 0 ELD and ONMSS have little or no bucgeted resources available for reprocessing activities in this or succeeding fiscal years.
TMI haste Management Task Force NMSS cersonnel attended a meeting at the site for a review of the overall waste generation and cisposal plans. The following is a summary of the most significant information:
1.
SDS zeolites - 13 high and medium loaded liners now on hand and more will be generated. Three will be vitrified at BPNL; remainder to be buried on Hanfora Reservation by DOE. One for vitrification now at BPNL. Remaining units to be shipped after recombiner installed, etc., scheduled for late this calendar year.
2.
SDS filters - 9 sand and 3 Cuno filters now on hand and more will be ger.e ra t ed. The sandfilters can be denatered, but the Cuno filters will likely be grouted for disposal. Disposal uncertain at this time due to potential transuranic contents. Further resolution will be required after analytic data is available.

Epicor-II polishers - More than 15 units now on hand; all are greater than Type A shipments. GPU planning to hold these units for avail-ability of a legal weight cask to save about $8000 per shipment. First shipment planned for late July, then none until after prefilter shipments (see below).

Epicor-II prefilters - Forty-nine now on hand in storage modules. Based on venting and inerting, the first shipment (all organic liner) to Battelle Columbus is scheduled in early August. Other units to be shipped to INEL at a maximum rate of four per month later in the summer. All units to be at INEL by July, 1983.
5.
Purification Demineralizers - Plans are underway to remotely perform radiological surveys and take pictures of these units this summer. Then licuid anc gas samples will be obtained this year. Next year a resin samole is planned for analytical tests. Removal of units or contents is planned for ne summer of 1983.
Meetino with DOE Staff On July 1,1982, NMSS staff members met with DOE representatives to discuss 10 CFR Part 72 requirements for dry cask storage of spent fuel. DOE is continuing to supoort development of dry spent fuel storage casks.
Draft Environmental Statement for Kerr-McGee As a result of requests for extending the comment period for the Draft Environmental Staterent related to the decommissioning of Kerr-McGee's Rare Earths Facility in West Chicago, Illinois, we are extending the time for public comment until August 1, 1922.
Insoection of Pharmatooes Nuclear Pharmacy On July 2, 1932, a staff member of the Material Licensing Branch accompanied a Region I inspector, on an unannounced inspection of Pharmatopes Nuclear Pharmacy in Washington, D.C.
During the inspection, no items of non-compliance were found.
This is significant in that the licensee has been cited for excessive hano exposures I
during previous inspections.
Improvements in the licensee's program are a result of a positive attitude on the part of the Pharmatope's management and a better understanding of nuclear pharmacy licensing requirements. NRC personnel were accompanied by a member of the District of Columbia's Radiation Control Office.

'1 Westinghouse is performing the shakedown test on the 163 Blocked Bundle Test Facility. In addition, Westinghouse is proceeding with the data i
i reduction on the Natural Circulation Tests.
1 Semiscale A set of primary side feed and bleed tests were run last week in which the primary coolant system pressure was decreased from 2200 psi to 1600 psi. The tests showed that above 2100 psi the high pressure injection system (HPIS) is unable to replace mass lost through the PORV. Below 1600 psi the high head HPIS was unable to recover the core with coolant to remove the energy produced due to decay heat.
The heaters were shutoff at that point to prevent damage. A test will be run this week with a low head (high flow rate) HPIS to investigate recoverability down to 1200 psi.

i Tests run last week on the perfomance of the themocouples planned for the F2 fuel bundle are to be repeated this week to investigate whether there is a curing effect. Tests run at INEL found an effective curing of the T/C material when tests were repeated. As a part of the tests being done at Oak Ridge, this will also be examined. L2-6 test options based on the T/C test results are continuing to be reviewed. Meetings will be held on July 19, 1982 to discuss the test options in greater detail.
A proposed LOFT Consortium test plan has been prepared by 00E and reviewed by NRC. It will be discussed with potential participants at a reeting in Munich scheduled for July 15-16, 1982.
Work is continuing on schedule for a set of four rod withdrawal transients in August and a loss of power initiated ATn'S in September.
The Quick Look Report on the large break LOCA test,,L2-5 which was run on June 16, 1982, was issued on schedule on July 1, 1982 Data Bank Data from four more Slab Core Test Facility (SCTF) tests located at JAERI were entered into the data bank: 51-05, S1-06, 51-07, 51-08.
FLECHT SEASET data from 100 tests of the 21-rod bundle test series and GE data from 6 Single Heated Bundle (SHS) tests were received and are presently being processed for addition into the data bank.

LWR Hycrocen Manual On Wecnesday, June 30, 1982 a meeting was held at General Physics Corp. in Columbia, Md. to review a final draft of the LWR Hydrogen Manual. This is a generic manual en hydrogen issueJassociated with postulated LWR accidents.
The meeting was attended by representatives of the nuclear industry, DOE, NRR, and Sandia. John Larkins, project manager for this project chaired the meeting.
All final co rents on the Manual are expected by July 15, 1932. The manual should be published by the end of FY 82.
On Thursday, July 1,1982, John Larkins of the SAAB briefed the ACRS Subcommittee j
en Electrical Systems and Equipment Qualification on the RES research program of
{
H Burn Equipment Survival. This is a program directed towards providing 7
eIperimental information on the survival of safety related equipment during a 1
hydrogen burn fcr a p:stulated LWR accident. This program is closely coordinated with an NRR technical assistance program to develop analytical models to calculate the thermal response of equipment to hydrogen burns.
l HECTR Develormenc Sandia National Laboratories has been developing a computer code called HECTR to analyze hydrogen burns in multicompartment reactor containments. The initial version of this code has been used successfully to evaluate a Mark III BWR conta inment. This version includes models for radiative and convective heat transfer, contaiment sprays, and hydorgen burns. While the code performed well during the MARK III analysis, some problems with run time were noted.
Sandia has now completed a conversion from an explicit to an implicit Solution technique that produces very reasonable run times. The code is being modified to evaluate ice condenser containments. Future efforts will include the addition of convective mixing, a fan cooler, and detailed dryaell/ suppression-pool models.
Plant Analyzer Panel The second meeting of the plant Analyzer Panel was held on July 1,1982.
A lead contractor was suggested. The possibility of specifying NRR, AEOD, and ILE user requirements through a formal User Needs letter was discussed.
EM-Audit Cacability Three options for providing NRR with an EM-audit capability were discussed at a meeting on June 30, 1982. Two options involved using WRAP-EM and the third involved using currently maintained codes. NRR is to respond with a choice of options.

If EDo, plans to request recensideration of the existing Co=ission decision, a paper containing the staff rationale is requested to be submitted to the Ccmmission by July 19,,1982.
