%t-M5 P nf l8 hk HIGHLIGHTS OF WEEKLY INFORMATION REPORT Week Ending November 12, 1982 Regional Voluntear Placements Since June 29, when Regional Administrators were constrained regarding outside hiring and Headquarters employees were invited to register their interest in Regional jobs, 29 employees have been reassigned to the Regions. Currently, a total of 161 Headquarters staff members remain on the register for Regional assignments. Three volunteers have been added to the register with additional applications being processed.

Investigations Aareement An agreement has been signed by the NRC and OPM covering the conduct of back-ground investigations on Federal applicants, employees, consultants, licensee personnel, contractor personnel and others as required.

Division of Engineering and Ouality Assurance On November 9,1982, Division staff from the Quality Assurance Branch met with the EEI Construction Committee and Region II staff to discuss the Quality Assurance initiatives identified in SECY 82-352.

I IE, Division of Reactor Programs NRR and IE staffs are conducting Regional training sessions on new radiological effluent technical specifications. Training sessions are scheduled for each Regional Office.

Review of a State Program The North Dakota radiation control program will be reviewed by R. Doda, Region IV, November 16-18, 1982. Joel Lubenau, OSP, will accompany Mr. Doda as part of the appraisal of the Region IV State Agreements functions.

IAEA Vacancy Notices Although the U.S. is still reassigning its involvement in the International Atomic Energy Agency (IAEA), NRC has been instructed to recruit candidates for positions at the IAEA Headquarters in Vienna, Austria. Six notices were posted this week on NRC vacancy boards.

Nuclear Reculatory Research The NRC staff desires a simple-to-use common interface to all the codes at all computers. But INEL and LANL staff noted several problems in achieving this goal.

i Week Ending November 12, 1982 H. B. Robinson Unit 2 A meeting will be held with Carolina Power and Light Company on Monday, November 8, 1982, to review fluence calculations for the reactor pressure vessel at the H. B. Robinson Unit 2 plant. The meeting will take place at 1:00 p.m. in Room 6110 in the Maryland National Bank.

Building.

Millstone Unit 2 - Unplanned Release An unplanned release of liquid effluent occurred between 4:15 am and 4:35 am on November 5, 1982, when during an approved discharge procedure, an incorrect radioactive waste monitoring tank was lined up and discharged. The licensee had intended to discharge 30,000 gallons of low concentration waste (3.6E-5 mei/ml) from the "A" Coolant Waste Monitoring Tank.

Instead, 848 gallons of high concentration waste (5.E-3 mei/ml) was discharged from the Aerated Waste Monitoring Tank, Doses resulting from this erroneous discharga, through the shellfish i

l As part of the steam generator inspection being performed during the current refueling outage for Point Beach Unit 1, Wi consin E1 ctric 5

Power Company conducted secondary side inspections of the A and 0 '. team generator using fiber optic techniques. These inspections have identified several loose parts. These parts include a hose clamp, o C-clamp (two pieces), one 3/8" 5 to 6 foot rod, several weld rods ano small pieces of wire and a plug possibly from a feedwater heater. The licensee is making preparation for retrieval of these loose parts.

Arkansas Nuclear One. Unit No. 1 (ANO-1)

AND-1 was manually tripped at 10:00 p.m. Monday, November 8,1982, by the operator after the operator observed that the reactor coolant leakage was approaching the Technical Specification limit. The reactor was at 66% power operation with "B" reactor coolant pump not operating.

The operators had observed that reactor coolant was leaking through "B" RCP seals and leakage was progressively increasing. AND-1 had been coasting down in power operation because of fuel burn up and in preparation for shutting down for refueling. All control rods were fully withdrawn and boron was at 1 part per million. The planned shutdown was for November 28, 1982. ANO-1 will now proceed into the refueling outage.

"B" RCP seal along with "A" and "D" RCPs seals was replaced with the modified seal design during the March 1982 outage.

"C" RCP seal was replaced with the modified design after a seal leak event in August 1982.

Liquid effluents from the TMI site released to the Susquehanna River after processing, were made within the regulatory limits and in accordance with NRC requirements and City of Lancaster Agreement.

During the period Novemoer 5,1982, through November 11, 1982, the effluents ccr.:ainec no detectable radioactivity at the discharge point and indivicual effluent sources, which originated within Unit 2, contained no cetectable radioactivity.

' Uncertainties exist as to the exact location and accuracy of these readings'.

Environmental Protection Acency (EPA) Environmental Data The EPA measures Kr-85 concentrations at several environmental monitoring stations and reported the following results:

Licensee Radioactive Material and Radweste Shioments On November 9, 1952, one box containing 12 Unit 1 cnce-through-steam-generator-A swipes was shipped to Batteile Columbus Laboratories Columbus, Ohio.

On November 10, 1982, one box containing two Unit 2 liquid samples (125 ml) from the bora.ted water storage tank and the processed water storage tank was mailed to Westinghouse Electric, Forest Hills.

Pennsylvania.

On November 10, 1982, 65 crums containing contaminated laundry from Units 1 and 2 were shipped to Interstate Uniform Services, New Kensington, Pennsylvania.

Major Activities l

1.

Submerged Demineralizer System (SDS). SDS began processing of Batch No. 38 (approximately 44,000 gallons of reactor building sump water) on l

November 6,1982. This water, which was previously processed by the 505, was reused for the ongoing decontamination activities in the reactor i

building, and collected in the reactor building sump. Batch No. 38 processing is scheduled to be completed on November 15, 1982.

EPICOR II. The EPICOR II system was activated on November 10, 1982 to process SDS efficent from Batch No. 38. EPICOR II processing is expected to continue through November 17, 1982.

3.

Reactor Building Entries. Reactor building entries are continuing at a rate of three per week. Polar crane refurbishment is the priority activity in the reactor building. The licensee is preparing a polar crane load test procedure (which will be submitted to the TMI Program Office for approval). The crane load test is scheduled.for the last week in February 1983. Functional testing of individual crane control circuits is currently in progress, j

t Reactor building decontamination is continuing in parallel with the polar crane refurbishment. The three control rod drive leadscrews, which were removed from the reactor vessel duri,ng the quick look inspection, have been transferred from the refueling pool to an area inside the "B" D-ring. The leadscrews will eventually be cut into smaller pieces i

and transferred offsite for analysis. The first cutting, of leadscrew 8H l

(the least contaminated of the three), is scheduled for i

i November 15, 1982.

4 SDS Liner Disposal Preparations. The functional, testing (described in tne Novemoer 6,1962 Weekly Status Report) of the SDS liner recombiner and vacuum outgassing system (LRV05) has been temporarily delayed. This l

testing, which began last week on a non-radioactive SDS liner, was to provide an operational demonstration of both the water removal (vacuum crying) anc catalyst loading capabilities. The vacuum drying test was I

completed satisfactorily with the water removal rates meeting the design performance criteria established by GPU, DOE and the system designers.

However, the catalyst insertion pnase of the functional test was delayeo because the leading tool experienced valve blockage and flow restriction problems wnen the cylindrical palladium recombiner pellets (1/16" ciameter,1/8" length) were added. GPU is currently re-evaluating the hardware designs and techniques including a change to spherical pellets.

The cataly'st loading phase of the LRV05 functional test will have to be repeated before GPU performs a full scale dernonstration on an actual spent SDS vessel.

EPICOR II Prefilter Shioment Status.

No EPICOR II prefilter liner snipments were mace Inis week. ine following three shipments are scheduled next week: PF-47 (in the CNS-8-120 cask), PF-6 (in the SN-1 cask), and PF-20 (in the HN-200 cask).

f Radiolytic gas generation iates on PF-20 are currently being monit'ored and the liner will be inerted with nitrogen (similar to the.inerting of PF-6 and PF-47) to insure non-combustible gas conditions during shipment.

Past Meetings 1.

On November 8,1982, Dr. Bernard J. Snyder spoke to a subcomittee of the National Association of Regulatory Utility Comissioners in Boston, i

Massachusetts.

2.

On November 9,1982, the NRC Commissioners held two public meetings to discuss the potential restart of TMI Unit 1.

The first meeting heard i

oral presentations from the parties involved in the formal TMI Unit 1 restart proceedings.

1 The second meeting heard the views of concerned citizens who were not parties to the formal restart proceedings. The NRC Comissioners are scheduled to issue a decision December 10, 1982 concerning the 1979 TMI-1 orders.

On November 12, 1982, Lake H. Barrett met with the Concerned Mothers of 3

Middletown to discuss TMI related issues. They expressed their concern that Unit 1 should not be restarted prior to completion of the Unit 2 j

cleanup.

Future Meetings 1.

On November 16, 1982, Dr. Bernard J. Snyder will present.a paper on the regulatory perspective on TMI-2 cleanup at the American Nuclear Society meeting in Washington, DC.

l 2.

On November 17, 1982, the Advisory Panel for the decontamination of TMI Unit 2 will hold a meeting --open for public observation-- to discuss the current status of cleanup efforts and the disposition of processed water.

The meeting will take place at the Holiday Inn, 23 South Second Street, Harrisburg, Pennsylvania, from 7:00 to 10:00 PM.

On November 17, 1982, Dr. Bernard J. Snyder will participate in a panel discussion at Rutgers University, New Brunswick, New Jersey on nuclear wastes at a conference on the Disposal of High Level Radioactive Wastes.

The conference is being organized by the League of Women Voters of New Jersey and the Coordinating Council on Radiation Studies of Rutgers University.

4 On November 22, 1982, Lake H. Barrett will meet with the Concerned Methers of Middletown to discuss TMI related issues.

Week Ending November 12, 1982 Meeting with DOE and Colorado re: Inact.~ ve Uranium Mill Tailings Site i

t On November 4,1982, staff of the Low Level Waste Licensing Branch met with the Department of Energy, DOE contractors and representatives of the State of-Colorado to discuss the feasibility of in-place stabilization for three of the inactive uranium mill tailings sites (Grand Junction, Old Rifle, and New Rifle).

Although the preliminary conclusion of the DOE study was favorable in terms of the feasibility of in-place stabilization, discussions among meeting partici-pants identified a deficiency in the analysis which will require further investigation of geomorphic considerations.

EPA-NRC Memorandum of Understanding On November 8,1982 R. E. Cunningham and R. G..Page met with Mark Kerrigan of OMB concerning Congressman Corcoran's letter of October 25, 1982 to OMB regarding l

EPA and NRC responsibilities in the control of areas contaminated with radio-active materials. Specifically discussed was the need for EPA and NRC to agree on a Memorandum of Understanding (MOU) which sets forth agency responsibilities in these matters. Previously the staffs ef the two agencies worked together in preparing an MOV and readied it for signature in August 1981. NRC was prepared to sign the MOU, but EPA declined.

Westinghouse Electric Corporation A staff member of the Division of Fuel Cycle and Material Safety visited the Columbia, South Carolina facility on November 3-4, 1982 to discuss the license amendment application to use bLik handling equipment for UO2 powder and to observe the moderation control room and bulk handling equipment. Agreement was reached on supplemental information on modsration controls for nuclear criticality safety. Operating authorization is needed by December 31, 1982.

Kerr-McGee Chemical Company (K-M)

Representatives of Kerr-McGee Chemical Company (K-M) met with the NMSS staff on November 8,1982 to obtain information on the schedule for completion of the FES on the West Chicago Rare Earths Facility and to discuss the K-M preferred

i CRBR Fuel Cycle Environmental Review I

The Final Supplement to the CRBRP FES was completed and formally published.

The Staff reviewed the changes from the Draft Supplement in preparation for a deposition on fuel cycle assessment changes to be taken November 8,1982*by Staff testimony was finalized and submitted to the hearing the intervenors.

The Director, IE, met with representatives of Carolina Power and Light Company and Region 11 staff on November 10, 1982 to discuss the licensee's plans for corrective action in response to a series of items of noncompliance experienced recently at the Brunswick nuclear site. The meeting was held in the Regional Office.

Division of Engineering and Quality Assurance

i. The Division Director and an interoffice team met with representatives of Union Electric Company in St. Louis on November 10, 1982 to discuss the first (trial) integrated design inspection which is commencing at the Callaway plant.

ii. On November 9,1982, Division staff from the Quality Assurance Branch met with the EEI Construction Comnittee and Region 11 staff to discuss the Quality Assurance initiatives identified in SECY 82-352.

HEDL-Sandia Sodium / Concrete Comparison Tests The CRBR project has proposed the utilization of on-site dolomite as

)

the aggregate in the structural concrete.

The chemical differences between dolomite and calcite (limestone) suggested the prudent course i

of testing identical test articles with as close as possible identical test procedures as HEDL and Sandia.

Four tests have been completed, one of each aggregate at each laboratory.

Preliminary inter-laboratory comparisons show very small differences.

Nor are the differences large between aggregates. Hydrogen and aerosol emissions are similar although post-test calibrations and data reductions are still in progress. The most noticeable difference was the lack of a sharply defined debris / concrete interface in the dolomite test; dolomite aggregate was distributed throughout the lower 2.5 inches of the 5 inch total penetration. Thus the results do raise the question of scale. HEDL will run a one square meter test with dolomite and " design" placement of re-bar.

Sandia will do some simultaneous tests on alternate materials such as HAC (High alumina cement). HAC is a candidate material for core retention and thus has potential application to LWR's as well.

ORNL Correlation Evaluation Data gathering efforts continue in the area of post-CRF heat transfer.

On October 29, 1982, Kawasaki Heavy Industries, Ltd. (Japan), agreed to provide the NRC with some dispersed flow film boiling data. In addition, bundle heat transfer data has been obtained from the German KWU facility.

Data Bank Test data from the GE Single Heated Bundle facility were added to the data bank: Tests 2315, 2332, 2333, 2334, and 2334. These tests were Stage 3 tests investigating reflood heat transfer.

Semiscale The feed and bleed primary side cooldown tests run in June and July have been analyzed and reported. The results of the analyses have been given to NRR and the ACRS subcomittee on ECCS.

The feed and bleed study performed by INEL indicates that the RELAp5 systems analysis code is able to accurately predict the results of the Semiscale test, designated SR-2. When RELAP5 was used to predict the results of a transient mitigated by the feed and bleed method in a RESAR-3 type PWR, no problems in plant control were predicted. On that basis, RES believes that the RELAP5 code is doing an adequate job of predicting feed and bleed transients and further experimental work at Semiscale is unnecessary at this time.

Preparations are continuing for resumption of testing with the new Semiscale MOD-2B configuration. The first test planned is the PL-1 loss of offsite power test scheduled for November 17, 1982.

LOFT The secondary side of the LOFT steam generator is being visually inspected. If it is found to be in a satisfactory state, the date for a full inspection may be postponed to the benefit of the Project test schedule. Since the L2-6 test is deferred until the end of the Project series, the F2 fuel bundle will be completed on a less urgent i

schedule and then stored until needed. The Experiment Specification Document for the first test in the Project series has been issued.

Plant Analyzer Procram Brookhaven National Laboratory made a presentation of their Plant Analyzer Program on November 1,1982 in the NRC Phillips Building.

The meeting was attended by members of NRR, AEOD, RM, and RES.

Review the BNL program in the context of high speed computing capabilities of presently available peripheral and array processors.

Present the results attained to date in modeling a BWR plant (Peach Bottom-II) using the Applied Dynamics AD-10, special purpose computer.

be expected with an AD-10 computer in modeling a BWR plant transient.

The demonstration was made by performing thermo-hydraulic calculations of a steam-line break with turbine trip at full power on an AD-10 computer and comparing the calculating speed and calculating accuracy with those obtained for the same transients, with a CDC-7600 general purpose computer.

The results presented by BNL indicated that:

1.

Only one half of BNL's AD-10 system is needed to model BWR-MSSS hydraulics. Therefore, the system has ample computing capacity.

2.

Good computing accuracy can be obtained with an AD-10 computer.

and 3.

For the sample transient (SLB) the computing speed with an AD-10 was approximately 10 times faster than real time, and

- 110 times faster than CDC-7600.

l According to present schedule, BNL is to provide NRC with a complete BWR plant (Peach Bottom-II) model by the end of April 1983, and an access to the AD-10 so that BWR plant transient calculations can be perfonned by NRC staff.

J Nuclear Plant Analyzer C. Troutman traveled to Idaho Falls for a Nuclear Plant Analyzer Functional Requirements Specifications meeting on November 2-5, 1982.

The meeting was attended by INEL, LANL, TDC, and NRC.

We were given an on-line interactive operation of.INEL's RELAP5.

The engineer-analyst turned on and off pumps and valves to try to control a transient (pipe break). The(CPU / Reactor)timeratio was 2:1. In 2 very busy minutes (by my watch) the reactor ran 1 minute, and the computer bill was $116.00. So many hues and so many digits (pressure, temp.) are displayed on nodes that a variety j

of plays and replays are needed to absorb the significance of the results.

INEL staff believe the most useful aspects of the NPA display are already done at INEL for RELAPS. Some experimenting with pixel flipping will soon be done to create the illusion of liquid and vapor motions.

i The INEL display took only 2 weeks for 2 people to develop for 1 reactor. Even less time would be needed for other reactors of the same manufacturer's family.

The NRC staff desires a simple to use common interface to.all the codes at all computers.

But INEL and LANL staff noted several problems in achieving this goal.

Doda, Region IV November 16-18, 1982. Joel Lubenau, OSP will accompany Mr. Doda as part of the appraisal of the Region IV State Agreements functions.

Follow-up Review of New Hampshire Program A follow-up review of the New Hampshire radiation control program will be conducted November 15-16, 1982.

Exemptions to Property Insurance Reouirements On November 3, 1982 the staff issued exemptions to two small power reactors from the full property insurance requirements of 10 CFR 50.54(w).

In one case, PG&E requested an exemption for its Humboldt Bay facility, indicating that insurance in excess of $100 million is not required because of the cold shutdown condition of the plant.

In the other case, Consumers Power Company requested an exemption for its Big Rock Point plant from the excess property insurance requirements of 50.54(w)(1)(ii), indicating that insurance in excess of $500 million would not be required because of the small size of i

the facility. In both cases, cufficient documentation was provided by the licensees to persuade the staff that issuing the exemptions would not be

inimical to protecting public health and safety.
