Dear Mr. Michaels:

Attached is a proposed revision to the Physical Security Plan for the Kansas State University TRIGA Mark II Reactor Facility. Text to be struck is lined out. Replacement text is in italics. A complete replacement for Appendix I is provided. All revisions have been approved by the Facility's Reactor Safegu'ards Committee.

The need for one revision was pointed out during 24-28 May 93 inspection by Region IV NRC examiners (NRC Inspection Report 50-188/93-01),

namely that breakage of a window would not necessarily be detected by an intrusion aintm, though penetration of a person through a broken window would. Acc ordingly, we propose to amend Sections II.C.2(3) and (4) to strike the words " breakage of or."

A second revision is necessitated by enlargement of the Control Room .)

(Room 109 in Appendix I of the Plan). Relocation of a wall with an exterior window (item 4) and door (item 2) are shown in a revised  !

Appendix. The relocation is also accounted for in the revision of Section i II.C.2(4). I Enlargement of the Control Room (Room 109, item I in Appendix I) actually provides a greater level of physical security. The locked reactor room door (item 8) now opens into the Control Room rather than into a public hallwcy.

In Item II.C.I.2, wording is changed to indicate that an automatic dialer is used for backup annunciation of an intrusion. As stated in Item II.C.I.1, an intrusion is normally annunciated via a direct line to the Police Department. In Item II.C.2.M10), the words "in entirety" are struck.

This is in accord with the words in that Item that follow, namely, that the motion sensors monitor the reactor-room door and the truck door. This was reported in our response to NRC Inspection Report 50-188/93-01, approved by letter from Region IV "

of the Commission, dated 26 July 1993.
