Dear Sirs:

This is to endorse the July 27th request made by the Director of the Kansas State University Nuclear Reactor Facility for an individual exemption from i

payment of annual fees for our TRJGA Mark !! Reactor, a teachin0 and roscorch reactor operated by a nonprofit educatJonalInstitution. The exceptional treatment requested is in the public interest and is justified for two reasons.

First, payment of the annual fee, namely, $62,100 for federal fiscal year 1993, would imposo savore financielhardsh'p, not only on the Nuclear Engineering l

Department, but also on the College of Engineering. The University obtains its operating funds from legislative appropriations and such funds havo boon declining for a number of years. Payment of the som in question would r

virtually guarantee the loss of a faculty position.

Second, the exceptional treatment is also justified on the basis of externalized j

benefits accorded by operation of the Reactor Facility to other federal licenseos, to other universities, and to the general public. Nuclear power plants i

in Kansas and Nebreske benefit particularly. Tours and demonstrations for schools and civic organ!zations are extremely important benefits to the general l

pubile and are on essential aspect of our university's mission as a land grant Institution.
