Pursuant to 10CFR50.59(b) the following items are submitted for the Kansas State University TRIGA Mark II Nuclear Reactor Facility for the period 1 October 1995 through 30 September 1996.

A. Changes in the Facility Modifications to the Facility Security System were approved

  • by the Reactor l Safeguards Committee (RSC) on 29 June 1996. Pursuant to 10CFR2.790(d) the  !

details of changes are exempt from this report. The changes were implemented in

, July 1996 and inspected by the RSC of 27 September 1996.

Modifications were made to the Themializing Column bici Space Drain to allow it to be n:onitored and drained separately f om the Bearn Port i ad Thermal Column lines. Tl e action was taken to prevent . vater buildup from entering the other systems.

Written procedures were approved

  • bp the RSC on 8 July 1996. The new system was complete d July 1996 and inspecte i by ha RSC on 27 September 1996.

Proposed administrative changes at the facility require modification of the Operating License and Emergency Plan. A Facility Manager position is to be created, combining the duties of Facility Director and Reactor Supervisor. These changes were approved

  • by the RSC on 5 August 1996 and were submitted to the NRC for review.

At this time, the NRC has not taken fmal action on the recommended changes.

B. Changes in Procedures

  • by the RSC on 22 g17 February 1996.

Procedure 5, Part II, " Semi-Annual Check of 110% Safety Circuits" was revised to clarify the procedure with respect to new instruments. The new procedure was rewritten on 26 June 1996 and approved

  • by the RSC on 27 September 1996.

C. Changes in Tests or Experiments None.

  • Approval of the Reactor Safeguards Committee signifies that the proposed changes do not involve any unreviewed safety questions, and that their implementation does not represent an increase in the risks to personnel or reactor integrity.
