Dear Mr. Ryan:

The Commission has issued the enclosed Amendment No.10 to Facility Operating License No. R-88'for the Kansas State University Research Reactor. The 4

amendment consists of changes to the Technical Specifications in response to Dr. R. E. Faw's submittal dated August 15, 1996.

The amendment revises the titles of the members of the Reactor Safeguards Committee because of the merger of the Departments of Nuclear Engineering and Mechanical Engineering at the University. j l
