ISSUANCE OF AMENDMENT NO.11 TO FACILITY OPERATING LICENSE NO. R KANSAS STATE UNIVERSITY (TAC NO. MA3668)

Dear Mr. Ryan; i The Commission has issued the enclosed Amendment No.11 to Facility Operating License No. R-88 for the Kansas State University Research Reactor. The amendment consists of a change to the license conditions in response to your submittal of August 13, 1998.

The amendment deletes License Condition 3.E, which required that a physical security plan be maintained. The need for a physical security plan is not needed because you possess special nuclear material of low strategic significance. However, security for special nuclear material of low strategic significance in quantities that you possess must still be provided l in accordance with 10 CFR 73.67(f).

A copy of the related Safety Evaluation supporting Amendment No.11 is also enclosed.
