Please find enclosed a proposed revision of the Physical Security Plan for the Kansas State University TRIG A Mk-Il Nuclear Reactor Facility. Revisions are indicated in italics type. Many revisions simply reflect new names for University organizations. The principal modification in the Plan involves a change frorn one type of intrusion alar n system to another. The modification would be undertaken for two reasons: (1) excessive maintenance needs for maintaining the reliability of the existing system au e to physical deterioration of components, and (2) the availability of new r and, we believe, more reliable technology which would be subret to far fewer false alarms.

The modifications have been reviewed by the University Director of Public Safety and the University Police Department. Indeed, we plan on using equipment meeting Police Department specifications for security systems within the University.

The modifications base also been reviewed by the University Reactor Safeguards Committee. They have approved the changes subject to the following conditions: (1) that the performance of the system in receting the specifications of the Physical Security Plan be demonstrated to their satisfaction, and (2) that procedures be developed and approved by them for testing and maintenance of system components and for verification of the reliability of transmission of alarm signals to the University Police Department.
