3.5 Recover any contaminated articles of clothing that may have been removed from.the person for isotopic analysis.

4.0 Site Physician's Assistant or his designee"shall':

4.1 Provide guidance to the First Aid Group as much as practicable through the Personnel Safety Team Leader.

4.2 Prepare the First Aid Facility for receiving injured l personnel.

  • PURPOSE
1. To define the actions to be performed in the event that a plant evacuation is required due to unexpected or uncontrolled hazards in two or more large operating areas.

2. Unusual Event or Alert caused by unexplained radioactive spills, releases, or leakages in two or more large operating areas.

such as fire, that may endanger human life or health as deemed necessary by Shift Supervision.

. PRECAUTIONS

1. Announcements should be clear and distinct.

- IMMEDIATE ACTIONS -

l 1.0 Emergency Director shall:

l 1 1.1 Designate the Administration Building or another practicable onsite locatign as the assembly area.

IF THERE ARE NO APPROPRIATE ASSEMBLY AREAS WITHIN THE SECURITY BOUNDARY, CALL A SITE EVACUATION IN ACCORDANCE WITH EP-305 l

1.2 Notify the senior ranking security officer on shift that a plant evacuation is imminent, what assembly area (s) will be used, and to carry out emergency security procedures.

1.3 Announce a Part'ial Plant Evacuation over the station public address system as follows: (Announcements should be clear and distinct.)

THIS IS A PARTIAL PLANT EVACUATION. ALL PERSONNEL SHALL IMMEDIATELY EVACUATE THE (state plant evacuation areas) AND REPORT TO THE (state assembly areas).

a. Radiation levels at the designated. partial plant evacuation assembly areas, are greater than 10 mR/hr or airborne

-10 contamination levels are~ greater than 4 x 10 uCi/cc for an unidentified isotope in a non-occupational environment. .

3. Roof vent radiation recorders indicate roof vent release rates in excess of the following levels:

To define the actions to be performed in the event that the Information Center must be evacuated.

EP 306-1 Visitor's List ACTION LEVEL

1. The Information Center will be evacuated at the discretion of the Emergency Director.
2. A site evacuation is announced in accordance with EP 305.

PRECAUTIONS

1. If the Emergency Director informs the' Information' Center Staff that the wind is blowing DOWN-CHANNEL (WIND NORTH TO

l SOUTH), follow IMMEDIATE ACTIONS - PART-A. If the wind is bicuing UP-CHANNEL (WIND SOUTH TO NORTH), follow IMMEDIATP ACTIONS - PART-B. For CROSS WIND DIRECTION, use the discration of the Emergency Director. .

2. All efforts are to be made to keep the visitors calm.
3. No information relating to the emergency is to be divulged to the visitors.

Iifi!SDIA'2E ACTIONS - PART-A, WIND BLOWING DOWN-CHANNSL (WIND NORTH TO SOUTH)

, 1.0 Information Center Staff shall:

1 1.1 When directed by the Emergency Director, inform the visitors that the situation in the plant requires them -

to leave the Center and go to the Delta Service Building.

1.2 Inform the visitors that if they follow instructions there should be no problem.

1.3 Using a wall map, show the visitors the route to the Delta Service Building.

1.4 Make arrangements to get the visitors to the assembly area. Private vehicles will be used. '

1.5 Before exiting the Information Center, perform the following: -

1.5.1 Have the visitors provide their names and addresses on Appendix EP 306-1. ,

. 1.5.2- Frisk the visitors for contamination, if there '

is any contamination, record the level in Appendix EP 306-1.

1.6 Take the Information Center dosimetry badges and the frisker located in the Information Center to. the Delta Service Building. Lead the visitors to the Delta l Service Building.

FOLLOW-UP ACTIONS 1.0 Information Center Staff shall:

1.1 Escort the visitors into the Delta Service Building for

( shelter. Do not allow the visitors to wander off.

1.2 Limit their contact with other employees..

1.3 Assure the visitors that there is no problem, but that they must remain until they can be rechecked for contamination as a precautionary measure.

1.4 Record the visitor's names, address, and vehicle type / license number on Appendix EP 306-1, Visitor List.

1.5 Frisk the visitors again and their vehicles at the Delta Service Building.

l IMMEDIATE ACTIONS - PART-B, WIND BLOWING UP-CHANNEL (WIND SOUTH TO NORTH) 1.0 Information Center Staff shall:

1.1 When directed by the Emergency Director, inform the visitors that the situation in the plant requires them to stay in the Information Center until such time that the area is deemed safe for them to leave the premises.

1.2 Before exiting the Information Center, perform the following:

a) Have the visitors provide their names and addresses on Appendix EP 306-1.

b) Frisk the visitors for contamination, if there is any contamination, record the level in Appendix EP 306-1 and direct the contaminated person to wash the affected area in the Information Center washroom, instruct the person NOT to use water warmer than body temperatTre.

.3 Request a Personnel Safety Team member to come co the Information Center if contamination is found.

1.4 Frisk the visitor's vehicles for contamination after frisking the visitors and when the outside atmosphere is deemed safe by a Personnel Safety Team Member or by direction of the Emer3ency Director.

FCLLO!!-UP ACTIONS 1.0 Information Center Staff shall:

1.1 Allow the visitors to vacate the Information Center"and exit the alte via the Unit 1 access road when. directed to do so by the Emergency Director.

  • 1.2 Send the Information Center dosimetry badges to the Personnel Safety Team Leader for processing. The Personnel Safety Team Leader may be in the Emergency Operations Facility or the designated Assembly Area for plant personnel.
