AECM-81/439, 11/9/81 On October 8,1981, Mississippi Power & Light Company notified Mr. P. A.

Taylor, of your office, of a Potentially Reportable Deficiency (PRD) at the Grand Gulf Nuclear Station (GGNS) construction site. The deficiency concerns potential cracking of inflatable seals manufactured by Presray and supplied to the W. J. Woolley Company for use in personnel airlocks.

The determination has been made that this deficiency is reportable under the provisions of 10CFR50.55(e) but not under 10CFR21. All details are pro-vided in our attached Final Report.

J Attachment to AECM-81/517 Page 1 of 1 FINAL REPORT FOR PRD-81/40 I. Description of the Deficiency Our Architect / Engineer was informed 'by the W. J. Woolley Company that their supplier, Presray, notified the NRC under the provisions set forth in 10CFR Part 21, that a deficiency existed'in the manufacturing process of ' inflatable rubber seals used in the Personnel Airlocks supplied to the Grand Gulf Nuclear Station.. The cited deficiency results in stress risers in the seals which cause the seals to crack. If the seals were to crack, a breach to containment leaktight integrity would result. The seals are contained in the doors of the' personnel airlocks in the upper and lower containment and the drywell areas.

The only plant system affected by this deficiency is System M23-Contain-ment Hatches and Locks. This deficiency is applicable to both Unit I and Unit 2.- The determination has been made that this deficiency is not reportable under the provisions of 10CFR21 in that the system had not been turned over to MP&L.

The cause of the deficiency has been determined to be a deficiency in the manufacturing process.

II. Analysis of Safety Implications The extent of the deficiency is limited to the subject Personnel Air-locks. The interfacing system associated with the airlocks is System T10-Auxiliary Building.

If the inflatable seals were to fa'il this could result in the release of airborne radioactive material from the containment into the atmosphere.

It has been determined that the above condition meets the provisions of 10CFR50.55(e) in that the safe operation of the power plant could be adversely affected.

III. Corrective Actions Taken, j Our Architect / Engineer is to replace all defective seals. Corrective actions for replacement of the seals is scheduled to be completed by March 15, 1982.
