Special Report on Inoperability of Main Steam Line Radiation Monitor RM-064 for Post-Acciden+ Monitoring The Omaha Public Power District (OPPD), holder of Operating License DPR-40, submits this report pursuant to the requirements of Fort Calhoun Station (FCS)

Technical Specification 2.21, " Post-Accident Monitoring Instrumentation."

Technical Specification 2.21, Table 2-10, Item 3, requires that the Main Steam Line Radiation Monitor (RM-064) be operable in Modes 1, 2 and 3. If the number of oprable channels is less than the minimum operable channels requirement, OPPD must initiate the pre-planned alternate method of monitoring the appropriate parameter and either restore the inoperable channels to operable status within seven days of the event or prepare and submit a Special Report to the Commission pursuant to Technical Specification 5.9.3 within fourteen days following the event.

On May 3, 1994, Radiation Monitor RM-064 was removed from service to support installation of Modification MR-FC-84-1550. This modification will enhance the Radiation Monitoring System and increase the reliability of the Main Steam Line Monitor. The scope of MR-FC-84-1550 includes replacement / upgrade of the subject radiation monitoring channel. The duration of the inoperability of this channel has exceeded seven days, thus requiring this Special Report.

In accordance with Technical Specification Table 2-10, Footnote (a), a preplanned alternate method of monitoring the appropriate parameters is in place due to the inoperability of RM-064. The alternate method is detailed in Operating Instruction 01-PAP-8, " Post Accident Procedures," Section 3.5. Radiation Monitor RM-064 will be returned to operable status by June 30, 1994.
