Special Report on Inoperability of Fire Protection Equipment Omaha Public Power Diftrict submits this special report regarding inoperable fireprotectionequipment(FireDoor989-8,FireBarrierPenetration19-E-39

. and Fire Damper FD-46) pursuant to the requirements of Fort Calhoun Station Unit No. 1 Technical Specification 2.19, " Fire Protection Systems."

FortCalhounStationUnitNo.1TechnicalSpecificationSection2.19(7) requires that all penetration fire barriers protecting safety-related areas shallbefunctional(intact). With a penetration fire barrier non-functional, within one hour, either establish a continuous fire watch on at least one side of the affected penetration, or verify the operability of fire detectors on at least one side of the penetration and establish an hourly fire watch patrol.

The non-functional penetration must be restored to functional status within seven days, or, failing that, prepare and submit a report within an additional 30 days to the Nuclear Regulatory Commission pursuant to Technical Specification 5.9.3.

On May 8, 1990 fire door 989-8 was declared inoperable as a fire barrier to support sueveillance testing. This door remained inoperable for greater than 7 As required days due toSpecification by Technical the length of 2.19(7 timethe req)uired forcompensatory necessary the surveillance test. were in measures place for the entire duration of the impairment. Fire door 989-8 was returned to operability on May 19, 1990.

On May 31, 1990 fire barrier penetration 19-E-39 and the fire barrier block wall between rooms 18 and 19 were declared inoperable as fire barriers to run hoses through in support of heat exchanger cleaning. These fire barriers have remained inoperable for greater than 7 days due to the length of time required for the maintenance and will be returned to o)erability by July 1, 1990. As requiredbyTechnicalSpecification2.19(7)tienecessarycom>ensatorymeasures will remain in place until the barriers are returned to opera)ility as fire barriers.

s On June 1, 1990 fire damper FD-46 was declared inoperable as a fire barrier to run hoses through in support of heat exchanger cleaning. This fire damper has remained inoperable for greater than 7 days due to the length of time required for the maintenance and will be returned to o>erability by July 1, 1990.
