Special Report on Inoperability of Fire Protection Equipment l

The Omaha Public Power District, holder of Operating License DPR- ,

40, submits this special report pursuant to the requirements of I Fort Calhoun Station Unit No. 1 Technical Specification 2.19,

" Fire Protection Systems".

Fort Calhoun Station Unit No. 1 Technical Specification 2.19(8) requires the control room, switchgear room, and cable spreading l rcom:Halon fire suppression systems be operable. With a Halon I system inoperable,-the establishment of a continuous fire watch with backup fire suppression equipment is required. "he system l must be restored to operable status within 14 days, or a report must be submitted to the NRC within 30 additional days, outlining the chuse of the inoperability and the plans for restoring the

.-nystem to operable-status.-

On December 15, 1990, the Halon fire suppression system for the control room walk-in cabinets ans declared inoperable. The cause l of inoperability was that the Halon containment integrity of the cabinet was branched when a metal panel was removed to support i required work inside the cabinets during a unit outage. The ]

metal-panel was reinstalled, and the Halon system was declared ,

operable on January 7, 1991. Appropriate compensatory measures, l as required by Technical Specification 2.19(8), were maintained l

for the' duration of the impairment.
